The owner of the above lot has a 4 -bedroom home on the property that is in need of a new septic
tank, so we are submitting this permitapplicationforthe constructionof a replacementseptic tank.
The attached site plan identifies the locationof the home as well as the septic location. No conflicts
exist between this proposed tank location and any other well or septic system, whether on this lot
or adjacent lots.
The subject lot, in addition to the immediate lots to the north and east, are served by a community
well. All wells to the southare greaterthan 100' awayfrom the southproperty lines. The new tank
will be a minimum of 100' from all wells and surface water, and more than 10' away from any
permanent foundation.
Please refer to the attached plan pages for the septic design. If this design is followed, there will
be no adverse impacts to adjacent properties.

Septic System Design and Permit Application
We have revised the design of the proposed septic system for Lot 13, Block 2, Near
Point Knoll Subdivision to provide 2-5' wide absorption trenches in the lieu of the
previously proposed absorption bed. The change was made due to the slopes on the
lot which exceed 10% in some cases.
The developer of the lot is anxious to obtain a building permit for the lot and needs the
septic system permit to do so. He is willing to provide additional soil tests and, if
necessary, move the absorption trenches to a more suitable location at a later date.
Weather conditions make additional exploration at this time very expensive. We have
attempted to site the proposed absorption system near the location of the test hole
placed during the initial subdivision of the parent parcel.
A site visit yesterday indicates the location of the test hole is fairly fiat as noted on the
test hole site plan provided by Hank Wilso.n.., I have also attached a contour map of the
area completed during the initial subdivts~on by. Mr. Wilson. The location of the
proposed absorption bed appears to meet the requirements of the Municipal Ordinance
except that an additional percolation test will be required. We are confident that the
soils on this lot are fairly uniform in that they vary from poody graded to well graded
gravel. We will furnish additional soils information as required with the as-built of the
new system.

Dear Dan:
The owner of Lot 13, Block 2, Near Point Knoll Subdivision has placed another test hole
on a more suitable area of the lot for a septic system. A copy of the test hole log and
percolation test is included for your review. This test hole was found to contain silty
gravel with some sand which percolated at a rate approximating 2.5 minutes per'inch.
No water was found in the test hole and none is expected during the monitoring period.
An updated log will be forwarded to you once the 7 day monitoring period is completed.
The attached revised site plan shows the location and configuration of the new trench.
Based on conditions encountered the new trench will be 40' long by 3' wide with an
effective depth of 7'. The owner has also decided to place a concrete slab on the south
side of the lot for recreational vehicle parking. This site is also shown on the plan.
Please review the attached documentation and revise Permit No. SW010055 to include
the new design. Thank you for your cooperation with this modification.

Several test holes we~.e' placed I~ this subdivision over the past years. All of these
holes revealed'well to poorly graded gravels with percolation rates between 1 and 5'
minutes per inch, A test hole at the proposed location for the new and alternate
absorption trenches revealed poorly graded gravel with few fines and a percolation rate
of less than-1 minute per inch. No groundwater was noted.in the'test hole dudng
'excavation and none was noted dudng the monitoring period, We are therefore
'proposing to place 2-5'.wide by 6.0.'.long by .5' effective depth absorption trenches with
a 2' sand liner to slow the percolat~0n rate and effectively treat the septic effluent. The
distribution pipe will be placed at 3' below the existing ground surface and the total
depth of the trenches will be 5.5'. 'A minimum of 3' of cover will be placed over the
' bed to pre~/ent frost penetration and possible'freezing.
The ground surfa(Je on the lot Slope~ as ~hown on the attached Site Plan. The area'for
the new absorption trenches, however,'is fairly'fiat with a'slight grade from south to
north. The new trenches will be constructed parallel to the contours of the surface In

CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: LOT 13, BLOCK 2, NEAR POINT KNOLL SUBDIVISION
GENERAL:
The scope of this project includes the procurement and placement of a
new 1,250 gallon septic tank at the location shown on the site plan.
Work also includes the construction of 2 new 60' Io.,ng X 5' wide X .5'
effective depth absorption trenches at the location shown. The
distribution line in the trench will be placed at 3' below the existing
ground surface. A 2' sand. liner is required under the absorption reck,
Total depth of the trench w~ll be 5.5' below the existing ground surface.
A Zabel Flow Splitter Valve is required to assure equal flow to each
trench. All components of the septic system must be placed a
minimum of 10' from the water service line on the lot.
Construction shall be in accordance with the approved site plan,
design drawings, Municipal Permit with any spe. c!al previsions or
conditions, and all applicable State and Mumc~pal Wastewater
Disposal Regulations.
The Contractor shall be responsible for obtaining all underground utility
locates and for the layout of the septic system and verification of the
location of all lot lines.
Unless specifically ~greed otherwise, the contractor shall be
responsible for final grading areas subsequently depressed from soil
settling. Property owner shall be responsible for revegetation of
affected areas unless specifically agreed otherwise.
Contractors installing wastewater disposal systems must be certified
by the Municipal Department of Health and Human Services for
system installations. Owners installing their own syste.ms must receive
prior approval from D.H.H.S. before beginning system installation.
SEPTIC TANK INSTALLATION
1. A new 1,250 gallon septic tank must be be procured from an approved
source and installed at the location shown.
A septic tank is to be constructed by a certified septic tank
manufacturer. Construction shall include two 4' cleanouts for pumping
access.
3. The septic tank shall be sufficiently bedded to prevent settling or
shifting of the tank.
4. All standpipes on the septic tank shall extend a minimum of 12 inches
above final grade.
5. Tanks installed without 4' of cover shall have a minimum of 2" of direct
budal insulation.

6. A foundation cleanout shall be installed one to four feet from the
building foundation. Two cleanouts are required between the tank and
the drainfield.
7. Final grading over the tank shall be such that a positive slope exists
away from the septic tank.
DRAINFIELD CONSTRUCTION:
1. The drainfield shall be constructed to the dimensions shown on the
design. The bottom of the trench shall be within 2" of level.
2. Distribution piping must be placed level with perforations down atop a
level bed of drainfield rock. Rock should then be placed over the pipe
to provide a minimum of 2' of cover.
3. A silt barrier or geotextile fabdc must be placed between the drainfield
rock and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the locations
shown on the design. The portion below ground must be perforated.
'Contractor shall vedfy the septic tank and drainfield are a minimum
100' away from any pdvate water wells in the area, 150' from a Class
'C' Well or 200' from any community well.
Direct bury insulation must be placed over the distribution system if
less than 3' of backfill depth is available. Finish grade over the trench
must be mounded to prevent settlement or depressions.
7. Grade area surrounding the absorption trenches to drain away.
A minimum 2' of accepting soil is required below the drainfield rock for
a 5' wide trench. Contractor shall verify this condition prior to
placement of the rock. All pockets of unacceptable materials must be
removed and replaced.
MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a municipally approved septic
tank manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated
and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and
ASTM D2662 or A.B.S. (perforated and solid).
3. Insulation shall be at least 2' thick extruded direct budal polystyrene
(Dow Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Femco, or equal).

5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed
between the final drain rock layer and the native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing
the #200 sieve.
INSPECTIONS:
Municipal Ordinance requires a minimum of two inspections. These
inspections must be conducted under the supervision of a professional
engineer registered in the State of Alaska. The first inspection must be
conducted after the excavation of trenches, beds or pits and before the
installation of any gravel. A septic tank may be set in place, but may not
be backfilled.
The second inspection must be conducted after the placement of the
geotextile fabdc, gravel, distribution piping, standpipes, cleanouts and
insulation. No backfill should be in place at the time of inspection.
Contractor shall provide a copy of all field survey layout and construction
notes for use in preparing the certified as-built of the completed system.
