Box 196650 Anchorage, Alaska 99519-6650 Reft Septic Upgrade and Waiver Request for Lot 24, Block 1, Birch Tree Estates Subdivision RECIRCULATING UPFLOW FILTER {RUF) SYSTEM To whom it may concern: 1. GENERAL: The existing 4 bedroom home is served by a private septic system and a private well. The existing septic system does not meet Municipal requirements and must be upgraded. There are numerous site constraints which are as follows: · The location of the house and driveway · The location ofthe creek along the south property line · The location of the 100' well radii (walvers required) · The presence ofshallow groundwater and impermeable soils Given these site constraints, we are proposing to install the Recireulating Upflow Filter (RUF) system. 2. WAIVER REQUEST: As can be seen on the attached site plan and design, the well serving the property and the well serving Lot 25, Block 1, Birch Tree Estates encompass all usable area for a septic system. We are requesting that 75 feet waivers be granted from both of these wells to any portion of the proposed septic system upgrade. The following items are justification factors for the issuance of the waivers: · As mentioned, we are proposing to install a Innovative RUF system which treats all wastewater to the point were it is generally clear water. · As can be seen on the topography site plan, the topography runs from east/northeast to west/southwest. The well serving the referenced property is uphill from the proposed septic system and the well serving the neighbor'mg property is to the northwest of the proposed septic system. In short, any surface effluent would have to travel uphill or side ways on the slope to migrate towards either well. · As can be seen on the attached well logs, there are confining clay layers which should protect the aquifer. · Water samples were taken (by A.W.W.C., Inc.) from the well serving Lot 25 (12/9/99)and from the well serving Lot 24 (11/13/98). No bacteria were encountered and the maximum nitrate level was 0.307 mg/L. Given these mitigating factors, it is our opinion that there is justification for the issuance of these waivers. A waiver fee of $920.00 has been submitted in addition to the sewer upgrade permit fee. 3. SOIL CONDITIONS: One test hole was excavated on April 6, 1999. The soils below the organics was a ML/SM material to a depth of 4.5 feet and then transitions to a GW material to a Depth of 7.5 feet. At 7.5 feet, the soil transitions to a ML material (visually rated to be impermeable) to a depth of 10 feet (bottom of test hole). Groundwater was encountered during thc excavation at a depth of 7.5 feet. On April 21, 1999, the monitoring tube was checked and groundwater was found to still be at 7.5 feet. A percolation test was performed between the depths of 4.0 feet to 4.5 feet. The percolation rote was measured at less than 1 minute/inch (see attached soil logs). 4. DRAINFIELD: The intent is to install a Recirculating Upflow Filter (RU1e) system that will allow the use of a small drainfield in the area around a 30 foot radius of the test hole. The size of the drainfield will be based upon the previously established criteria for the RUF systems, which dictates that soils percolating between I & 30 minutes/inch have an allowable application rate of 4 gpd/tt2, and soils percolating .between 30 & 60 minutes/inch have an allowable application rate of 2 glxt/ft2. Given the percolation rate was less than I minute/inch, we propose that a 4 gpd/t~2 application rate would apply. We are proposing to install a 5 foot wide drainfield that is 30 feet long that is 5 feet deep (maximum). We propose that 2 feet of M.O.A. approved sand filter be added and then 1 foot of clean, washed, sewer drainrock be added below the distribution line (a total of 1.5 feet of drainrock). This corresponds to an absorption area of 171 ft2, or an 2 · application rate of 3.5 glxt/ft (assuming 600 gpd total flow). 4. ORENCO PACKAGE SYSTEM: The STEP tank with the trickling and upflow filter will be manufactured by Anchorage Tank & Welding to meet the latest design criteria established by Orenco Systems, Inc. The point of contact at Anchorage Tank is Lowell McNutt. As with their standard STEP tank, it is equipped with a high water alarm per M.O.A requirements. 5. SURFACE WATER: There is creek that runs along the south property line. A 100 feet setback will be flagged by a registered land surveyor prior to construction to insure separation distances will be met. 6. ?OPOGRAPIIY: As can be seen on the attached topography site plan, the lot slopes f~om approximately east/northeast to west/southwest at a grade of approximately 5-15%. In short, there are no slope concerns. 7. CLOSING: I am open to any suggestions fi.om your department that would be an improvement to the proposed system. I am unaware of any negative impacts that this installation would impose on adjaqent wells, or septic systems. If you have any questions, please call us at 337-6179. This investigation, which was accomplished on Hay 24, 1978, consisted of 2 test holes drilled to depths of 20 feet below the existing ground surface. The test holes were sited according to your instructions and their locations are shown in attached Drawings A-01 and A-02. Drilling was accomplished with a rotary drill rig using continuous flight solid-stem auger with an outside diameter of 6 inches. A sample was taken at the depth shown on the soils log in Drawing A-01. The sample will be held in storage at our lab for approxi- mately six months. In addition, all material brought to the surface by the augers was continuously monitored by an experienced engineering geologist. The topography at the drilling sites is generally horizontal. At the time of the investigation the sites had original vegetation consisting of spruce and birch. The top of the test holes were located at original ground surface. The soils encountered in the bore holes are shown in the test hole logs in Drawings A-01 and A-02. These logs display specific conditions encountered at the test locations. However, subsurface conditions may vary in other parts of the lots without any apparent surficial evidence of the change. Groundwater was not encountered. Bedrock was not encountered. At the time the holes were drilled seasonal frost was not present. A percolation test was performed within bore hole number 1 at the depth sho~n in the attached Table 1. All depths were measured from the top of the hole. The data in Table I show average infiltration from the depths indicated to the bottom of the hole.
