AK 99507 Ref: Proposed Septic System Upgrade for Kasilof Hills; Block 8, Lot 8 To whom it may concern: The existing 5-bedroom house is served by a private well and septic system. The drainfield is in a state of failure and needs to be upgraded. Additionally, the homeowner is proposing to build a new structure on the property (see attached 40 scale). Given that the existing structure is 5-bedrooms, we are proposing to install a new 5-bedroom system consisting of a 1500-gallon septic tank and deep trench type drainfield. One testhole was excavated on the property and the drainfield is designed around its 30-foot radius. Comments regarding the design are summarized as follows: 1. SOILS: See attached 2018 testhole by GEG which shows, soil classification, percolation test and groundwater monitoring. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There are no surface water concerns. 4. TOPOGRAPHY: See attached design drawings. During our site visit, no slopes greater than 25% were noted. However, in the event that there are slopes greater than 25% (as shown on the GIS mapping), it is believed that the proposed drainfield will meet the steep slope provision as follows: 1. Trenches shall not exceed sixty inches in width 2. Natural vegetation within fifty feet down-gradient of the disposal field shall remain undisturbed, or the exposed slope shall be stabilized with erosion control vegetation or an approved equal prior to final operational approval 3. The distribution pipe invert shall be a minimum of thirty-six inches below the top of the natural organic surface, measured on the downhill side of the trench. We are unaware of :ny adverse impacts this installation would have on adjacent wells or septic systems. If you have any qua- ions, please contact us at 337-6179. Thank you for your assistance. 1 S ely, ./ r frey A.yar Cef.-- n:ss,, P.E. M.S. Vittoni: At your request of Hay 23, 1978, we conducted a subsurface soils investi- gation at the proposed location of the sanitary sewer system on the subject lot. The investigation complied with those procedures required by the Municipality of Anchorage Department of Health and Environmental Protection. This investigation, which was accomplished on May 25, 1978, consisted of a test hole drilled to a depth of 20 feet below the existing ground surface. The test hole was sited according to your instructions and its location is sho~n in attached Drawing A-01. Drilling was accomplished with a rotary drill rig using continuous flight solid-stem auger with an outside diameter of 6 inches. A sample was taken at the depths shown on the soils log in Drawing A-01. The sample will be held in storage at our lab for approxi- mately six months. In addition, all material brought to the surface by the augers was continuously monitored by an experienced engineering geologist. The topography at the drilling site is generally gently-sloping. At the time of the investigation the site had original vegetation consisting of alder and grasses. The top of the test hole was located at original ground surface. The soils encountered in the bore hole are sho~n in the test hole log in Drawing A-01. This log displays specific conditions encountered at the test location. However, subsurface conditions may vary in other parts of the lot without any apparent surficlal evidence of the change. Groundwater was not encountered. Bedrock was not encountered. At the time the hole was drilled seasonal frost was not present. Permafrost was not encountered. A percolation test was performed within the bore hole at the depth sho~n in the attached Table 1. All depths were measured from the top of the hole. The data in Table I show average infiltration from the depths indicated to the bottom of the hole. The measured percolation rate was 7.1 minutes per inch. ~-- /j.O~ May 2i, 1978 Mr. Joe Vittoni Page -2- We appreciated this opportunity to be of service to you. Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells. SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners, food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil. TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years but is associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization. TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home water treatment systems such as softening, or iron filtration does not readily remove nitrate. The best method for limiting nitrate in well water is source control. This can include avoiding overdosing of fertilizer near the well and maintaining good separation distances between septic tank leach fields and the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate. TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect the activity of nitrate in water. This laboratory uses several different wet chemical methods approved under the public water supply laboratory certification program. They also have test kits available, which the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can monitor the change in nitrate levels from their well. They recommend comparing the test kit results against a certified analysis from the lab occasionally to verify the accuracy of the kit. We recommend using a specially prepared bottle that has been rinsed in hydrochloric acid for collecting samples. a & > MahnAdress P O Box 196650* dnchorage;`Alaska 99.519 6650"* Www m`un org T MuniciPality of Anchorage Development Services Department Building Safety Division On-Site Water & Wastewater Program 4700 South Bragaw SL P.O. July 18, 2002 Municipality of Anchorage Development Service Department Building Safety Division On-Site Water & Wastewater Program P.O. Box 196650 Anchorage, Alaska 99519-6650 Ref: Waiver Request and tlealth Authority Approval for Kasilof tlills Subdivision; Lot 8, Block 8, Per directive from your department, we are requesting a waiver to the required separation distance between the well and drainfield which serve the subject property. Per our field measurements, it is 100.3 feet from the center ofthe well to the center ofthe sump located at the end of the trench. Give the trench width of 32 inches, it is reasonable to assume that the edge of the drainrock is approximately 98 feet from the edge of the well. To be conservative, we are requesting that you grant a 96 feet separation distance waiver from the well on the referenced property to the drain field on the referenced property. The well that serves the subject property was drilled on 9/18/1978, and the septic system was installed on 9/7/1978. The following items are justification for the waivers: · The drainfield is downhill from the well and if the septic system was to overflow, effluent will not travel toward the well head. · The location of the septic system is in a very visible area so that if any effluent was to surface, it would be noticed and the problem corrected. · Recent water sample results indicated nitrate levels of 2.17 rog/L, and no coliform bacteria. Based upon this water quality data, it appears the encroachment, which has existed for almost 24 years, has had no significant adverse impact on the groundwater quality. · Attached is drilling logs for the subject well and wells from several adjacent properties. Bedrock was encountered as shallow as 21 feet and as deep as 43 feet. The soil profile above the bedrock appears to be pfimarly a silty/clayey gravel, hardpan, which appears to have served to protect the aquifer. Based upon the aforementioned facts, it appears that there is minimal risk associated with the 96 foot separation distance waivers. We also request that your department issue a Health Authority Approval (previously submitted). If you have an~/~ · SS tions, please contact us at 337-6179.
