RE: SEPTIC SYSTEM UPGRADE PERMIT
LEGAL: KNIK VIEW ESTATES BLOCK 3 LOT 1
The property owner has requested we obtain a permit to upgrade the failed septic fields of the
above referenced lot. Both absorption beds are saturated, appear to be influenced by
groundwater and will be abandoned in place. We propose to install an anchored pump basin &
install one elevated, mounded absorption bed to serve the existing 3-bedroom residence. The
design is based on the recent test hole conducted on May 6, 2025. Heavy groundwater was
observed at test hole excavation at 5’ and at 3.5’ at monitoring.
The slopes are flat at the proposed upgrade location. The lot and area are served by public water.
The design will not impact any of the neighboring properties. Please contact us if you have any

It is requested that you issue a permit to upgrade a septic system to serve the existing
three bedroom d~velling on the referenced property.
t~,r ~,-¢ :#g' was excavated and a percolation test was performed on 12/19/94. The
approxim, ate location of the test hole is located on the attached site plan. Ground water
was momtored and after seven days i¥~. ~, q ~.." as shown on the attached soils logs.
We do not anticipate any adverse ~ffects on neighboring wells, septic systems, reserve
areas or drainage patterns by the installation of the proposed septic system. The
construction of this system will not prevent any future development on any of the adjacent
properties.

GENERAL:
The scope of this project includes the verification or installation of a 1000
gallon septic tank and installation of un absorption bed to serve the existing
three bedroom residence located on the referenced property.
Construction shall be in accordance with the approved site plan and design
drawings, Municipal permit with any special provisions or conditions, and
all applicable State and Municipal Wastewater Disposal Regulations.
The contractor shall be responsible for obtaining any necessary underground
utility locates.
Unless specifically agreed otherwise, the property owner shall bc responsible
for final grading areas subscqucndy depressed from soil settling. On all
leachficld mound systems, the property owner shall bc responsible for
cnstning a satisfactory vegetation growth over the mounded area.
Contractors installing wastewater disposal systems must be certified by the
Municipal Health Department for system installations. Owners installing
their own systems must also receive prior approval from the Municipal
Health Department.
SEPTIC TANK iNSTALLATION:
A septic tank is to be constructed by a certified septic tank manufacturer.
Construction shall include two 4" cleanouts for pumping access.
The septic tank shall be sufficiently bedded to prevent settling or shifting of
the tank.

3. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade.
4. Septic tanks installed with less than 4 ft. of cover shall be insulated.
A foundation cleanout shall be installed one to four feet from the building foundation. In
the line between the tank and the leachfield them shall be two adjacent cleanouts. These
cleanouts shall be located on undisturbed soil not more than 10 ft. from the tank. The first
cleanout, in line, shall be to clean toward the leachfield. The second cleanout shall be to
clean toward the septic tank.
Final grading over the septic tank shall be such that a positive slope exists away from the
septic tank.
LEACIlFIELD BED INSTALLATION:
Excavate the proposed Bed Area to the depth shown on the design. The bottom of the
excavation shall be within 2 inches of level If the bottom of the excavation becomes
smeared, it must be raked or scratched (rafted-up) before gravel or sand placement.
Ifa sand layer is required, place sand over entire excavation to the required depth shown on
the design. The top of the sand layer must be within 2 inches of level.
Sewer rock shall be placed uniformly throughout the entire bed. Perforated distribution
pipe must be installed level with perforations down. Gravel depth below the perforated pipe
shall be a minimum of six (6) inches. Gravel depth above the perforated pipe shall be a
minimum of two (2) inches. The total gravel depth throughout the entire bed shall be a
minimum of twelve (12) inches.
The perforated distribution pipes must be no more than six feet apart. The distance between
the outermost perforated distribution pipes and the sidewall of the absorption bed must be
no more than three feet.
Silt barrier material must be installed between the final gravel layer and the native soil
backfill. Ensure the silt barrier covers the entire gravel surface before placing backfill.

Monitor tubes shall be of four (4) inch diameter, installed at the locations shown on the
design, and extend a minimum of 12 inches above final grade. The portion of the
monitoring tube extending through the gravel depth shall be perforated six (6) inches below
the bottom of the horizontal distribution lines. The monitoring tube should not extend
below the bottom ofthe gravel surface.
Backfill over the final gravel layer must not be less than twenty-four (24) inches. Insulation
must be installed when the backfill depth is less than thirty-six (36) inches. The finished
grade over the bed must be mounded to prevent the formation ora depression after settling.

8. A mound system is to have the upper six inches of top soil and be seeded for vegetation.
A subsurface disposal field may not be located on a slope greater than 25 percent unless
there is an approved exception documented.
MINIMUM MATERIAL SPECIFICATIONS:
1. Any septic tank proposed for installation must be constructed by a Municipally approved
septic tank manufacturer.
2. The following pipe materials are approved for use in septic system installations in the
Municipality of Anchomge:

Use ora type ofpipe other than listed above must be approved by the inspecting engineer.
Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical
Company Styrofoam ttI or equal).
Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Femco, or
equal).
A permeable nontoxic silt barrier (Typar 3401, Mimfi 140N, or equal) must be installed
between the final leachfield gravel layer and the native soil backfill.
All leachfield gravel (sewer rock) shall be 0.5"-2.5" screened gravel with less than 3%
passing the//200 sieve.
When sand is being used as a filter material, its gradation specifications must conform to
current MOA requirements.
INSPECTIONS:
Typically there will be a minimum of three (3) inspections required during the installation of the
wastewater disposal system. These iuspectious will occur as follows:

The first inspection must be conducted after the excavation of ditches, pits, trenches,
or beds and before the installation of any gravel. A septic tank may be set in place,
but may not be backfilled before this inspection.
The second inspection must be conducted after the placement of the silt barrier,
gravel, distribution lines, standpipes, eleanouts, and insulation, but before the
placement of any other backfill.
3. The final inspection is to occur upon final grading of the property.
Often there will be more than these 3 inspections required. Especially with the installation of
multiple trenches, sand filters, pressurized distribution systems, etc. Thus, the inspecting engineer
is to be contacted at least 24 hours prior to the start of construction. If necessary, a pre-construction
meeting will take place on-site. The inspecting engineer will not coordinate, direct or conlxol in any
way the contractors activities.
The owner shall contract with the contractor to perform the work outlined in these specifications
and plans and in accordance with the attached MOA permit. There will be no contractual
arrangement existing between the contractor and S & $ Engineering.
S & S Engineering shall be the owner's representative and will inspect the work as stated
above to document the contractors activities. Final acceptance of the contractors work rests
with the owner.
S & S Engineering shall have no liability to the owner or to others for acts or omissions of the
contractor or any other persons performing work on this project or the failure of the contractor to
carry out the work in accordance with these construction documents. S & S Engineering's
inspecting engineer will not be responsible for the construction means, methods, techniques,
sequence, procedures or the safety precautions incident to this project.

Dear Onsite Services Engineer:
The absorption bed proposed to serve the house on Lot 1, Block 3,
Knik View Estates was constructed within 8' of the lot line in order
to take advantage of suitable soils. A waiver is therefore required
to allow the encroachment within 10' of the southern lot line. We
hereby request a waiver be issued allowing placement of the bed in
this area. :
The lots in this subdivision are served by a community water system
and the setback requirements from the well are easily met. In
addition, the lot immediately to the south is currently vacant but
contains sufficient area for an absorption system to be constructed
which will not conflict with this system.
The waiver can be issued because the absorption bed, in its present
location, will not conflict with any systems currently in place or to
be constructed in the future.

We hereby request a permit be issued to install a new septic system on the
subject lot. The lot is served by a community water system so welt
separation distances are not an issue. A shallow bed system is designed as
groundwater was encountered at a depth of 9'. Percolation rates for material
encountered, however, was excellent and the absorption bed should function
adequately to support the three bedroom home. If the system is constructed
as shown on the attached drawings the following statements can be made.
The system, if constructed as designed, will have no adverse impact on
the wells in the area. The subdivision is served by a community water
system.

DRAINFIELD CONSTRUCTION:
1. The drainfield shall be constructed to the dimensions shown
on the design, The bottom of the bed shall be within 2" of
level. The bed shall not be installed on a slope greater than
10%.
2. Distribution piping must be placed level with perforations
down atop a level bed of drainfield rock. Rock should then
be placed over the pipe to provide a minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between
the drainfield rock and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the
locations shown on the design. The portion below ground
must be perforated.
5, Contractor shall verify the septic tank and drainfield are a

6. Direct bury insulation must be placed over the distribution
system when less than 3' of backfill depth is available.
Finish grade over the bed must be mounded to prevent
settlement or depressions.
7. Grade area surrounding the absorption bed to drain away
from the bed.
8. A minimum 2' of accepting soil is required belOw the
drainfield rock. Contractor shall verify this condition prior
to placement of the rock.
MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a Municipally approved
septic tank manufacturer.
2. The following pipe materials are approved for use in septic
system installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM [:)3034 or P.V.C.
(perforated and solid), ASTM F810 or H.D.P.E. (perforated, but
not solid) and ASTM D2662 or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial
polystyrene (Dow Chemical Co. Styrofoam FII or equal).
4. Septic tank inlets and outlets shall be fitted with
watertight couplings (Caulder, Fernco, or equal).
5. A permeable geotextile fabric (Typar, Mirafi or equal) must
be installed between the final drain rock layer and the
native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than
3% passing the #200 seive.

INSPECTIONS:
A minimum of two inspections are required by Municipal
Ordinance. These inspections must be conducted under the
supervision of a professional engineer' registered in the State
of Alaska. The first inspection must be conducted after the
excavation of trenches, beds or pits and before the installation
of any gravel. A septic tank may be set in place, but may not
be backfilled.
The second inspection must be conducted after the placement
of the geotextile fabric, gravel, distribution piping,
standpipes, cleanouts and insulation. No backfill should be in
place at the time of inspection.
Contractor sllall provide a copy of all field survey layout and
construction notes for use in preparing the certified as-built
of the completed system.
