We are therefore requesting a permit be issued for the construction of a new septic system to serve the proposed home. The attached Site Plan and backup documentation identify the location and configuration of the new septic system and the parameters used in the design. Also identified on the plans are the location of the water service line on the lot and the test hole locations along with the Class C Well on the adjacent lot. A waiver has been issued by ADEC allowing the placement of the septic system a minimum of 100' from this well. A copy of the waiver is attached for your review. Existing drainage patterns are shown and will not be altered by the development of the lot. This lot along with the remaining lots in the subdivision is only 50' wide allowing very little room for the septic tank, absorption trench and alternate site. Encroachments will be required to within 1' of the property lines. A lot line waiver request is attached for your review and approval. Two test holes were placed near the location of the proposed absorption trench. These test holes indicate clean well -graded gravel with varying amounts of sand near the location of the new absorption trench. Percolation tests in the material resulted in rates of between 4 and 5 minutes per inch. No groundwater was found during the placement of the test holes and none was noted during the monitoring period. We are therefore proposing to place a 3' wide deep absorption trench system with 6' of gravel beneath the distribution pipe. The total depth of the trench will be 9'. The distribution pipe will be placed at 3' below the ground surface to provide sufficient drop from the septic tank to the absorption trench. The total length of the new absorption trench will be 32'. The ground surface on the lot slopes as shown on the attached Site Plan with very little to no slope near the proposed septic system site. The new absorption trench will be constructed on a fairly flat surface in conformance with Municipal requirements and parallel to ground contours where possible. All components of the new septic system will be constructed a minimum of 1 00'from the Class C Well on the adjacent lot. Lot 11, Block 1, Sand Lake Subdivision No. 2 February 25, 2002 Page Two If the system is constructed in accordance with our design the following statements apply: 1. The system, if constructed as designed, will have no adverse impact on the wells in the area or those to be constructed in the future. 2. The system, if constructed as designed, will have no adverse impact on existing septic systems in the area or those to be constructed in the future. 3. The system, if constructed as designed, will have no adverse impact on reserve space, either surface or subsurface, on any lots located in the area. 4. The system, if constructed as designed, will have no adverse impact on drainage patterns in the area. The current drainage pattern will be maintained. Sincerely, Michael E. Anderson, P.E. Box 196650 Anchorage, AK 99519-6650 Subject: Lot 11, Block 1, Sand Lake Subdivision No. 2 Separation Distance Waiver Absorption Trench/Septic Tank to Lot Line Dear On Site Services Engineer: All lots in Sand Lake Subdivision No. 2 are only 50' wide. In addition, most are served by Class C water systems, which normally require a 150' separation between any septic tank or absorption system. In almost every case a waiver has been issued decreasing the separation distance to 100'. Unfortunately, even with the waiver only a small area is left for placement of the septic tank and absorption trench. Similar circumstances exist on Lot 11, Block 1, Sand Lake Subdivision No. 2. A very small area exists at the east end of the lot for placement of the new septic system. It will be necessary to place the septic tank within 1' of the north lot line. The absorption trench will encroach within 1' of the west lot line. Soils on the lot are very clean fine sands, which percolate at rates less than 5 minutes per inch. Wells in the area have consistently shown minor to undetectable amount of nitrates. It is apparent the wells are not affected by the septic systems in the area. We therefore request a waiver be issued allowing the tank and absorption trench to be within 1' of the lot lines. Sincerely, lly 4:f Michael E. Anderson, P.E. OF 49th n .n ; MICHAEL E. You requested that the Department waive the minimum horizontal separation between the Class C public water system source well serving four lots in this subdivision and the wastewater disposal system serving the single family home located on Lot 11, Block 1, Sand Lake Subdivision, #2. 1 have found that the waiver is reasonable. Therefore, in accordance with the Wastewater Regulations, the following waiver is being granted: • The horizontal separation distance between the Class C public water system source well located on Lot 12, Block 1, Sand Lake Subdivision, #2 and the wastewater disposal system on Lot 11, Block 1, Sand Lake Subdivision, 42, serving a single family home from 150 feet to 100 feet. The above noted distance was taken from your submittal. If the proposed wastewater disposal system fails or needs to be upgraded, this waiver becomes invalid. In addition, record drawings will need to be submitted to verify that the wastewater disposal system was located to meet the above granted waiver. This waiver does not imply the granting of additional authorizations, nor obligate any local, state, or federal regulatory body to grant required authorizations. The January 22, 2002 submittal did not include all the information requested in the Wastewater Disposal Regulations (18 AAC 72.020(e)). This extended our review of the submitted waiver request. To ensure that the required information is submitted, I have enclosed a copy of Plan Approval Checklist for Engineering Plans, Wastewater Treatment and Disposal, which includes the separation distance checklist fg6r your use. In future, if a separation distance waiver request is not complete, the submittal will be returned as incomplete. Thank you for your cooperation.
