Lot 7
The soils test for the subject property has an impermeable layer
between 4 and 5 feet. The engineer requested a waiver to 4 feet from the
bottom of a wide drainfield to this layer. There is an Advantex (AX-20)
advanced wastewater treatment plant that will pretreat the septic tank
effluent prior to the wide drainfield receiving the effluent.
Soils tests from surrounding lots and another soils test from the
subject lot in a different location indicate that this impermeable layer is very
localized and does not continue off the property.
Jim Cross, PE, On-Site Water & Wastewater program manager, has
given approval for this system to be constructed per the engineers request.

Ref: Septic System Upgrade for Elmore Subdivision #2, Lot 7, Block 10. Waiver of the vertical
separation distance between bottom of the drainfield (receiving Advantex effiuen0 and an
impermeable soil strata.
Dear Mr. Cross:
Attached is the design package for the subject upgrade. The design was reviewed by Dan Roth
in your department, and he expressed concern about the permeability of the soil layer at a depth
of 4-5 feet in test hole #1. The AKWWC, Inc. field technician that logged the soil profile (Susan
Oswalt) did not identify the strata as impermeable in her field notes. After talking with her I
opted to have A+ Home services excavate a test hole so that I could visually see the layer. Based
upon the fact that the soil visually looked very tight, and was damp, it was concluded that a
percolation test was not justified. In short, we are going to assume that the soil is impermeable.
We are requesting that the vertical separation distance between the bottom of the drainfleld, and
the subject soil layer, be waived to 4 feet. Justification for this reduced separation distance is
summarized as follows:
· The effluent being discharged to the drainfield is from an Advantex treatment system,
which has CBOD and TSS levels that are expected to be less than 10 mg/L. In addition,
the total nitrogen levels are expected to be less than the effluent from a lined Intermittent
Sand Filter (effluent from an ISF can be discharged into a drainfield that is only 4 feet
from bedrock and impermeable soils)
· There will still be a 4 feet separation distance between the bottom of the drainfleld and
groundwater
· There will be no discemable benefit (reduced BOD, TSS, or total nitrogen) achieved by
passing the effluent through 6 feet of soil vs. 4 feet of soil. It is generally agreed upon
that the pathogen reduction occurs within the first 4 feet ofsoil, hence the 4 feet required

separation distance to groundwater. It is reasonable to assume that by the time the
effluent passes through 2 feet of imported sand and then 2 feet of the insitu 20 minute per
inch soil that the BOD and TSS levels will be essentially zero (0). It is further assumed
that there will be no more reduction in total nitrogen achieved by building the mound
several feet higher. The highly treated effluent will probably not see further reduction in
nitrogen levels without introduction ora carbon source (as is the case with ISF effluent).
Based upon the facts presented we are requesting that the vertical separation distance between
the bottom of the proposed drainfield and an impermeable soil layer be reduced to 4 feet.

ADVANTEXTM TREATMENT SYSTEM
To whom it may concern:
I. GENERAL: The existing 3 bedroom home is served by a private well and septic system. The
existing septic system is completely surcharged and must be upgraded Two test holes were
excavated on the property. We are proposing to design the septic system around the 30 foot
radius of test hole #1. Due to high ground water and limited amount of receiving soils, we are
proposing to use an Advantex treatment system and a 5-wide trench type drainfield.
2. SOILS: See the attached log, which shows the soil classifications, groundwater monitoring,
and the percolation test results.
3. DRAINFIELD APPLICATION RATE: The intent is to install an Advantex Treatment
System that will allow the use of a small drainfield in the area around the 30 foot radius of the
test hole. A percolation test was performed in each test hole between the depths of i .5 to 3.5 feet
and found the rates ranged from 17.14 to 20 minute/inch. The Advantex system has received
class III approval and we are going to conservatively assume an application rate of 2.0 GPD/FT2.
4. TRENCIt DESIGN:
a. Percolation Rate: 17.14 & 20 minutes/inch
b. Proposed Application Rate: 2.0 gallons/day/ft
c. Number of Bedrooms: 3
d. Design Flow: 450 gallons per day 2
e. Minimum Absorption Area: 225 ft
f. Total Depth: 2.0 feet (max. at any point)
g. M.O.A. Approved Sand Filter Depth: 2 feet
h. Effective Depth: 0.5 feet
i. Width: 5 feet
j. Minimum Length: 45 feet long
k. Effective absorption area: 200 ft2

5. ORENCO PACKAGE SYSTEM: The STEP tank with the Advantex Treatment System will
be manufactured by Anchorage Tank & Welding to meet the latest design criteria established by
Orenco Systems, Inc. The point of contact at Anchorage Tank is Lowell McNutt. As with their
standard STEP tank, it is equipped with a high water alarm per M.O.A requirements.
6. SURFACE WATER: There is no surface water within 100 feet of the proposed septic
system upgrade.
7. TOPOGRAPIIY: The area around the proposed drainfield is relatively flat, in short there
are no slope concerns.
8. CLOSING: I am open to any suggestions from your department that would be an
improvement to the proposed system. I am unaware ofany negative impacts that this installation
would impose on adjacent wells, or septic systems. If you have any questions, please call us at

An adequacy test performed on the existing system found the
system to be inadequate for Health Authority Approval.
A test hole was excavated in the location shown on the
attached design/site plan. The groundwater levels were
monitored and an upgrade design completed.
We do not anticipate any adverse effects on neighboring

GENERAL:

The scope of this project includes the installation of a
900 sf absorption bed to serve the three bedroom
residence located on the referenced property. The
existing septic tank is to be excavated and inspected
prior to bed installation. If existing tank is found to
be of poor integrity, replace with new 1000 gallon tank.
Construction shall be in accordance with the approved
site plan and design drawings; Municipal permit with any
special provisions or conditions; and all applicable
State and Municipal Wastewater Disposal Regulations.
The contractor shall be responsible for obtaining any
necessary underground utility locates.
Unless specifically agreed otherwise, the property owner
shall be responsible for final grading areas subsequently
depressed from soil settling. On all leachfield mound
systems, the property owner shall be responsible for
ensuring a satisfactory vegetation growth over the
mounded area.
Contractors installing wastewater disposal systems must
be certified by the Municipal Health Department for
system installations. Owners installing their own
systems must also receive prior approval from the
Municipal Health Department.
SEPTIC TANK INBTALL~TION=
A septic tank is to be constructed by a certified septic
tank manufacturer. Construction shall include two 4"
cleanouts for pumping access.

The septic tank shall be sufficiently bedded to prevent
settling or shifting of the tank.
3. All standpipes on the septic tank shall extend a minimum
of 12 inches above final grade.

4. Septic tanks installed with less than 4 ft. of cover
shall be insulated.
5. A foundation cleanout shall be installed one to four feet
from the building foundation. In the line between the
tank and the leachfield there shall be two adjacent
cleanouts (unless an effluent pumping system exists
within the septic tank). These cleanouts shall be
located on undisturbed soil not more than 10 ft. from the
tank. The first cleanout, in line, shall be to clean
toward the leachfield. The second cleanout shall be to
clean toward the septic tank.

Final grading over the septic tank shall be such that a
positive slope exists away from the septic tank.
LEACHFIELD BED INSTALL]iTION:
Excavate the proposed Bed Area to the depth shown on the
design. The bottom of the excavation shall be within 2
inches of level. If the bottom of the excavation becomes
smeared, it must be raked or scratched (ruffed-up) before
gravel or sand placement.
If a sand layer is required, place sand over entire
excavation to the required depth shown on the design.
The top of the sand layer must be within 2 inches of
level.

Sewer rock shall be placed uniformly throughout the
entire bed. Perforated distribution pipe must be
installed level with perforations down. Gravel depth
below the perforated pipe shall be a minimum of six (6)
inches. Gravel depth above the perforated pipe shall be
a minimum of two (2) inches. The total gravel depth
throughout the entire bed shall be a minimum of twelve
(12) inches.
The perforated distribution pipes must be no more than
six feet apart. The distance between the outermost
perforated distribution pipes and the sidewall of the
absorption bed must be no more than three feet.
Silt barrier material must be installed between the final
gravel layer and the native soil backfill. Ensure the
silt barrier covers the entire gravel surface before
placing backfill.

Monitor tubes shall be of four (4) inch diameter and
installed at the locations shown on the design. The
portion of the monitor tube extending through the gravel
depth shall be perforated six (6) inches below the bottom
of the horizontal distribution lines.
Backfill over the final gravel layer must not be less
than twenty-four (24) inches. Insulation must be
installed when the backfill depth is less than thirty-six
(36) inches. The finished grade over the bed must be
mounded to prevent the formation of a depression after
settling.

approved by the inspecting engineer.
Insulation shall be at least 2" thick extruded direct
burial polystyrene (Dow Chemical Company Styrofoam HI or
equal).
Septic tank inlets and outlets shall be fitted with
watertight couplings (Caulder, Fernco, or equal).
A permeable nontoxic silt barrier (Typar 3401, Mirafi
140N, or equal) must be installed between the final
leachfield gravel layer and the native soil backfill.
6. All leachfield gravel (sewer rock) shall be 0.5"-2.5"
screened gravel with less than 3% passing the #200 sieve.

When sand is being used as a filter material, it's
gradation specifications must conform to AMC 15.65.060D.
INSPECTIONS:
Typically there will be a minimum of three (3) inspections
required during the installation of the wastewater disposal
system. These inspections will occur as follows:
The first inspection must be conducted after the
excavation of ditches, pits, trenches, or beds and
before the installation of any gravel. A septic
tank may be set in place, but may not be backfilled
before this inspection.

The second inspection must be conducted after the
placement of the silt barrier, gravel, distribution
lines, standpipes, cleanouts, and insulation, but
before the placement of any other backfill.
The final inspection is to occur upon final grading
of the property.
Often there will be more than these 3 inspections required.
Especially with the installation of multiple trenches, sand
filters, pressurized distribution systems, etc. Thus, the
inspecting engineer is to be contacted at least 24 hours prior
to the start of construction. If necessary, a pre-
construction meeting will take place on-site.

engineer registered in the State of Alaska. Certificates of Health Authority Approval are required for the transfer
of title (except between spouses) for properties served by a single-family on-site wastewater disposal and/or
water supply system. DSD also issues HAAs upon request to homeowners. Certificates of Health Authority
Approval are valid for 90 days from the date of issue for properties served by a private or Class C well and may
be reissued with new water samples. (Certificates may be reissued for a period of up to one year with valid
water samples.) Certificates are valid for one year for properties served by Class A or B wells or a public water
system. The Municipality of Anchorage is not responsible for errors or omissions in the professional engineer's
work.
Note: Alaska Water and Wastewater Consultants, Inc. shall be paid $

In conducting this evaluation, AKWWC, Inc. attempted to provide a thorough,
conscientious engineering analysis of the system in accordance with ADEC and MOA
DSD Guidelines & Regulations. The reported results desc~fbed the performance of the
system under the conditions encountered at the time of the test, and separation
distances measured to readily identifiable features. The operational life of all wells and
septic systems depend on the local soils condition, groundwater levels that may
fluctuate during the year, and the water usage of the family being sen/ed by the system.
These conditions are outside the control of the evaluator of the system. Satisfactory test
results do not guarantee future performance of the system, nor do they guarantee that
there ara no hidden defects or encroachments. AKWWC, Inc. can therefore not provide
any warranty or future estimate of how long the system will continue to meet the
operational requirements of the ADEC or MOA DSD. The content of this report is for
the sole benefit of the owner listed above. Any reliance upon or use of this report by any
other person or party is not authorized, nor will it confer any legal fight whatsoever.
