SOILS INVESTIGATION
Site Conditions:
The proposed project is located in the Peters Cre~k
area, more specifically located in the SE l/~, SE l/~, NW
1/4 of Sec. ~, Township l~ N, Range I West, Seward Meridian.
The parcel is t0.0 acres. The vegetation is birch
trees and alder.
Proposed Construction:
The proposed residential subdivision will consist of a
minimum of 1/2 acre lots with a community water system. The
water will be supplied by the adjoining subdivision of North-
woods. The zoning in this area is "U" - unrestricted. Deer
Horn Subdivision is within the special study rural
development area.
Field Exploration and Soils Condition:
The soils investigation was performed by S & 5 Engi-
neers, Inc. The project engineer for the soils investiga-
tion was 3ames Sawhill. Eight test .holes were excavated
with..a Case backhoe. The test hole logs and their locations
are attached.
Recommendations: m
Ali test hole~, excavated in Block 2 indicate that
these lots are suitable for septic systems. Ground water
was encountered in one hole, but it is at a depth
that will allow the septic system to function properly.
Ground water was encountered at shallow depths in Lots
I and 3, Block 1. We propose to install a curtain drain
system to intercept the water riding on the dense
gravel/sand encountered at 6~. This will lower the water.
table in Block [ and allow the septic system to function
.properly. We propose to install the curtain drain system
this year, so that we may verify the water elevations on

This department received the redesign(November 15, 1982) for the
subject case. The department can approve this design. However,
the 100 foot creek setback just north of Lots 4 and 5 must be shown
on the plat.
Also, mentioned in previous comments regarding monitoring water
table and submitting to this department the monitoring data, with
as-builts of curtain drain for Lots 1 and 2 prior to final approval.

~CROUND WATER LEVELS
Soil test holes were dug on approx. Oct. 15, 1982 on lots # 1S and 3S. With
in 30 hours after the test holes were dug, ground water was observed stand-
ing in both holes approx. 3ft. below the ground level. On October 25, 1982,
standing ground water was measured at 34 inches below ground level in test
hole 1S and llin. below ground level in testhole 3S.

On site septic systems could not be installed on the less then half acre lots,
under these severe ground water conditions.
DRAINAGE
The North half of lots 5N, 6N, and 7N, lie within the lowest portion of
one of the major east to west drainage courses in the North half of Section
4. This drainage course also serves the North half of the Northwoods 320 acre
subdivision and the majority of the Deer Park I and Deer Park 2 subdivisions.
This drainage course has been designated "Green Belt" in the Northwoods
subdivision to the East.
ESTABLISHED DEVELOPMENT TREND
Deer Park 1 and Deer Park 2 Subdivisions, adjoining the proposed sub~
division to the North, Northwest, and West ts 1 to 1% acres per
(26 lots on 40 Acres, or 1.54 acres per lot overall.)
Foxhlll Subdivision, adjoining the proposed subdivision to the South is I to
acres per lot. (25 lots on 30 acres, or 1.2 acres per lot)
Recent request for subdivision of Knik View Estates, located 132Ofc North,
and 66Oft. West of proposed Deer I{orn Subdivision was denied for basically
the same reasons. There is presently a petition underway by 60~ of the
land owners in the area to have the NW/4 of Section 4 zoned R-7.
ROADS
The Deer Itorn Subdivision will be served by a segment of Deer Park Drive .
which is not dedicated. This portion of Deer Park Drive is extremely
narrow and has not been improved or upgraded due to its undedicated status.
RECObIMENDATIONS
The preliminary plot be redrawn to take ground water, slope, terrain, top-
ography, drainage, groundwater, and existing development norms, into con-
sideration. Taking all of these criteria into consideration, the subject
10 acre parcel cannot be subdivided into the 13 lots as proposed.

This letter is in response to your request for addition-
al information concerning the water system for Deer Horn Sub-
division, The water will be supplied by Chugiak Utilities~
Inc. This utility company is currently supplying water for
North Woods Subdivision which is adjacent to Deer Horn Sub-
division to the west. The well is located in Tract "A"~ of
North Woods Subdivision~ approximately gOO feet from Deer
Horn Subdivision.
Enclosed is a letter from George C. Wilmoth~ President
o! Chugiak Utilities~ inc.~ stating they will supply water
to this subdivision. This must be approved by Alaska Public
Utilities. We have verbal approval from the commission.

Subject: S-6673 Dee~ Horn Subdivision
This will continue correspondence concerning the proposed
Deer }lorn Subdivision(S-6673) ending with your letter of
January 27, 1983.
We appreciate receiving the additional information contained
in your above referenced letter, and submit herewith the
following comments:
(1)
The curtain drain design and configuration should mitigate
the ground water problems in the southeast portion of the
proposed subdivision. We do suggest, however, that the
outfall of the curtain drain be extended well into the
drop-off portion of Lot 1,.which is approximately 150 feet
north of the south line of Lot i instead of the 80 feet
shown on y6ur map. There should also be a water monitoring
station on Lot 1 to determine if the curtain drain has
had any detrimental effect on Lot 1.

Your area and slope summary and plat coupled with the
available topography maps does indicate that there are
areas on Lots 3, 4, and 5 of sufficient size to support
the on-site disposal systems and replacements. This
assumption, of course, is contingent upon there being no
shallow groundwater underlying these areas. Assuming that
these areas(shaded areas) are to be used for on-site disposal,
then there can be no driveways, parking areas or construction
within these areas. This could present problems of access
to Lots 4 and 5 and to the building site on Lot 4, particularly
with the 100 foot creek setback restriction.'

Prior to final plat approval, monitoring of the ground
water(using the 1" perforated standpipe or other means
acceptable to the DHEP) in all eight(8) perc holes(or
monitoring stations) must be conducted at least once
each month for a three(3) month period. The final month
of this three(3) month period must fall between June 1
and October 15.

Dear John:
Enclosed is the information you requested for approving
the prelim~nary plat of Deer Horn Subdivision. We have
slightly modified the plat to address the platting staff's
concerns on slope. We have completed an area and slope
table which we have also enclosed.
We have provided a curtain drain design sheet which
indicates our groundwater monitoring locations. My under-
standing is that a member of your staff noted groundwater at
a higher elevation on Lot 3, Block 2 than is noted on our
soils logs. We intend to install a monitoring pipe at this
location to verify this. If higher water is indeed noted we
will install a curtain drain in this area to handle the
problem.
We have provided a topo sheet which indicates areas
that meet the health requirements for septic systems. Each/
slope-effected lot has an area greater than 10,000 sgua~e
feet which is less than 25% slope.

This department has reviewed the revision of the subdivision
with the curtain drain design on the plat and other data, as
monitoring of water table, also, data addressing topography
and slope as to assure lots can support on-iste sewer systems.
This department can now approve the preliminary plat for
Deer tlorn Subdivision.

This Department recommends a 100' setback easement from the
existing drainage course along thc northern boundary of the
proposed subdivision. This drainage course serves as the
primary drainage for a portion of the Deer Park Subdivision
and all of the Morth%~oods Subdivision.
The relnaining l~rtion of lots 4 and 5 lying outside of the
100' setback is situated on a 25% slope· Conventional on-
site waste water disposal facilities could not be utilized
under this severe slope condition.
There appear to be some discrepancies concerning the presence
of shallow ground water under a sizeable l~rtion of the pro-
posed subdivision. Thc Department reco~menns that additional
tests and ground water levels bc r~nitored on each proposed
