Box 196650 Anchorage, Alaska 99519 Subject: Lot 14 Block 1 Clearview S/D Septic System Upgrade Permit Request Gentlemen: My fn~rn was contacted to upgrade the existing septic system serving this lot. The existing system is designed for five bedrooms and the owner would like to increase the size of his house to seven bedrooms. A single test hole was excavated on August 20, 2002 on the lot. The soils report and a percolation test result is attached. Ground water was monitored for fourteen days. No bedrock or ground water was encountered in the test hole. There is surface water on the lot to the north. The proposed upgrade and reserve area are located greater than 100 feet from the surface water. The lot is approximately 1.5 acres in size. Lot 14 slopes to the north at approximately 2 percent in the area of the test holes. The septic system is located on a bench, with a steep bank leading down to the septic area and a 25% slope to the north. The septic system is located greater than 50 feet from the shoulder of the 25% slope. The existing septic tank will be removed and a new 2000 gallon deep burial tank will be instnlled. The proposed upgrade will be located on the western portion of the lot. The lot is served by a private well. The proposed upgrade is greater than 100 feet away from existing & neighboring wells and 25 feet from the water service lines. The surrounding wells are located greater than 100 feet from the proposed installation. The proposed installation will not affect the future development of the surrounding or existing lots. When the upgrade trench was excavated at the end of the existing trench, it was dicovered that the distribution line and standpipe had been damaged and altered since its final inspection. The distributiqn line had been disconnected from the standpipe and had a sharp downward slop~. The distribution line was exposed back to the p~int where this downward slope started. This was 11 feet from the end of the trench~ I.su~pect that the line and the standpipe were damaged during final backfill or from equipment activity after the final inspection was done. Also, there ~fas not en6ugh soil cover over this end of the trench. The distribution line of the upgrade was installed 2.5 feet lower than the existing line due to a change of the sbil strata depth. To tie everything together, an invert and cleanout was instilled 11 fee~ from the end of th~ existing trench. At this point the distribution line'was dropped 2.5 feet to be the same level as the upgrade. As a result, 55 square feet of area was removed from the existing trench and additional length was added to the' upgrade to compensate for this. The required ar%a for this 5 b6droom.home is 645 square feet. The total area now, with the upgrade, is 709 square feet~ The standpipe at the end of the exsis~ing trench was extended and is no% & monitor tube. If you have any questions, please feel free to call. At the request of the buyer a new well was drilled due to an odor and taste is the first well. A Water sample daif~d February 21, 1986, fr°m the first well was free from colifor~ baCteria. From the Health Authority inspection, we found the new well did not hav~ a sanitary seal on the casing and the wires were not in conduit. The water line and wires had not been buried due to frozen ground. The water line came out the top of the casing and into the house. Per the builder, the ground is still frozen, and digging a trench for the water line and wires now would be inconvenient. Therefore, we request that you grant a conditional for the new well to be brought up to code once the ground is thawed.
