RE: SEPTIC SYSTEM UPGRADE PERMIT
LEGAL: RIVER VIEW ESTATES BLOCK 5, LOT 13
The owner has requested now that we obtain a septic permit to upgrade to a 4-bedroom septic
system on the above referenced lot. Due to site observations, the recent test hole, record site &
area documents, we propose to install a 1500-gallon HDPE deep-burial STEP septic tank per the
attached design to serve the existing 4-bedroom residence. STEP septic tank anchoring may be
required due to shallow groundwater per the MOA on-site file.
The design is based on the recent test hole conducted on May 20, 2025. Groundwater was
observed at test hole excavation and at monitoring. Please see attached test hole TH25-1. The
slopes are moderate at 0-5% at the proposed upgrade location.
As stated, if shallow groundwater is encountered during installation an epoxy coated steel septic
tank or other action may be required. The lot and area are served by private water and any
encroaching wells, easements, … must be staked prior to construction. The design will not
impact any of the neighboring properties. Please contact us if you have any questions.
Sincerely,
Curtis Huffman, P.E.

drawings, Municipal permit with any special provisions or conditions, and all
applicable State and Municipal Wastewater Disposal Regulations.
The contractor shall be responsible for obtaining any necessary underground utility
locates.
Unless specifically agreed otherwise, the property owner shall be responsible fbr
final grading areas subsequenfiy depressed from soil settling. On all leachfield
mound systems, the property owner shall be responsible for ensuring a satisfactory

Contractors installing wastewater disposal systems must be certified by the
Municipal Health Department for system installations. Owners installing their own
systems nmst also receive prior approval fi~om the Municipal Health Department.
SEPTIC TANK INSTALLATION:
A septic tank is to be constructed by a certified septic tank manufacturer.
Construction shall include two 4" cleanouts for pumping access.
The septic tank shall be sufficiently bedded to prevent settling or shifting of the
tank.
All standpipes on the septic tank shall extend a minimum of 12 inches above final
grade.
4. Septic tanks installed with less than 4 ft. of cover shall be insulated.

A foundation cleanout shall be installed one to four feet fi'om the building foundation. In
the line between the tank and the leachfield them shall be two adjacent cleanouts (unless an
effluent pumping system exists within the septic tank). These cleanouts shall be located on
undisturbed soil not mom than 10 ft. from the tank. The fit'st cleanout, hi line, shall be to
clean toward the leachfield. The second cleanout shall be to clean toward the septic tank.
Final grading over the septic tank shall be such that a positive slope exists away from the
septic tank.
LEACH]FIELD BED INSTAL[,ATION:
Excavate the proposed Bed Area to the depth shown on the design. The bottom of the
excavation shall be within 2 inches of level. If the bottom of the excavation becomes
smem'ed, it must be raked or scratclled (ruffed-up) before gravel or sand placement.
Ifa sand layer is requked, place sand over entire excavation to the required depth shown
on the design. The top of the sand layer must be within 2 inches of level.
Sewer rock shall be placed uniformly tl)roughout the entire bed. Perforated distribution
pipe must be installed level with perforations down. Gravel depth below the perforated
pipe shall be a minimum of six (6) inches. Gravel depth above the perforated pipe shall be

minimum of twelve (12) inches.
The perforated distribution pipes must be no more than six feet apart. The distance
between the outermost perforated distribution pipes and the sidewall of the absorption bed
must be no more than throe feet.
Silt ban'ier material mnst be installed between the final gravel layer and the native soil
backfill. Ensure the silt barrier covers the entire gravel surface before placing bacld'~ll.
Monitor tubes shall be of four (4) inch diameter, installed at the locations shown on the
design, and extend a mirfiim~m of 12 inches above final grade. The portion of the
monitoriug tube extending through the gravel depth shall be perforated six (6) inches below
the bottom of the horizontal distribution lines. The monitoring tube should not extend
below the bottom of the gravel surface.
Backfill over the final gravel layer mt~st not be less than twenty-four (24) inches. Insnlation
must be installed when the backfill depth is less than thirty-six (36) inches. The finished
grade over the bed must be mounded to prevent the formation of a depression after
settling.

The distribution piping is to be ofPVC (ASTM D3034 or equal). All joints are to be
solvent cemented.
4. The side slopes of the top layer of the mound system must not be steeper than 33% (3:1).
The top of the mound shall be covered with a minimum of 6 inches of topsoil and
vegetated sufficiently to prevent erosion.
The distribution pipes are to be embedded in sewer rock. Care should be taken to bacl~ll
in such a way as to prevent damage to the piping system.
Silt barrier material must be installed between the final gravel layer and the native soil
