Waiver Request:
The referenced property is served by public water and a private septic system. The septic
system consists of a 1 ,250 gallon steel septic tank that was installed in 1997, a 12' x 12'
seepage pit type drainfield with concrete rings that was installed in 1969, and a trench
that was installed in 1978. We have recently performed a septic adequacy test by adding
water to the 1969 seepage pit and found it to absorb 600+ gpd. During our site visit, we
measured 12'-4"from the edge of the monitoring tube to the edge of the CMU foundation
for the garage. We are assuming the concrete rings are centered in the 12 X 12 crib and
we are calculating that the edge of the drainrock is over 5+feet from the edge of the footer
to the edge of the seepage pit. Attached is a profile drawing showing the assumed
conditions below ground. Since the seepage pit is made of concrete rings and the top of
the seepage pit is lower in elevation than the foundation for the garage, it is our opinion
that there is minimal risk with the seepage pit collapsing and adversely effecting on the
foundation. We request a 5 foot waiver be granted from the crib to the garage foundation.
There is a roof overhang over the seepage pit area that has a 4x4 post support for this
roof that is 2+ feet away from the 4" septic standpipe for the seepage pit (see attached
photo). We are assuming the 4" standpipe for the seepage pit is in the center of the
concrete rings. If this assumption is correct, the 4x4 support post is near the vertical wall
of the concrete rings. Given the seepage pit is made out concrete rings, it is unlikely it will
collapse; therefore, there is minimal risk with the encroachment.
Bedroom/Septic Size:
The house currently is 4-bedrooms. The septic tank is a 1250-gallon steel septic tank
which meets the size requirement for a 4-bedroom residence. According to the 1969 and

1978 inspection reports, the seepage pit has 288 sq.ft. of absorption area and the trench
has 650 sq.ft. of absorption area, which equates to a combined absorption area of 938
sq.ft. According to the 1978 inspection report, the soil rating was found to be 210
sq.ft./bedroom, which equates to 840 sq.ft. of absorption area required for a 4-bedroom
house. On 4/26/2019, we discussed with you our testing results and the number of
bedrooms. You stated that you would grant a 4-bedroom COSA approval for this property
and that we di not need to located the 4" sump for the 1978 trench.
Other Noted Items:
During upon our site visits to the property, we were not able to locate the 4" sump for the
1978 trench. Several attempts were made to find it, including the use of a metal detector.
Our septic adequacy test was performed only using the 4" monitoring tube for the 1969
seepage pit. A 2,114 gallon presoak was performed the day before the septic adequacy
test (4/22/2019). An additional 1,013 gallons were added on the morning of 4/23/2019. In
short, a total of 3,127 gallons were added to the monitoring tube for the seepage pit in
approximately a 24-hour period. It is unclear if there is continuity between the 1969
seepage pit and the 1978 trench, since the 4" sump could not be monitored; however, it
does appear the septic system is adequately absorbing 600+ gpd as required for a 4-
bedroom residence.
Regarding the separation distance from the septic system to the water service line, the
1997 Tobben Sprurkland, P.E. record drawings show the water service line and states it
is 10+ feet from the septic system to the septic system. However, Mr. Spurkland's record
drawings does not show the 1978 trench on his drawing. We have found the key box
while onsite and it does appear Mr. Spurkland's record drawing reflects the general
location of the key box. We did take measurements out in the field and laid out the 1978
trench to determine the approximate location of this 1978 trench. There is also a large
tree stump approximately 10+ feet west of the key box, Which should be between the key
box/water line and 1978 trench (see attached photos). In short, it does appear there is
10+ feet of separation between the 1978 trench and the key box and the Tobben
Spurkland water service line location; however, this cannot be verified since the 4" sump
for this drainfield was not found.
