October 23, 2002 GENERAL STATEMENT OF WORK The work and plans covered by these specifications consist of furnishing all labor, materials, tools, transportation, and equipment necessary to complete an Intermittent Dosing Sand Filter system as described her~in and on the attached drawings. All work under this project shall comply with current Municipality of Anchorage (MOA) Regulations. 4 Bedroom House 600 GPD Bottomless Sand Filter and absorption area (360 S.F. required) Sand filter to be constructed on accepting soil with all organics removed. (bdttomless only.) SITE INVESTIGATION The Contracto~ must carefully examine the project documents, have full knowledge thereof, have investigated the site, and be satisfied with the conditions affecting the work. Conditions include, but are not limited to those bearing upon transportation, disposal, handling and storage of materials, availability of labor, water, electric power, roads, and uncertainties of weather, physical conditions at the site including all underground utilities, the conformation and condition of the ground, the character of equipment and facilities needed preliminary to and during prosecution of the work. The Contractor must be satisfied with the character, quality and quantity of surface and subsurface materials or obstacles to be encountered. Any failure by the Contractor to become acquainted with the available information will not relieve him/her from responsibility of performing the work as stated in these specifications and drawings. Location of utilities will be the contractor's responsibility. October 23, 2002 SEPTIC TANK / LIFT STATION / AIR COMPRESSOR General The work under this section consists of the performance of all operations pertaining to furnishing and installing the septic tank/lift station, air compressor and piping to the sand filter. Materials 1. Tank a. Septic tank shall be a two compartment tank of at least the minimum size indicated on the drawings and MOA approved. b. First compartment shall have a separate 4" pump-out riser. The second compartment shall have a separate 4" pump-out riser. 2. Manhole Riser or Lift Station Tank a. An additional second compartment manhole riser shall be capable of being equipped with the following: 1. A junction (Nema 4x) box or equal, bonded or attached to the pump basin. 2. UL listed electrical cord grips, installed in the J-box. -OR- b. An additional tank (M.O.A. approved) may be provided for the effluent pumping assembly and the items in (a.) above. Effluent Pumping Assembly, Controls, Alarm & Piping a. Effluent pumping assembly shall be of approved materials, including the following: 1. A 110 volt or equal U.L. Listed effluent pump. 2. High-density PVC cylinder housing the pump, with level controls and screen, serving as a baffle to prevent the screen from clogging. Pump controls and alarm system shall be an approved system with the following options consist'mg of: 1. Event counter 2. Elapsed time meter 3. Program timer 4. 10 watt heater Remote alarm panel option with a m'mimum of 80 DB sound pressure at 24", operating temperature 30AC to 65AC, confmuous sound to be located in the home. 6. Oil-tight visual alarm with push-to-silence feature. Automatic audio-alarm reset. 15 amp motor rated toggle switch, double pole, double throw with three positions; manual (man), automatic (auto) and center (off) (H.O.A.). 8. Nema 4x-rated, fiberglass, or equal, enclosure with hinged cover. 9. All controls to be installed as per manufacturer's recommendations. 10. Control panel to be installed on outside wall of home within sight of septic tank/lift station. Piping from the septic tank to the sand filter is to be 1 1/4" PVC schedule 40 solvent weld piping properly bedded as described in Materials Specifications and sloped to drain back to the lift station. Insulation board 2" thick and 2' wide centered over pipe is to be placed where soil cover is less than 4~ depth over pipe. The air line from the house to the filter is to be HDPE arctic insulated pipe 3/4"-2" SDR- 11. The compressor will have a gauge (0-10 psi) and be installed in a heated area, crawl space, or garage. Page 4 Lot 4, Block 1, Aspen Highlands S/D # ! October 23, 2002 Air Compressor a. Air compressor shall be a THOMAS LINE^R SERII~S model number $060-A or $070V-A or M.O.A. approved equal. CONSTRUCTION SEQUENCE In order to insure proper installation, the system is recommended to be installed in the following order: I. Sewer line from house to tank II. Septic tank/lift station III. Sand filter IV. Leachfield bed (if required) V. Final grading CONSTRUCTION 1. Construction Instruments Contractor shall provide instruments such as transits, or levels, for establishing proper elevations and levelness of pipe or materials. 2. Pipe Laying All pipe shall be laid with material free of large or sharp rocks and orgaulc matter. Each section of pipe shall be handled carefully and placed accurately. The spigot end shall be fully inserted pointing in the direction of flow and glued in place to make a water tight seal. Each section of pipe shall be properly supported to insure tree alignment and an invert which is smooth and free from roughness or irregularity. At all times, when work is not in progress, open ends of pipe and fittings shall be closed so that no undesirable substance will enter the end of the pipe or fittings. Page $ Lot 4, Block 1, Aspen Highlands SID ~JL ) October 23, 2002 Bedding of Pipe for Sewer Lines The pipe should be bedded with materials free of large or sharp rocks and organic matter, compacted. Native materials may be used as back fill material above the pipe, provided it is free of large rocks and organic matter. All lift stations shall be installed in accordance with the manufacturer's recommendations and standards. Electrical installation is to be in accordance with the National Electric Code (latest adopted edition) by a licensed electrical contractor, with M.O.A. inspection where required. If MOA inspection is not required, a licensed electrician is to provide a letter to the Engineer stating that the system meets or exceeds all applicable codes. 4. Excavation Excavate to proper depth to allow gravity flow, install tank level, tolerance 0.05 foot, on undisturbed or compacted classified sand fill material. Create a level sand surface over the tank and add 2" burial foam +35 PSI directly over tank. Mound unclassified soil over tank with a minimum of 2 feet of cover and anti-flotation weights that may be required in areas of shallow ground water. 5. Connections All connections to be as per MOA requirements, PVC 3034 piping with Caulder or equivalent coupl'mgs for inlet riser pipes. All tank connections are to be completely water tight. SAND FILTER The work under this section consists of the performance of all operations pertaining to furnishing and installing the sand filter. A. Materials 1. Sand Filter a. Liner (if required - not required for bottomless sand filter) - OSI Model LI or equivalent. 30 mil PVC cut and fabricated to provide water tight enclosure of filter sand volume. Seams to be permanent as per Manufacturer's recommendations. All connections, such as boot flanges, through sand filter to be permanently bonded to the liner. The Contractor shall provide a washed sand to meet ASTM C-33 Concrete Sand Specifications with the additional requirement that all but 1% of the materials passing the #100 sieve be removed. All aand shall be approved for use by the Municipality of Anchorage (M.O.A.). If the sample does not meet specifications, all sand will be removed and replaced. c. The Contractor shall be responsible for providing pea gravel that shall be a washed material conta'ming no fines (0% passing the #100 sieve) and a maximum size of 1/4" diameter. d. The Contractor shall provide the manifold assembly. The manifold assembly shall be of approved materials with orifice shields and flushing assembly. All drilled holes to be cleaned of burrs and pipes flushed, prior to assembly. Flushing valve to include riser to finish grade. Lateral distribution piping is to be laid level (@ + 0.053. e. Side walls and top of the filter box to be insulated with 2" direct burial polystyrene insulation. f. The Contractor shall be responsible for providing filter fabric. g. Air coil in sand filter to be geoflow WF16-4-24 150 LF placed 6" above bottom of sand. Construction of Sand Filter The sand filter construction is to follow procedures as outlined below, as applicable to this design. Pea gravel and filter sand are to be hand leveled to proper depth (tolerance within 0.05 feet) in filter, taking care not to allow mud or fine soil material into the filter or gravel layer. This would include any soil material picked up by excavation machinery buckets while loading specified material. The Contractor should estimate filter material volumes such that allowance is made for wastage of material in contact with the ground at site. The area over the sand filter to be finish graded with a min'unum of 2 feet of cover and to prevent ponding of surface water mn off. Side slopes shall not exceed 3:1. The Engineer will reject any sand or pea gravel that does not meet specifications or is contaminated in transit or while handling. If such material is placed in the filter, all soil material may be required to be removed and replaced with new material. The existing septic tank shall be properly abandoned and replaced with a new 1500 gallon, two compartment septic tank, located approximately as shown on the site plan. This shall be connected to the wastewater line shortly after it exits the building foundation, before it passes under the screened porch, if possible. The septic tank shall be equipped with a 24" d~a insulated' manhole riser extending one foot above ground level, and an 0renco lift station package (as supplied.by Anchorge Tank) or equal. The alarm shall be installed inside the garage at a location designated by the owner. The float settings shall be as specified by the ' supplier, and the electrical wiring and inspections shall conform with M.O.A. requirements. The elevated soil absorption bed shall be constructed at the location shown on the site plan, with particular care being taken to maintain the 47 foot separation between the fence on the west side of the property'and the edge of the topsoil stripping. The irregular shape of the bed is designed to eliminate the need to cut two large spruce near its northeast corner. 0nly the topsoil layer (approximately 6" thick) should be stripped from the 27' by 37' bed site. Sand should then be placed as necessary on top of the underlying reddish loam material to bring it up to a level surface, prior to placement of the screened sewer rock. The stripping limits shown on the plans allow an extra two feet of width on the low sides for placement of this sand leveling course. A minimum of 750 square feet of sewer rock shall be placed with dimensions as shown on the plans. 8" of sewer rock should be laid' prior to placement of the distribution piping, with the remaining 4" covering the piping. 4" diameter monitor tubes with perforated pipe extending to the bottom of the gravel should be installed at the locations shown. Pressurized distribution of the effluent shall be utilized. The first five feet of line leaving the septic tank shall be 2" dia galvanized pipe, followed by 2" dia sched 40 PVC. The distribution man/fold shall be 2" sched 40 PVC, with 1 1/4" PVC laterals extending across the bed teed into the man/fold at the locations shown. 1/4" '" :'/"::' diameter holes shall be drilled every five feet in the bottom of every lateral, with the hole spacing staggered in adjacent laterals. The top of the gravel shall be covered with 2" of burial type rigid insulation, prior to placement of a minimum of 2 feet of soil cover over the bed. Side slopes shall be no steeper than 3:1. The mounded surface should be graded to drain. Some topsoil for use on the cover may be borrowed from the adjoining old bed site. The presence of water at the sand / silt interface along with the fact that we have no perc data on the underlying silt suggests that the design submitted will not meet the required separation requirements. As you know a 6' separation is required between the base of an absorption area and any impermeable strata. Before a permit could be issued, in view of the lots past history, a percolation test would be required on the silt strata. Water levels must also be monitored thru seasonal high water. If it was determined that a system could be installed the design would necessarily be based on the underling silt. Northern Lights Anchorage, Alaska 99503 Dear Mrs. Tiley: I would like to review the situation with McConnell's septic tank and drainfield which is located on Lot 4, Block 1, Aspen Highlands Subdivision. As you know, I originally went to test that system on August 11,1981 and after pumping the tank we heard water pouring into the tank indicating the seepage field was completely filled with water. I waited until the next day to return to the job. I added water at a low rate to try to test the field and. Almost immediately we had water coming back into the tank again. I reasoned that since it had rained the night before it would be better to postpone testing of this system until the field had a chance to dry out. I installed a stand pipe in the field to use as a testing reference. On 8/12/81 the liquid level in the standpipe stood at 4.14 feet below the top of the pipe. I checked it again on 8/25/81 and found that it at 3.6 feet which meant that the water level had risen approximately 0.5 foot. On 8/26/81 'the liquid level was 3.71 indicating it had dropped approximately 0.6 of 1 foot. At this time we decided to start the test. We started a flow test to determine if the field would accept a low flow rate and not fail. This test was run for 1 hour I we determined at that point again that this system was not acceptable. It was then decided to try to surge the field by increasing the level in the septic tank to see if I could get an acceptable flow. This would roughly simulate the installation of a lift station that would put the water into the field under pressure and tend to get a better distribution than gravity flow. Before any additional work is done we would recommend two soils tests be taken to a depth of approximately 8 feet on each side, the north and south sides, of the bed in undisturbed soil to determine whether or not ground water is flowing the field. These test's should be taken approximately 20 to 25 feet from the bed. These test's could be done by any engineering company approved by the Municipality to do soils tests. I would like to review the results of this test to determine whether or not the following recommendations are applicable. If the ground water is flooding the bed then the below listed recommendations would not solve the problem of the failure of the system. At'that point the option becomes one of either replacing the system with a bed set well above ground water or construction of a curtain drain to route the ground water away from the bed. Our company has had a very high success rate with using this approach to saving flooded out beds. When the septic tank is flooded out such as the one at McConnell's, floating material such as paper and grease would tend to pass through the septic tank and cause the field to plug. If the level in the tank were to be dropped to the normal operating level of septic tank, this would keep the floating material out of the field. The surge test would show whether or not it would be feasible to modify that field and to still get acceptable results. I came to the conclusion that indeed it did show a promise of being acceptable if the system were converted to a pressure distribution system. However, I feel that the following modifications would have to be made to the field inorder to insure that sewage would not surface. As the field is constructed it is relatively flat and does slope to the west with higher ground on the north-west and south-west. My recommendations would be to add approximately 18 inches of pit run sand to the top of the existing bed and to crown it so that any drainage from the house and from the bed itself would tend to drain to the south, and north. In addition I would recommend that four inches of top soil be placed on top of the sand mound. A lift station should be installed at the end of the septic tank and discharge into existing field lines. In addition to the lift station an alarm should be installed using a' float switch at the level of the inlet to the lift station. Were the system to back up because of a pump failure the alarm would go off in the house therefore alerting the owners before backing up into the house. The last thing would be the addition of one barrel of Tysul WW-50, a 50% hydrogen peroxide solution, into the system once the lift station is installed. This can be done by adding the liquid into the lift station along with water and pumping under pressure into the field. The Tysul WW-50 will dissolve any Of the organic, sludges that have been carried over from the septic tank since the tank was flooded. If these recommendations are followed I believe the system should function as an adequate system for many years to come. The basic design apprears to be sound, and the construction techniques appear to be sound.
