Ref, Septic System Upgrade for Lot 7, Block 3; Sandlake Subdivision #2
To whom it may concern:
The existing 3 bedroom house is served by a community well located on Lot 8, Block 3;
Sandlake S/D #2 and private septic system. Per MOA records, the existing septic system
consists of a 1000 gallon septic tank followed by a deep trench type drainfield. The existing
drainfield is in a state of failure and must be upgraded. Access to the rear of the lot in the area of
the existing system and the proposed system upgrade is limited due to the location of the
neighboring homes, a retaining wall, and adjacent fence lines so the use of an existing soil log
was used to estimate the soils application rate used for this design. The original test hole was
excavated on 9/16/82 and is located to the east of the existing septic trench. We propose to
excavate a confirmation test hole prior to construction to verify soil consistency and the assumed
the soil application rate used for design. We are proposing to install a 1000 gallon septic tank
and a deep trench type drainfield. Comments regarding the proposed design are summarized as
follows:
1. SOILS: See the attached log dated September 16, 1982 that shows the soil conditions and
soil type typical of the area (a poorly graded sand). From our past experience of working in the
Sand Lake area and from the information provided in the neighboring well and soil logs, it is our
assumption that an application rate of 0.8 gallons1dayW is adequate for the basis of the trench
design. As mentioned above, soils conditions will be verified prior to construction including a
percolation test.
2. TRENCH DESIGN:

3. SURFACE WATERS: There are no surface waters within 100 feet of the proposed upgrade.
4. TOPOGRAPtlY: The average topography of this property is generally fiat. In short, there
are no slope concerns.
5. LOT LINE WAIVER: We request that a 2 foot lot line waiver from north property line to
the proposed septic tank and the proposed drainfield. We also request a 5 foot lot line waiver
from the south property line to the proposed drainfield. We are unaware of any adverse effects
on the adjacents properties.

Dear Mr. Gamess:
This is response to your letter received in this office on June 24, 2002 in ~hich you requested the
Department to grant separation distance waivers between the proposed wa~tewater disposal
system to be !ocated on Lot 7, Block 3, Sand Lake Subdivismn, #2 ~d the Class C public water
system source well Ioca:ed on Lot 8, B!ock 3, Sand Lake Subdivision #2. I have completed my
review of the Deparlment's files on the existing public water system, the previously issued
separation distance waivers in B~ock 3, Sand Lake Subdivision, and Ibc submitlcd inlbnnation.
Based on this review, I believe that the requested waivers are reasonable.
As noted above, you have requested the Department to grant separation distance waivers
between the proposed wastewater disposal system to be located on Let 7, Block 3, Sand Lake
Subdivision, #2 and the Class C public water system source well located on Lot $, Block 3, Sand
Lake Subdivision #2. Noting the depths of the source well on Lot 8, the continued Iow levels of
nitrates, and the lack of total coliform bacteria, the waiver requests are reasonable. Therefore, in
accordance with the Drinking Water Regulations [ 18 AAC 80], the following waiver is being
granted:
The hoEzontal separation distance between the Class C public water system source
well located on Lot 8, Block 3, Sand Lake Subdivision, #2 and the proposed septic
tank on Lot 7, Block 3 Sand Lake Subdivisiou #2 serving a single family home has
been waived from 150 feet to 115 feet.
· The horizontal separation distance between the Class C public water system source
well located on Lot 8, Block 3, Sand Lake Subdivision, #2 and the proposed
drainfield located on Lot 7, Block 3, Sand Lake Subdivision, #2, serving a single
family home has been waived from 150 feet to 120 feet.
· The horizontal separation distance between the Class C public water system source
well located on Lot 8, Block 3, Sand Lake Subdivision, #2 and the existing drainfield
located on Lot 7, Block 3, Sand Lake Subdivision, #2, serving a single family home
has been waived from 150 feet to ! 04 feet.

The above noted distances were taken from your submittal. If the proposed wastewater disposal
system located on Lot 7, Block 3, Sand Lake Subdivision 42 fails or needs to be upgraded, this
waiver becomes invalid.
For this waiver to remain valid the following items will need to be provided:
I . A copy of the record drawings of the installation of the proposed septic tank and soil
absorption systems to ensure that the above noted separation distances are being
maintained.
2. The copy of the Inventory and Source Registration for Class C Public Water System
with Sections Al and D completed will need to be submitted to this office.
3. Authorization from the owner of Lot 7, Block 3, Sand Lake Subdivision allowing you
to apply for a separation distance waiver from this Department.
The issuance of these separation distance waivers do not imply the granting of any additional
authorizations, nor obligate any local, state, or federal regulatory body to grant required
authorizations.

The Municipality of Anchorage Development Services Department (DSD) Issues Certificates of Health Authority
Approval (HM) based only upon the representations given in paragraph 4 by an independent professional civil
engineer registered in the State of Alaska. Certificates of Health Authority Approval are required for the transfer
of title (except between spouses) for properties served by a single-family on-site wastewater disposal and/or
water supply system. DSD also Issues HAAs upon request to homeowners, Certificates of Health Authority
Approval are valid for 90 days from the date of issue for properties served by a private or Class C well and may'
be reissued with new water samples. (Certificates may be reissued for a period of up to one year with valid
water samples.) Certificates are valid for one year for properties served by Class A or B wells or a public water
system. The Municipality of Anchorage is not responsible for errors or omissions in the professional engineer's
work.
Note: Alaska Water and Wastewater Consultants, Inc. shall be paid $ at, or pdor I
to dosing for the engineering services provided.

Engineer's Comments:
In conducting this evaluation, AKWVVC, Inc. attempted to provide a thorough,
conscientious engineering analysis of the system in accordance with ADEC and MOA
DSD Guidelines & Regulations. The reported results desc#bed the performance of the
system under the conditions encountered at the time of the test, and separation
distances measured to readily identifiable features. The operational life of all wells and
septic systems depend on the local soils condition, groundwater levels that may
fluctuate dudng the year, and the water usage of the family being served by the system.
These conditions are outside the control of the eva/uator of the system. Satisfactory test
results do not guarantee future performance of the system, nor do they guarantee that
there are no hidden defects or encroachments. AKWWC, Inc. can therefore not provide
any warranty or future estimate of how long the system wi//continue to meet the
operational requirements of the ADEC or MOA DSD. The content of this report Is for
the sole benefit of the owner listed above. Any reliance upon or use of this report by any
other person or party is not authorized, nor wi//it confer any legal right whatsoever.
