Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The existing absorption bed on Lot 7, Block 2, Eagle River Heights Subdivision has
failed and must be replaced before a Certificate of Health Authority Approval can be
issued for the property. We are therefore requesting a permit be issued for the
construction of a new absorption bed to serve the existing three-bedroom home. The
attached Site Plan and backup documentation identify the location and configuration of
the new septic system and the parameters used in the design. Also identified on the
plans are the test hole location and the locations of the existing systems and wells on
this and adjacent lots. Drainage arrows are also shown and current drainage patterns
will be maintained after construction.
The lot is small in surface area and the protective radii for wells in the area cover much
of the lot. We are therefore proposing to reconstruct the absorption bed in the same
location as the existing bed. All contaminated matedal will be excavated and removed
from the site. Coarse sand will then replace all contaminated material to a depth 5'
below the surface where the bed will be rebuilt. The existing septic tank will be
uncovered and inspected for continued use. It was originally placed in 1995 so we
expect the tank to be in good condition.
The test hole placed near the location of the absorption bed indicated poorly graded
sand with varying amounts of gravel and silt and a percolation rate of 10 minutes per
inch. Groundwater was found at 9' below the surface and monitored at that level
during the latter part of May. The new bed will be 15' wide by 60' long with the
distribution piping placed at 4.5' below the ground surface.
The ground surface on the lot slopes as shown on the attached Site Plan with very little
to no grade in the area of the new absorption bed. All components of the new bed will
be constructed a minimum of 100' from the well on this and adjacent lots. The system
will also be constructed a minimum of 100' from any surface water in the area.

If the system is constructed in accordance with our design the following statements
apply:
The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

Attached is a copy of th~ test hole log and pemolation test completed by S&S
Engineering in 1995 during the original reconstruction of the septic system on the
subject lot. A review of the as-built information submitted for the system completed at
that time indicates the groundwater level was measured at 89.8' (relative elevation) on
May 18, 1995. The bottom of the bed was constructed at 94.0' for a separation
distance of 4.2'. The distribution piping drops .4' from the septic tank to the bed. We
will make every effort to increase the separation distance between the bottom of the
bed and the groundwater to at least 4.5' as part of the upcoming septic system
upgrade.

CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: LOT 7, BLOCK 2, EAGLE RIVER HEIGHTS SUBDIVISION
GENERAL:
The scope of this project includes the exposing and inspection of the
existing septic tank on the lot. If the tanks are found unsuitable for
continued use a new tank with a capacity of 1,000 gallons must be

Contaminated materials must be disposed in accordance with ADEC
regulations. A new absorption bed 60' long X 15' wide must then be
constructed at the location also shown on the Site Plan and at the
configuration shown. The distribution line in the bed will be placed at
4.5' below the existing ground surface. Total depth of the bed will be
5'. Coarse sand must be placed atop the well-graded sand layer to
raise the bed to the required elevation for the new bed and replaced
any contaminated matedal removed from the existing bed.
Construction shall be in accordance with the approved site plan,
design drawings, Municipal Permit with any special provisions or
conditions, and all applicable State and Municipal Wastewater
Disposal Regulations.
The Contractor shall be responsible for obtaining all underground utility
locates and for lhe layout of the septic system and verification of the
location of all lot lines.
Unless specifically agreed otherwise, the contractor shall be
responsible for final grading areas subsequently depressed from soil
settling. Property owner shall be responsible for revegetation of
affected areas unless specifically agreed otherwise.
Contractors installing wastewater disposal systems must be certified
by the Municipal Department of Health and Human Services for
system installations. Owners installing their own systems must receive
pdor approval from D.H.H.S. before beginning system installation.
SEPTIC TANK INSTALLATION
A new 1,000-gallon septic tank must be procuredfrom an approved
source and installed at the location shown if the existing septic tank is
found to be defective.
A septic tank is to be constructed by a certified septic tank
manufacturer. Construction shall include two 4" cleanouts for pumping
access.
3. The septic tank shall be sufficiently bedded to prevent settling or
shifting of the tank.
4. All standpipes on the septic tank shall extend a minimum of 12 inches
above final grade.

5. Tanks installed without 4' of cover shall have a minimum of 2" of direct
burial insulation.

A foundation cleanout shall be installed one to four feet from the
building foundation. Two cleanouts are required between the tank and
the drainfield.
7. Final grading over the tank shall be such that a positive slope exists
away from the septic tank.
DRAINFIELD CONSTRUCTION:
1. The drainfield shall be constructed to the dimensions shown on the
design. The bottom of the bed shall be within 2" of level.
Distribution piping must be placed level with perforations down atop a
level bed of drainfield rock. Rock should then be placed over the pipe
to provide a minimum of 2" of cover.
3. A silt barrier or geotextile fabdc must be placed between the drainfield
reck and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the locations
shown on the design. The portion below ground must be perforated.
Contractor shall vedfy the septic tank and drainfield are a minimum
100' away from any private water wells in the area, 150' from a Class
"C" Well or 200' from any community well.
Direct bury insulation must be placed over the distribution system if
less than 3' of backfill depth is available. Finish grade over the trench
mu,~t bc moundcd to provcnt settlement or depressions.
7. Grade area surrounding the absorption trench to drain away.
A minimum 2' of accepting soil is required below the drainfield reck for
a 5' wide trench. Contractor shall verify this condition prior to
placement of the rock. All pockets of unacceptable materials must be
removed and replaced.
MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a municipally approved septic
tank manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated
and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and
ASTM D2662 or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial polystyrene
(Dow Chemical Co. Styrofoam HI or equal).

4. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Femco, or equal).
5. A permeable geotextile fabdc (Typar, Mirafi or equal) must be installed
between the final drain rock layer and the native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing
the #200 sieve.
COARSE SAND:
1. Coarse Sand must be graded as follows:
50% Passing No. 4 Sieve
3% Passing No. 100 Sieve
1% Passing No. 200 Sieve
INSPECTIONS:
Municipal Ordinance requires a minimum of two inspections. These
inspections must be conducted under the supervision of a professional
engineer registered in the State of Alaska. The first inspection must be
conducted after the excavation of trenches, beds or pits and before the
installation of any gravel. A septic tank may be set in place, but may not
be backfilled.
The second inspection must be conducted after the placement of the
geotextile fabdc, gravel, distribution piping, standpipes, cleanouts and
insulation. No backfill should be in place at the time of inspection.
Contractor shall provide a copy of all field survey layout and construction
notes for use in preparing the certified as-built of the completed system.

Dear On Site Services Engineer:.
We hereby apply for a lot line waiver to allow the absorption bed on Lot 2, Block 7,
Eagle River Heights Subdivision to be constructed within 4' of the existing lot lines. We
intend to construct the new bed in the same location as the old bed. A lot line waiver
was issued on June 7, 1995, for the old bed. We are requesting the waiver be
extended to cover the placement of the new bed. Conditions have not changed since
the bed was constructed in 1995. Very little surface area is available on the lot for the
septic system due to the 100' protective radii of the well on this lot and the adjacent lot.
Soils encountered on the lot are clean sand wil. h some silt and gravel. This material is
good for the treatment of septic effluent. No conflicts were noted between this
absorption bed and septic systems on adjacent lots. We therefore recommend the lot
line waiver be issued allowing the bed to be constructed within 4' of both the north and
east lot lines.

GENERAL=

The scope of this project includes the installation of
an absorption bed to serve the three bedroom residence
located on the referenced property. The existing
septic tank is to be excavated to verify its
integrity. If of poor integrity, the tank is to be
abandoned and a new 1000 gallon septic tank installed.
The existing leachfield is to be abandoned in place.
Construction shall be in accordance with the approved
site plan and design drawings, Municipal permit with
any special provisions or conditions, and all
applicable State and Municipal Wastewater Disposal
Regulations.

The contractor shall be responsible for obtaining any
necessary underground utility locates.
Unless specifically agreed otherwise, the property
owner shall be responsible for final grading areas
subsequently depressed from soil settling. On all
leachfield mound systems, the property owner shall be
responsible for ensuring a satisfactory vegetation
growth over the mounded area.

Contractors installing wastewater disposal systems
must be certified by the Municipal Health Department
for system installations. Owners installing their own
systems must also receive prior approval from the
Municipal Health Department.

A septic tank is to be constructed by a certified
septic tank manufacturer. Construction shall include
two 4" cleanouts for pumping access.
The septic tank shall be sufficiently bedded to
prevent settling or shifting of the tank.

All standpipes on the septic tank shall extend a minimum of
12 inches above final grade.
Septic tanks installed with less than 4 ft. of cover shall
be insulated.
A foundation cleanout shall be installed one to four feet
from the building foundation. In the line between the tank
and the leachfield there shall be two adjacent cleanouts
(unless an effluent pumping system exists within the septic
tank). These cleanouts shall be located on undisturbed
soil not more than 10 ft. from the tank. The first
cleanout, in line, shall be to clean toward the leachfield.
The second cleanout shall be to clean toward the septic
tank.
Final grading over the septic tank shall be such that a
positive slope exists away from the septic tank.
LEACHFIELD BED INST~?3.%TION:
Excavate the proposed Bed Area to the depth shown on the
design. The bottom of the excavation shall be within 2
inches of level. If the bottom of the excavation becomes
smeared, it must be raked or scratched (ruffed-up) before
gravel or sand placement.
If a sand layer is required, place sand over entire
excavation to the required depth shown on the design. The
top of the sand layer must be within 2 inches of level.
Sewer rock shall be placed uniformly throughout the entire
bed. Perforated distribution pipe must be installed level
with perforations down. Gravel depth below the perforated
pipe shall be a minimum of six (6) inches. Gravel depth
above the perforated pipe shall be a minimum of two (2)
inches. The total gravel depth throughout the entire bed
shall be a minimum of twelve (12) inches.
The perforated distribution pipes must be no more than six
feet apart. The distance between the outermost perforated
distribution pipes and the sidewall of the absorption bed
must be no more than three feet.

Silt barrier material must be installed between the final
gravel layer and the native soil backfill. Ensure the silt
barrier covers the entire gravel surface before placing
backfill.
Monitor tubes shall be of four (4) inch diameter, installed
at the locations shown on the design, and extend a minimum
of 12 inches above final grade. The portion of the
monitoring tube extending through the gravel depth shall be
perforated six (6) inches below the bottom of the
horizontal distribution lines. The monitoring tube should
not extend below the bottom of the gravel surface.
Backfill over the final gravel layer must not be less than
twenty-four (24) inches. Insulation must be installed when
the backfill depth is less than thirty-six (36) inches.
The finished grade over the bed must be mounded to prevent
the formation of a depression after settling.
MINIMUM MATERIAL SPECIFICATIONS:
Any septic tank proposed for installation must be
constructed by a Municipally approved septic tank
manufacturer.

approved by the inspecting engineer.
Insulation shall be at least 2" thick extruded direct
burial polystyrene (Dow Chemical Company Styrofoam HI or
equal).

watertight couplings (Caulder, Fernco, or equal).

A permeable nontoxic silt barrier (Typar 3401, Mirafi 140N,
or equal) must be installed between the final leachfield
gravel layer and the native soil backfill.
All leachfield gravel (sewer rock) shall be 0.5"-2.5"
screened gravel with less than 3% passing the ~200 sieve.
When sand is being used as a filter material, its gradation
specifications must conform to current M.O.A. or D.E.C.
requirements.
INSPECTIONS=
Typically there will be a minimum of three (3) inspections
required during the installation of the wastewater disposal
system. These inspections will occur as follows:
The first inspection must be conducted after the
excavation of ditches, pits, trenches, or beds and
before the installation of any gravel. A septic tank
may be set in place, but may not be backfilled before
this inspection.
The second inspection must be conducted after the
placement of the silt barrier, gravel, distribution
lines, standpipes, cleanouts, and insulation, but
before the placement of any other backfill.
The final inspection is to occur upon final grading of
the property.
Often there will be more than these 3 inspections required.
Especially with the installation of multiple trenches, sand
filters, pressurized distribution systems, etc. Thus, the
inspecting engineer is to be contacted at least 24 hours prior
to the start of construction. If necessary, a pre-construction
meeting will take place on-site. The inspecting engineer will
not coordinate, direct or control in any way the contractors
activities.
The owner shall contract with the contractor to perform the work
outlined in these specifications and plans and in accordance
with the attached M.O.A. permit. There will be no contractual
arrangement existing between the contractor and S & S
Engineering.

S & S Engineering shall be the owner's representative and
will inspect the work as stated above to document the
contractors activities. Final acceptance of the
contractors work rests with the owner and the M.O.A.
S & S Engineering shall have no liability to the owner or to
others for acts or omissions of the contractor or any other
persons performing work on this project or the failure of the
contractor to carry out the work in accordance with these
construction documents. S & S Engineering's inspecting engineer
will not be responsible for the construction means, methods,
techniques, sequence, procedures or the safety precautions
incident to this project.

The Municipality of Anchorage Development Services Department (DSD) Issues Certificates of Health Authority
Approval (HAA) based only upon the representations given in paragraph 5 by an independent professional civil
engineer registered in the State of Alaska. Certificates of Health Authority Approval are required for the transfer of

Approval for your individual sewer and water facilities will
not be granted until the following items have been completed:
(1)
The water analysis report be delivered to this office
from Chem Lab, 5633 B Street, for our review.
(2)
The septic tank be pumped with a receipt submitted to
this office. Please have the pumper put the number
of gallons pumped for verification of size of the tank.
(3) Expose the septic t~nk to yerify its existence. Notify .~__~
this office for an ~nspect~on. ~0~. f~ ~~/-~
' (4) A percolation test be performed on the existing leaching
area. This will determine if the system is adequate
according to National Standards..A list of private firms
who perform the test is enclosed.
Notify this department for a re-i~spect~on when descrepancies
have been corrected. If there are any further questions,
