three bedroom dwelling on the referenced prope~:ty.
ADEC has granted a waiver from the existing trench to the Class 'C' well on Lot 109 as
shown on the attached.
We do not anticipate any adverse effects on neighboring wells, septic systems, reserve
areas or drainage patterns by the installation of the proposed septic system. The
construction of this system will not prevent any future development on any of the adjacent
properties.

GENERAL:
The scope of this project includes the installation of a new 1000 gallon
HDPE septic tank to serve the existing three bedroom residence located on
the referenced property.
Construction shall be in accordance with the approved site plan and design
drawings, Municipal permit with any special provisions or conditions, and
all applicable State and Municipal Wastewater Disposal Regulations.
The contractor shall be responsible for obtaining any necessary
underground utility locates.
Unless specifically agreed otherwise, the property owner shall be
responsible for final grading areas subsequently depressed from soil
settling.
Contractors installing xvastewater disposal systems 'must be certified by the
Municipal Health Department for system installations. Owners installing
their own systems must also receive prior approval from the Municipal
Health Department.
SEPTIC TANK INSTALLATION:
1. A septic tank is to be constructed by a certified septic tank manufacturer.
Construction shall include two 4" cleanouts for pumping access.

2. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank.
All standpipes on the septic tank shall extend a minimum of 12 inches above final
grade.
4. Septic tanks installed with less than 4 ft. ofcover shall be insulated.

A foundation cleanout shall be installed one to four feet from the building foundation.
In the line between the tank and the leachfield there shall be two adjacent cleanouts
(unless an effluent pumping system exists within the septic tank). These cleanouts
shall be located on undisturbed soil not more than I0 ft. from the tank. The first
cleanout, in line, shall be to clean toward the leachfield. The second cleanout shall be
to clean toward the septic tank.
Final grading over the septic tank shall be such that a positive slope exists away from
the septic tank.
MINIMUM MATERIAL SPECIFICATIONS:
Any septic tank proposed for installation must be constructed by a Municipal approved
septic tank manufacturer.
The following pipe materials are approved for use in septic system installations in the
Municipality of Anchorage:

Use of a type of pipe other than listed above must be approved by the inspecting
engineer.
Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical
Company Styrofoam HI or equal).
Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Femco,
or equal).

INSPECTIONS:
Typically there will be a minimum of two (2) inspections required during the installation of the
septic tank. These inspections will occur as follows:
The first inspection must be conducted after the septic tank is set in place, but
may not be backfilled until after this inspection.
2. The final inspection is to occur upon final grading of the property.
The inspecting engineer is to be contacted at least 24 hours prior to the start of construction. If
necessary, a pre-construction meeting will take place on-site. The inspecting engineer will not
coordinate, direct or control in any way the contractors activities.
The owner shall contract with the contractor to perform the work outlined in these
specifications and plans and in accordance with the attached M.O.A. permit. Them will be no
contractual arrangement existing between the contractor and S & S Engineering. S & S
Engineering shall be the owner's representative and will inspect the work as stated above to
document the contractors activities. Final acceptance of the contractors work rests with the
owner and the M.O.A.
S & S Engineering shall have no liability to the owner or to others for acts or omissions of the
contractor or any other persons performing work on this project or the failure of the contractor
to carry out the work in accordance with these construction documents. S & S Engineering's
inspecting engineer will not be responsible for the construction means, methods, techniques,
sequence, procedures or the safety precautions incident to this project.

Dear Mr. Cowan:
This is response to 3'our letter received iu tiffs office on March 14, 2002 in which you tile
Deparlment to grant a separatioo distance waiver for an undocumented wastewater soil
absorption system intended to service a single family home on Lot 108 and an existing Class C
public water system source well on Lot 109. I have completed my review of the files on Ibis
property and thc infornmtion that you have submitted on this project. As noted in your submittal,
the existing soil absorption system was installed without approval from tile Municipality of
Anchorage. In addition, it is clear that there is sufficient space to locate tl~e existing soil
absorption system outside the 150 foot protective radius of the existing Class C public water
system source well.
As noted above, based on my review it does appear that tile requested separation distance is
justifiable when looking at the soils and geological information provided, llowevcr, the issnance
ora separation distance waiver for a soil absorption system that was illegal installed years after
the last change in the separation distances along with all the public information that bas been
provided is harder to justify. Looking at the waiver request from solely a public health issue, the
waiver is justifiable. Therefore, in accordance with State Wastewater Disposal Regnlations [I 8
AAC 72.020], the following waiver is being granted:
The separation distance from tile Class C public water system source well located on Lot
109 to the soil absorption system [deep trench] on Lot 108 is waived from 150 feet to 130
feet.
Tile above distance was taken from tile st,bmitted infornmtion, lfthe soil absorption system on
Lot 108 fails, this waiver becomes invalid and tile soil absorption system will need to be
relocated outside tile 150 foot protective radius of the Class C public water syslem localed on Lot

I f it is determined that the existing fiberglass septic tank located on Lot 108 needs to be replaced,
Ihe new septic tank will need to be relocated outside the 150 foot protective radius of the Class C
public water system source well located on Lot I09. Documentation will need to be provided to
this office on which septic tank is in use.
This waiver does not imply the granting of any additional authorizations, nor obligate any state,
federal, or local regulatory body to grant required authorizations.

Dear Mr. Gamess:
This is response to your letter received in this office on January 14, 2002 in which you the
Department to grant a separation distance waiver for an undocumented wastewater soil
absorption system intended to service a single family home on Lot 108 and an existing Class C
public water system source well on Lot 109. I have completed my review ofthe files on this
property and the information that you have submitted on this project. As noted in your submittal,
the existing soil absorption system was installed without approval from the Municipality of
Anchorage. In addition, it is clear that there is sufficient space to locate the existing soil
absorption system outside the 150 foot protective radius of the existing Class C public water
system source well.
If the septic tank can be relocated outside the 150 foot protective radius of the Class C public,
water system source well, there does not appear to be a p~y~i~al o~h'~i{on~n~ifil r~fi~ofi-wh~ the
soil absorption system can not be relocated. The waiver request is denied.

Dear Mr. Viertel:
Per your request of August 6, 1979, we conducted a test of the sanitary sewer
system on the above described property.
The septic tank was pumped prior to the performance of the test on the
seepage ]pit. During the test the liquid level in the seepage pit was
measured before and after the addition of 1,000 gallons of water. Ali. liquid
levels were measured below the top of the standpipe and are shown in the
following table:

The water level rose 16.8 inches with the addit:Lon of 1,000 gallons of water,
indicating a capacity of 59.5 gallons per linch. Twenty-four hours later the
liquid level was again measured and found to be 6.3 feet. It had dropped 1.4
feet or 16.8 inches. This :indicates an average effluent acceptance rate of
1,000 gallons per day for the surrounding soils. If the three bedroom
residence on the property is to house six people, the average load on the
system can be expected to be 450 gallons per day. We can therefore conclude
that the system is disposing of effluent at an adequate rate for a three
bedroom residence.
