Box 196650 Anchorage, Alaska 99519 Subject: Birch Hills Estates #2, Tract D Septic System Upgrade Permit Request Ladies and Gentlemen: 1 am writing to request a permit to install an upgrade septic system be issued for this property. The proposed systems will serve an existing three (3) bedroom house. Currently the lot is developed. The existing field is in failure and one trench will be abandoned per code, the other will be re -used as a reserve. The existing Premier Plastics septic tank will be reused as it was installed recently. This lot is served by a private well that is over 100 feet from the existing and proposed system. The surrounding developed lots are also served by private wells. There are no wells within 100 feet of this system. 1. Soils. One test hole was excavated in the area of this drain filed by Pannone Engineering Services in July of 2013, and groundwater was not encountered in the test hole. It is my opinion, based on the results of the percolation tests and overall soils appearance; an application rate of 0.8 gallons/day/square feet should be used for a conventional wastewater system. 2. Soil Absorption System Design. a. See Sheet 2 of the design package. 3. Surface Water: There is no surface water within 100 feet of the proposed septic tank and drain field. The proposed drain field upgrade will maintain at least 100 feet from all surface water and drainage ditches. 4. Topography: The existing topography slopes from east to west at approximately 8% in the area of the proposed drain field. There is a roadway cut slope 5 feet in height approximately 35'-40' downhill of the drainfield. See waiver request. 5. Drawing Markings: The Drawings are marked "For MoA Review Only". Waiver Request: I request a waiver to the roadway cut slope that is approximately 35'-40' downhill of the proposed drainfield. The slope is 5' in height. Granting this waiver will not affect the health or safety of this lot or the surrounding lots. The proposed installation will not affect the future development of the surrounding or existing lots. The scope of this project includes the replacement of the existing failed 1250 gallon septic tank with a new 1000 gallon septic tank to serve the existing three bedroom residence located on the referenced property. 2. Construction shall be in accordance with the approved site plan and design drawings, Municipal permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. 3. The contractor shall be responsible for obtaining any necessary underground utility locates. 4. Unless specifically agreed otherwise, the property owner shall be responsible for final grading areas subsequently depressed from soil settling. 5. Contractors installing wastewater disposal systems must be certified by the Municipal Development Services Department or ADEC if required, for system installations. Owners installing their own systems must also receive prior approval from the respective agency. SEPTIC TANK INSTALLATION: 1. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. 4. Septic tanks installed with less than 4 ft. of cover shall be insulated. 5. A foundation cleanout shall be installed one to four feet from the building foundation. In the line between the tank and the leachfield there shall be two adjacent cleanouts (unless an effluent pumping system exists within the septic tank). These cleanouts shall be located on undisturbed soil not more than 10 ft. from the tank. The first cleanout, in line, shall be to clean toward the leachfield. The second cleanout shall be to clean toward the septic tank. 6. Final grading over the septic tank shall be such that a positive slope exists away from the septic tank. MINIMUM MATERIAL SPECIFICATIONS: Any septic tank proposed for installation must be constructed by a Municipal approved septic tank manufacturer. 2. These inspections will occur as follows: 1. The first inspection must be conducted after the septic tank is set in place, but may not be backfilled until after this inspection. 2. The final inspection is to occur upon final grading of the property. The inspecting engineer is to be contacted at least 24 hours prior to the start of construction. if necessary, a pre -construction meeting will take place on-site. The inspecting engineer will not coordinate, direct or control in any way the contractors activities. The owner shall contract with the contractor to perform the work outlined in these specifications and plans and in accordance with the attached M.O.A. permit. There will be no contractual arrangement existing between the contractor and S & S Engineering. S & S Engineering shall be the owner's representative and will inspect the work as stated above to document the contractors activities. Final acceptance of the contractors work rests with the owner and the M.O.A. The minimum well productivity required by this Department (AMC 15.55) for a 3 -bedroom residence is 0.31 gallons per minute. The system consists of two leach field trenches, with a spillover that allows effluent to flow to the lower trench when the upper trench is completely full. The upper trench was found to be completely saturated. The lower trench was tested as there was no water in the monitoring tube prior to starting the test. 514 gallons of water was added to the lower trench, which filled it up to the distribution pipe (completely full). However, within the first 23 minutes of adding water, and 121 gallons, the level had reached 19 inches. After the water was shut off (when level was at 29 inches) the level again declined to 19 inches, which was 1200 minutes after the level was last at this level. This means that 514 gallons of water minus 121 gallons, or 393 gallons, was absorbed in 1200 minutes. This translates into an absorption rate of 472 gallons/day, just slightly more than the required 450 gallonstday for this three bedroom septic system. Therefore, the system passes the test, but based on its age (built in 1980), and this marginal test, the future life of this leach field may be limited.
