We are proposing that the existing 1500 gallon steel S.T.E.P. tank be replaced with an Orenco 1500 gallon fiberglass S.T.E.P. tank. Over the course of time the property owners began to experience high water alarms when the ISF backed -up into the STEP tank. After investigation, it was concluded that groundwater levels were fluctuating and encroaching upon the ISF. This was believed to be the result of the existing curtain drain no longer functioning properly. In July of 2002, A+ Home Services rebuilt the curtain drain. Per Mike Blakeslee, with A+ Home Services, the curtain drain extends to a depth of 4 feet in elevation lower than the bottom of the sand in the ISF. The drain is 20 feet away from the existing curtain drain. After the curtain drain was repaired, we excavated down into the ISF and confirmed the presence of a biomat. It is believed that the biomat is the result of the ISF being frequently submerged in groundwater, resulting in poor oxygenation. The sand below the biomat is clean and unsaturated. We are proposing to re -build the existing ISF bed to the same elevation and dimensions as shown on the June of 1998 MOA inspection report (permit # SW980147). The drainfield is currently operating in a surcharged condition and is experiencing periodic daylighting of effluent. The home owner is having the system pumped on a regular basis in order to alleviate the daylighting of effluent. Comments regarding the proposed upgrade are summarized as follows: 1. GENERAL: Due to the following site restrictions we propose to install a bottomless intermittent sand filter over the existing leachfield bed. These restrictions are summarized as follows: The lot is bordered by a curtain drain along the east property line and by a small creek along the north property line A 20 foot wide drainage easement exists 10 feet west of the properties east property line. In April and May of 1998 a total of five test holes were excavated on the southwest side of house for the purposes of finding suitable soils. Unfortunately the soils encountered in each of the five test hole were determined to be unsuitable for on site septic (see attached logs). Given these restrictions, it appears that the only suitable site for a septic upgrade is at the location of the existing leachfield (short of installing a holding tank). Because of the limited space, groundwater, and unsuitable soils, we are proposing to install a bottomless, Intermittent Sand Filter (ISF). 2. BED DESIGN: Bottomless Intermittent Sand Filter (ISF) a. Percolation Rate: 7.6 minutes/inch (6-17-87, AECS TH by L. Reid) b. Allowable Application Rate for ISF: 4 gallons/day/ft2 c. Number of Bedrooms: 3 & Design Flow: 450 gallons per day e. Minimum Absorption Area: 112.5 ft2 f. Effective Depth: 2.5 inches g. Width: 10 feet h. Length: 36 feet. i. Effective absorption area = 360 ft2 (>112.5t2 OK) j. Air Supply: Thomas Industries, Model 5070, "Anchorage Tank". k. Air Supply Line: "Wasteflow" emitterline, 1/2 inch I.D., "Anchorage Tank". 1. Sand Material: Central Paving Products "Winter Road Sand" m. Pea Gravel: 100% passing 3/8" sieve, less than 20% passing the 1/4" sieve, and less than 1% passing the #8 sieve. We are proposing to excavate down to the existing sand filter and remove the contaminated soils. After the contaminated soils are removed we will place a minimum of 24 inches of sand, install the air supply line, and cover it with 1.5 feet of sand. On top of the sand, we will place 6 inches of 3/8 inch pea gravel, with the pressure laterals midway in the layer. We will use a conventional lift station (Anchorage Tank), equipped with a programmable timer so that flow can be intermittently dosed to the ISF. 4. SURFACE WATERS: There are no surface waters within 100 feet of the proposed septic system. Special attention will be given to the construction of ISF to ensure 100 ft. separation to the creek. 5. TOPOGRAPHY: See the site plan for slope information. The slope is approximately 10% at the proposed site for the ISF. Based upon our field measurements, it appears that the ISF will be at least 50 feet uphill from any slopes greater than 25%. In short, there are no slope concerns. 6. MATERIALS AND CONSTRUCTION PRACTICES: The materials used, and the construction practices will comply with DHHS' "Intermittent Sand Filter Design, Installation & Maintenance Manual". The contractor should read this document prior to construction. Copies are available at the Municipal Onsite Services office (5th floor, 9th & L St.). 7. CLOSING: Given the site restrictions, and the soil/groundwater conditions, I think the ISF is the most viable option for this lot. I am open to any suggestions from your department, which would be an improvement to the proposed design. I am unaware of any adverse impacts this installation would have on adjacent wells (there are none within 100 feet) of the proposed septic system. In the area of the lot for the on-site system there was some good sandy material located. However, it had a high water table. The only way the lot could be usable for an on-site sewer system was for the water table to be lowered. In 1983 Acreage Systems, in conjuction with the owner of the property dug a curtain drain around this lot. The purpose of the curtain drain was to lower the water table in order for this to be a buildable lot. The excavator was the only one who knew where the system was located. In 1984 a bed system was using a lift station was installed on the lot. Between 1984 and 1987 the present owner of the property, Mr. Mike Solmonson, had constant problems with the on-site system. Originally it was a question of the soils being as good as the original test had determined. A backhoe was obtained and a soil test was run at the northwest part of the system. It was found that there was a good sandy soil adjacent to the system. There was no water in it, as the builder's curtain drain had appeared to have worked. The system was monitored and constantly the water table in the system was higher than it should have been. The system was routinely flooded. In 1986 some testholes were dug that showed that it was very probably that the curtain drain was not cutting off a sufficent quantity of water. The bottom of the curtain drain since it was up slope of the sytem may not have been intercepting the ground water or the ground water may not be following the contour of the land. Possibly it was being pinched off and rising into the system. In 1986 the contractor rebuilt the curtain drain to a depth that would have put the water table at four foot below the bottom of the system were the line to be drawn horizontally. This would have precluded the pinching effect that was discussed earlier. However, the system did not respond. It did help it slightly but not sufficently to consider it to be a usable system. In 1987 three testholes were drilled around the system to verify the soils in other areas near the system. These soils indicated that in the area that the system was built, the soils ranged from a silty sand to a poorly graded sand. The water table did not fluctuate. The testholes indcated that the water table was below the bottom of the system so the curtain drain had solved that part of the problem. The system should work. In the spring of 1987 the owner of the property asked us to again further investigate the problem. At that time we determined that the only way the system could be rejuvenated would be to removed the system and examine the soils under it to see if it were in the proper soil and whether or not the system was flooded with groundwater. On June 1, 1987 a request was made to the MOA to excavate the system to determine the problem. INVESTIGATION On June 17, 1987, Dearmoun Excavating removed the system after pumping out the water. The system was pumped the same day that the gravel was removed. The 1200 West 33rd Auenue. Suite Q • Anchorooe Alaska 99503 •f907) 561-5040 0 • method used was to dig a testhole below the bottom of the system and then to use the septic tank pump truck to remove all of the water from the rock and the system. The rock was excavated to the bottom of the system. The soils were investigated to see the type of soils. This was done by digging a testhole in the south one third of the system. The findings were that the very south part had a soils that were plugged approxmately 1 foot below the surface for the first 10 feet of the system. The plugging then tapered upward to approximately 2 inches throughout the system. Earlier split spoon samples were done in April or May of 1987, had indicated that this was the case but the excavation verified it. This testhole was deepened to eight foot below the bottom of the system. The water did come out of the bank for a short period of time because the system was flooded the day of the test. As the hole was deepened the soils underneath were moist but not extremely wet. The testhole was allowed to stabilize over night and the water level was determined to be 5 foot under the bottom of the system. See the attached soils log and photographs. This depth would correspond closely to the bottom of the curtain drain. Since the ground had been compacted these soils would have to be removed and a clean pit run sand would be installed to replace the last soil. Also, it was decided that the system would be moved slightly away from the house and then another small system installed to the north-west of the existing system to pick up the loss in square footage caused by the move. The system was rebuilt. It is no closer to the new curtain drain than the old system. The sand was brought back to the bottom of the original level and the system as installed is at the same level it was in 1984. See photograph. There is a change in the distribution system in that there is a two inch pressure main runs to the north one third of the system where it then feeds into a solid four inch distribution line, which then feeds across the system. We felt that this would probably give a better distribution of the waste effluent through the four inch perforated pipe. One of the things noted in the studies was that the water level in the north end of the system was lower than at the south end of the system. When the lift pump started water would be discharged on the ground surface by the house. Even through this was two foot higher than the pipe at the north end of the system. The study showed the reason for this was that the ground to the south of the system was more extensively plugged. A new system was rebuilt in the area shown on the attached drawings. It is well over four feet above the water table. The soils are sand to silty sand and a percolation test indicates that the soils would have a rating of less than 150 square foot per bedroom. The system is sufficient for slightly over a three bedroom house. The old curtain drain was found to have been within 7 feet of the original bed. See photograph. It was obvious that the original system was too close to the curtain drain. These pipes were intercepted and disconnected both near the field and at the original creek outfall. The intercepted area was filled with impermeable soils. During the preparation of the soil and running the percolation test, we noted that just walking on the bed caused the soils to plug quite rapidly. See photograph. Any rain or water that was spilled tended to stay on top of the foot print. These soils are those that are very easily compacted. The removal of this compacted soil and replacement with a pit run sand should ensure that this system will function for many years without trouble. SUMMARY AND CONCLUSION The uncompacted soils underneath of the system were as good as originally tested. It would appear that the excavator ran a backhoe on the excavated ground to spread the gravel. As this soil is highly susceptable to compaction it probably compacted the soil. That this is the reason for the system failure. This should point out that care should be exercised when a bed is built. The equipment is not to be run onto the bed unless there is a suitable layer of sand to spread the wheel or track force to such a degree that compaction is minimized. Our study indicated that the water level under the system is within 2 feet of the bed bottom. It is impossible to move the drain to 30 feet from the bed. A small portion of the eastern edge will be within the 30 foot distance. I have drawn a line through the point. I would like to request a waiver for the distance to be 20 feet for this part of the system. The existing curtain drain is being reconstructed and deepened as a result of groundwater problems that have adversely affected the operation of the septic system on the lot. The Department has attached a number of conditions to this waiver. These conditions are listed below: 1. An as -built of the curtain drain installation must be submitted to this Department. 2. Any portion of the curtain drain located downslope of the absorption bed must be located at least 100 feet away. Any part of the curtain drain system located within this 100 foot setback must consist of solid drainage pipe or culvert. 3.
