Box 196650 Anchorage, Alaska 99519-6650 Subject: Lot 2 Higgins Estates Subdivision Septic Upgrade Permit FAII,F,1) SYSTF,M Gentlemen: My firm was contacted to investigate a failed septic system at the referenced property. The system was completely inundated with liquid and backing up into the house and garage. The fluid levels were approximately thirteen inches above the lateral pipe. A septic pumper was called to remove the liquid from the tank and field. During the pumping, eight softballs were pulled from the drainfield. Additionally it was discovered the garage floor drain was connected to the septic system. I informed the owners that the system was in failure and the floor drain needs to be disconnected from the septic system. The owners requested my firm investigate the possibility of installing a replacement. Two test holes were excavated on March 18, 1996, and are on file with your department. The soils report and a percolation test result is attached. Ground water was monitored for seven days. No groundwater or bedrock was encountered in the test hole. The lot is approximately 2.5 acres in size. Lot 2 slopes to the south at approximately 1 to 2 percent. The proposed installation will be located in the southern portion of the lot. The existing fields will be reused. The septic tank will be verified for integrity. If it is in failure, a new tank will be installed outside the well radius. The proposed location is greater than 100 feet away from the existing well serving this property and 25 feet from the water service lines. The surrounding wells are located greater than 100 feet from the proposed installation. The proposed installation will not affect the future development of the surrounding or existing lots. Gentlemen: I was contacted by the Owner of the lot described above to investigate installing a septic system and well on his lot. I conducted a soils investigation on March 18, 1996. The soils log and percolation data is attached. Soft silts with trace gravels were discovered under a foot of organic mat. The soil perced at sixteen minutes per inch. This rate is consistent with surrounding perc data. A primary and secondary system can be installed within the test pit radius. The proposed system would have six feet of effective absorption area, with a total depth of ten feet. The system will be eighty-five feet long and two feet wide with four feet of cover. A new 1250 gallon septic tank will be installed to serve this system. The proposed well will be drilled on the northern portion of the lot, while the septic system will be installed on the southern portion of the lot. The lot is approximately five acres in size. It slopes to the northwest at a rate of approximately one to two percent. The proposed installation will be located greater than 100 feet away from the proposed and existing wells and 25 feet from the water service lines. The surrounding systems are located greater than 100 feet from the proposed installation. All neighboring wells are located greater than 100 feet from the proposed system. Date March 26, 2008 Engineers Comments: In conducting an adequacy test, I attempt to provide a thorough, conscientious engineering analysis of the system in accordance with MOA DSD Guidelines & Regulations. The reported results describe the performance of the system under the conditions encountered at the time of the test, and separation distances measured to readily identifiable features. The operational life of all wells and septic systems depend on the local soil condition, ground water levels that may fluctuate during the year, and the water usage of the family being served by the system. Thcse conditions are outside the control of the evaluator of this system. All systems eventually fail and satisfactory test results do not guarantee future performance of the system, nor do they guarantee that there are no hidden defects or encroachments. PPS can therefore not provide any warranty for future performance nor give any estimate of how long the system will continue to meet the operational requirements of the MOA DSD.
