Engineers Comments: In conducting this evaluation, GEG, LtD. attempted to provide a thorough, conscientious engineering analysis of the system in accordance with ADEC and MOA DSD Guidelines 6 Regulations. The reported results described the performance of the system under the conditions encountered at the time of the test, and separation distances measured to readily identifiable features. The operational life of all wells and septic systems depend on the local soils condition, groundwater levels that may fluctuate during the year, and the water usage of the family being served by the system. These conditions are outside the control of the evaluator of the system. Satisfactory test results do not guarantee future performance of the system, nor do they guarantee that there are no hidden defects or encroachments. GEG, LTD. can therefore not provide any warranty or future estimate of how long the system will continue to meet the operational requirements of the ADEC or MOA DSD. Box 19-6650 Anchorage, AK 99516 Dear Sirs: By means of this letter we arc requesting issuance of a waiver allowing the private well serving the residence on Lot 6, Block 1, Dawn Village SID, located at 6610 Teshlar Drive to be approved in its present location approximately 33 feet from the public sewer main serving this subdivision. A site plan, well driller's log(s), public sewer line as -built, water sample test results, property as -built survey, and HAA application are enclosed in addition to this justification in support of granting.the requested waiver. The public sewer line serving this lot was installed in October of 1976, prior to construction of homes in this subdivision, and according to information on the as -built drawing the portion of the line fronting the east boundary of Lot 6 is 8 -inch diameter Class 2400 AC Pipe. According to the driller's log the well serving this lot was drilled in April of 1977 and has a total depth of 95 -feet. While the aquifer serving this well wa3 encountered at a depth of 92 feet the static water level was reported as being 28 feet, indicating that it is a confined aquifer. Although the specific required distance was not called out on the permit, at the time the well was drilled the required separation distance between a private well and a public sewer or manhole was 50 feet. The 85 -foot separation between the well and the closest sewer manhole was legal at the time of installation. On July 3, 2005 1 conducted an adequacy test of the well serving this lot. At the start of my test the static water level stood at 37 feet below the top of the 2 -foot casing, or 35 -feet below ground level. Steady pumping of 465 gallon of water from the well at the maximum pump output of 5.9 gpm caused the water level in the casing to be drawn down to a depth of 54 feet, but no further. Based on this test data I determined that the total yield of the well is in excess of 5.9 gpm, which is more than adequate for a single family residence. Water samples collected from the well on July 3, 2005 were satisfactory showing 0 coliform or other bacteria per 100 ml., and less than 0.1 mg/1 of nitrate -N. - The following is a breakdown of how waiver analysis points could be assigned in accordance with DEC's 1985 "Separation Distance Waiver Guidelines for SCRO". Category Points Distance to Water Table (92' to aquifer —10' sewer depth = 82') 5.9 Soil sorption (primarily sand with small amounts of clay) 2.5 Permeability (primarily fine sand) 1.5 Water table gradient (level) 2.9 Horizontal senaration (33') 0.8 Total 13.6 Despite the relatively low point total calculated above, several other factors should be considered which help justify the granting of the requested waiver. First, if the same well had been drilled at the minimum required distance of 50 feet the point total would be only 0.2 points higher, yet there would be no issue at all about the well separation being approved. Secondly, the requested waiver is to a sewer line, not to a manhole, so the potential for leakage is significantly less. Even today a well can be located as close as 25 feet from a private sewer service line without any concern as to contamination requiring a waiver. Third, the well has now been in service for over 28 years at this proximity to the sewer line, yet the water test results show 0 coliform or other bacteria and non-detectable nitrates. Because no pollution from the sewer line has yet occurred it is relatively safe to conclude that contamination in the future is also unlikely. Finally, it should be noted that virtually all of the private wells in this block were drilled too close to the sewer and waivers have already been issued for most of them, including at least one well located a comparable distance from an actual sewer manhole.
