RE: SEPTIC SYSTEM UPGRADE PERMIT
LEGAL: SEA TURN BLOCK 2, LOT 16
The property owner has requested we obtain a permit to upgrade the failed absorption bed of the
above referenced lot. We propose to either rebuild the existing bed by removing all bio-matted
material, replacing with MOA approved sand, sewer rock and other materials per code or
installing the reserve bed as shown on the attached design to serve the existing 4-bedroom
residence. The design is based on MOA record documents.
The slopes are moderate at 5-10% at the proposed upgrade location. The lot and area are served
by private water. The design will not impact any of the neighboring properties. Please contact

ADVANTEXTM TREATMENT SYSTEM
To whom it may concern:
1. GENERAL: A permit was issued on 8/9/2001 for a Biocycle treatment unit to be installed on
the subject property. The new mvner retained AKWWC, Inc. to redesign the system to utilize
Advantex technology. The proposed 4 bedroom home will be served by a private well and septic
system. We are proposing to place the drainfield/s around the 30 foot radius of the test hole that
was logged and perked by Ted Moore, P.E..
2. SOILS: See the attached log (prepared by Ted Moore, P.E.), which shows the soil
classifications, groundwater monitoring, and the percolation test results.
3. DRAINFIELD APPLICATION RATE: The intent is to install an Advantex Treatment
System that will allow the use of a small drainfield in the area around the 30 foot radii of the test
holes.

a. Percolation Rate: 5 minutes/inch (The allowable application rate is 6.0 gallons/day/fl2)
b. Proposed Application Rate: 3.0 gallons/day/fl2

5. ORENCO PACKAGE SYSTEM: The fiberglass STEP tank with the Advantex treatment
system will be manufactured by Anchorage Tank & Welding to meet the latest design criteria
established by Orenco Systems, Inc. The point of contact at Anchorage Tank is Lowell McNutt.
As with their standard STEP tank, it is equipped with a high water alarm per M.O.A
requirements.
6. SURFACE WATER: There is a small stream to the south of the proposed septic system. The
system is to be installed 100+ feet from the stream.
7. TOPOGRAPHY: There is a natural "swale between the proposed drainfield site/s and the
home site that will need to be filled so as to eliminate any slopes that are greater than 25% within
the vicinity of the drainfields. We are requesting that your department require fill only as
necessary to ensure that the drainfield is at least 35 feet away from any slopes greater than 25%.
Given the level of treatment, and the porosity of the receiving soil, there is minimal potential for
laterally migrating effluent to surface.
8. CLOSING: I am open to any suggestions from your department that would be an
improvement to the proposed system. I am unaware of any negative impacts that this installation
would impose on adjacent wells, or septic systems. If you have any questions, please call us at

The purpose of this letter is to provide the required design narrative in support ofour application for
a permit to construct wastewate? disposal facilities on Lot 16, Block 2, Sca Turn S/D, located at 6140
Azalea Drive. A soils log, pete test results, a site plan, design drawings and specifications are enclosed
for your review.
The proposed residual disposal bed will be constructed in the vicinity of`test hole # 1. As can be
seen from the soil logs, the native material between 2.0 and 4.0 feet below ground level is brown silty
sand with a measured pere rate of`5 minutes per inch. Because of limited suitable area on the lot and the
presence ora shallow groundwater table at 6.0 feet below ground level, we propose to install a
"Bioeycle' aerobic pre-treatment tank followed by a residual disposal bed underlain by 1.25 feet of'
MOA filter sand. Using a conservative soil application rate of`2.0 gpd/sq, fl. for a Category II Advanced
Treatment System, this proposed 4-bedroom residence requires an effective absorption area of(4 x
150)/2.0 -~ 300 square feet. The proposed 20-foot long by 15-foot wide bed has a bottom area of'300
square feet. To promote the longevity of the residual bed, it will be underlain by 1.25 feet of'coarse
MOA filter sand.
The natural topography of the lot in the area of proposed construction slopes gently down towards
the south at approximately 5% towards a 50% slope dropping down to a small creek. Although the
break in slope is less than 50 feet from the edge of the soil absorption bed, an imaginary line sloping
down through the ground at a 25% slope from the distribution pipe invert would not daylight within 50
feet. The proposed project will have no known significant impact on present or future water supply and
wastewater disposal systems serving adjacent properties, nor will it have any significant impact on
reserved space-surface and subsurface, or on drainage. Please give me a call at 345-1355 ifyou have

Specifications
1.0 General:
1.I The scope of the project consists of installation of a "Biocycle" aerobic treatment unit that
discharges effluent into a 20-foot long by 15-foot wide soil absorption bed.
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor
deviations from these drawings may be allowed or required by the engineer conducting the inspections.
All construction procedures and material specifications shall conform to Municipal and State
requirements. All separation distances shall be in conformance with Municipal requirements, unless
specifically waived.
1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around
any buried utilities.
1.4 The contractor shall provide adequate cover material and rough grading over all system
components to ensure that proper drainage is achieved after settlement and that there are no residual
depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas.
1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading
after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the
construction.
2.0 "Biocycle" Aerobic Treatment Unit
2.1 The new 1500 gallon "Biocycle" aerobic treatment unit shall be manufactured, furnished and
equipped by Pegasus Engineering in accordance with the Municipal and State approved design.
2.2 The contractor shall be prepare a suitable site for the "Bioeycle" unit and install it as follows:
The depth ofthe excavation for the "Bioeycle" treatment unit shall be sufficient to allow connection to
the 4" waste line leaving the house at a minimum slope of W' per foot, but no deeper than 10' - 2" below
finish grade in the vicinity of the unit. A cleanout shall be installed within 5 feet ofthe building
foundation. All pipe connections to the "Biocycle" shall be equipped with waterproof mechanical
couplings. The bottom of the excavation for the "Biocycle" treatment unit shall be carefully leveled and
smoothed by the placement of a layer ofclean sand. Two inches of rigid, burial type, insulation with a
minimum compressive strength of 30 psi shall be placed on the sand prior to installation of the
"Biocycle" treatment unit. The space between the sidewalls ofthe excavation and the "Biocycle" unit
shall be carefully backfllled with sand. The top ofthe manhole riser shall extend 4" above finish grade,
and the final ground surface graded as necessary to provide surface drainage away from the "Biocycle
unit.
2.3 The contractor shall be responsible to obtain the necessary electrical permit and inspections and
shall provide a copy ofthe electrical inspection report to the engineer.
2.4 The control and alarm floats shall be set and their proper operation verified by the "Biocycle"
supplier. The high level alarm shall be installed inside the residence at a location selected by the owner.
2.5 The discharge line from the "Biocycle" treatment unit to the soil absorption system shall be
1.25" dia. Sehed 40 PVC. All pipe connections in the distribution system shall be glued, and the ends of
all pipes capped.
'3.0 Soil absorption system:
3.1 The soil absorption system shall be constructed by creating a 20-foot long byl S-foot wide long
excavation to expose a sand stratum at a depth of approximately :2.5 feet below existing ground level at
test hole #1.
3.2 The bottom ofthe excavation shall be level. Any compacted or smeared surfaces shall be raked
to allow proper infiltration.
3.3 A total of 1.25 feet ofcoarse, clean, Municipally approved filter sand shall be placed in the
excavation and compacted to bring the top of sand elevation up to 1.25 feet below original ground
surface.
3.4 A total ot0.75 feet of washed sewer gravel shall be placed in the bottom of'the excavation with
the 1.25" diameter schedule 40 PVC perforated distribution pipes laid level such that the pipe inverts is
no less than 0.5 feet above the bottom otthe sewer gravel 3/16" diameter holes shall be drilled in the
bottom of the distribution pipe at 18-inch intervals. AIl PVC pipe joints shall be glued and the end of
the distribution lateral shall be capped. Sewer gravel shall be 0.$" - 2.5" washed and screened gravel,
with less than 3% passing the #200 sieve.
3.5 Monitor tubes shall be of 4" diameter and installed in the locations shown on the design
drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated.
3.6 Approved filter fabric shall be placed over the entire top surface of the sewer gravel and a
minimum o£ 2 feet ofbackfill. Ifthe backfill thickness is less than 3 feet, 2 inches of rigid insulation
shall also be placed over the surface of'the bed.
3.7 The top surface of the cover material shall be raised a minimum of 6 inches higher than the
surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill
slopes shall be no steeper than 3:1.
3.8 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to have
the site finish graded after the backfill material has stabilized, and for placement otadequate topsoil and
seed to promote rapid revegetation of all areas disturbed by the construction.
4.0 Inspections:
5. I A minimum of 5 engineering inspections will be required during the course of the project: (i)
initial stakeout with the contractor to establish the location ofthe system and to discuss the plans,
specifications and construction procedures, (2) after the native material has been excavated to expose the
infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test
information, (3) after the filter sand has been placed and compacted, (4) after the sewer gravel is in place
and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of
insulation or filter fabric, and (5) after rough backfill and grading is complete. The "Biocycle" unit
requires one inspection after it is set level and the piping connected, but prior to backfill. This
inspection may be incorporated with any ofthe above inspections.
4.2 The installer shall coordinate the timing ofthe inspections with the engineer suftieiently far in
advance to ensure the availability of the engineer.
