I am writing to request your department revise Permit No SW 020346 and grant a
separation waiver for the drain field and new advantex tank to surface water.
While preparing to install the designed and permitted upgrade, surface water was found
north of 147th avenue and along the south property line. Both of these drainages were
dry when the initial permit was requested. The wet October Anchorage experienced has
caused these drainages to start carrying water. The design as permitted will not work
due to proximity of surface water.
I propose the following:
1. Install a new Advantex septic system with an AX20 treatment pod instead of a
1250 g septic tank. The new fiberglass Advantex tank will be located
approximately 85 feet north of the stream running along the south property line.
2. Connect the effluent line from the Advantex system to the existing field. The
connection will be where the 100-foot separation setback crosses the existing field.
The south 20 feet of the existing field will be abandoned in place and disconnected
from the north 45 feet.
3. The northern 45 feet of the existing trench will be reused for the effluent disposal
from the Advantex system. Based on the application rate for the soils encountered,
only 17 linear feet of trench is required. The northern 20 feet of the existing trench
is located approximately 75 feet from the stream running along 147th avenue.

The grade of the lot is such that if any untreated sewage escapes from the trench or
Advantex treatment system, that it will flow to the approximate mid point of the west lot
line, then to the south via an existing three foot deep trench. The total overland flow
distance will be greater than 100 feet before the sewage intercepts any existing surface
water. Reconstruction of 147th avenue a few years ago, rerouted the stream into a culvert
that crosses under 147th avenue. This reconstruction project diverted the stream so it
flow to the west instead of along the west property line. The existing ditch is dry and
remained dry even through the wettest part of this fall.
Based on the above information, I request your department reissue Permit Number
8W020346, and grant a separation waiver to the Advantex system tank to 85 feet and 75
feet for the drain field

RECERCULATING SEPTIC TANK
AND TRICKLE FILTER SPECIFICATIONS
Lot 25, Block 1 Birch tree Estates Subdivision
1, GENERAL STATEMENT OF WORK
1.1
The work and plans covered by these specifications consist of furnishing all labor,
materials, tools, transportation, and equipment necessary to complete an
recalculating septic tank with trickle filter system as described herein and on the
attached Contract Drawing. All work under this project shall comply with current
Municipality of Anchorage (MOA) Regulations and shall conform to the following:

The Contractor shall carefully examine the project documents, have full knowledge
thereof, have investigated the site and be satisfied with all conditions affecting the
work. The Contractor shall notify the Engineer IMEDIATELY if conditions are
encountered during the site investigations that affect the work. Any failure of the
Contractor to become acquainted with the available infommtion will not relieve the
Contractor from the responsibility of performing the work as stated in these
specifications.
1.3 The Contractor shall call for locates of utilities. Damage to utilities by the
Contractor if locates are not called for is the responsibility of the Contractor.
2. MATERIAL
.1,
Tank: Septic: Tank shall be a two (2) compartment tank of at least the minimum
size indicated on the drawings and shall be MOA approved. The compartments
shall have a separate 4" clean-out riser.
2.2
Manhole Riser or Lift Station Tank: An additional second compartment manhole
riser shall be capable of being equipped with the following:
a. A junction box (Nema 4x) or equal, bonded or attached to the pump basin.
b. UL listed electrical cord grips, installed in the J-box.
c. An additional tank (MOA Approved) may be provided for the effluent
pumping assembly and the items above.
2.3
Effluent Pumping Assembly, Controls, Alarm & Piping:
a. Effluent pumping assembly shall be of approved materials, including: A 110
volt or equal UL listed effluent pump; High-density PVC cylinder housing the
pump, with level controls and screen, serving as a baffle to prevent the screen
from clogging; All piping shall be PVC or other non corroding material approved
by the MOA.

b. Pump controls and alm-m system shall be an approved system with the
following options:

located in the house.

positions; Manual (man), Automatic (auto), and off.
Nema 4x rated fiberglass enclosure with hinged cover, or equal.
All controls to be installed per manufactures instructions.
Control panel to be installed on outside wall of home within sight of
septic/lift station.
c. Piping from septic tank to the trickle filter is to be 1 ¥4" PVC schedule 40
solvent weld piping properly bedded and sloped to drain back to the lift station.
Insulation board shall be placed over the line where the cover is less than four
feet.
d. The Air Compressor shall be a Thomas Linear Series model No. 5060-A or
5070V-A or MOA Approved equal.
2.4
Trickle Filter
a. Trickle Filter Pod shall be AX20 manufactured by Orenco Systems Inc. and
distributed by Anchorage Tank & Welding.
b. Install all materials according to manufacturers instructions and in accordance
with MOA regulations.
2.5 Soil Absorption System
a) The drain field shall be constructed as shown on the drawings and in accordance
with all applicable regulations described in Municipality of Anchorage AMC Title
15.65, "Wastewater Disposal Regulations" (MOA).
b) Gravel to be used in the soil absorption system shall be well graded rocks and
cobbles with size ranging from ½' to 2 '~' and approved for use in soil absorption
systems by MOA.
c) Perforated pipes shall be F810 LDPE or PVC 3034pipe, with two rows of
perforations and shall be approved for use in soil absorption systems by MOA.
d) Clean-out pipes and monitor tubes shall be 3034 PVC solid pipe.
e) Clean-out caps shall be rubber ~Jim Caps" securable with adjustable metal bands.
Friction fit caps will not be accepted.

PART 3 EXECUTION
3.1 LOCATION AND GRADE
a) The septic tank shall be placed at the locations and elevations as shown on the
Drawings.
b) The drain field shall be placed in the location shown on the Drawing, with minor
adjustments allowed to minimize excavation and accommodate the existing terrain.
The drain field piping shall remain level over the length of the drain field.
c) Dewatering may be required for all excavations that penetrate the groundwater
surface. Dewatering costs shall be incidental to the excavation. If ground water is
encountered during the excavation for the septic s~vstem, notify the engineer
immediately.
3.2 EXCAVATION
a) General: The Contractor shall accomplish all excavation required by the drawings
through whatever substances encountered, to the depth as shown on the plans. All
excavation shall be accomplished in accordance with the State of Alaska safety code
and other apphcable safety requirements.
b) Water Removal: Water is expected in the limits of excavation as evidenced by the soil
test pit information. If an apparent water table is observed in any of the excavations
less than 5 feet below existing grade, notify the engineer immediately.
3.3 INSTALLATION
Septic Tank
1. After excavation the tank shall be placed on undisturbed soil on a level grade
at a depth as indicated on Drawings. Backfill around the tank with
structural fill. Fill shall be installed in 12 inch lifts, compacted to 95%
maximum density. Any damage to the protective coating during inst~llation
shall be repaired as recommended by the manufacturer.
2. The tank inlet shall be set at the elevation shown on the drawings. Care
shall be taken during installation to ensure the proper elevation drop
between the inlet and the outlet. Install flexible ~furnco' rubber fittings at
connection from tank to inlet and outlet pipes as indicated on Drawings.
Joining Pipe Sections
1. Pipes shall be joined to one another, to the polyethylene fittings,
cleanouts, and electrofusion couplings.

Cleanouts:
(1) All earthwork and fill necessary to install the cleanouts shall be
considered incidental.
Jointing:
a. Fit the heat channel in place, ensuring that ends are deburred and
square to allow easy passage of electrocal or glycol heat trace.
b. Fit the insulation half-shells snugly in place. Band with strapping to
hold tightly in place.
c. Heat Shrink Coupling: Cover entire exposed joint plus an overlap of four
inches on pipe coated on either end. Heat in accordance with
manufacturer's instructions.
Installation:
a. Install insulation half-shells and heat-shrink wrap at pipe connections.
Maximum gap in half-shells shall be ¥4 inch.
b. Lower assembled insulated pipe carefully into trench. Do not allow
joints to deflect greater than the elastic capacity of the heat shrink
sleeves. If sleeves are found to be damaged, reduce the deflection and
repair the damages sleeves.
c. Tolerances:
(1) Lay mains to indicated line and grade. Perform earthwork in
accordance with the Drawings.
(2) Minor Changes in Direction: Pipe deflection will be allowed for
small changes in direction, provided that the pipe bending radius
is less than 30 times the diameter of the outer jacket of the
insulated pipe system.
C. Drain Field
a) The drain field area shall be excavated to the elevation and dimensions as shown
on Drawing. Remove all organic and silt material to the top of the well-graded
sand layer. After excavation, the open bed shall be protected from surface runoff
to prevent the entrance of silt and debris. Under no circumstances shall the use
of heavy equipment be pe~u~itted on the drain field surface. All smeared or
compacted surfaces shall be raked to a depth of 1 inch, and loose material
removed, before any of the drain rock is placed.
b) After all organic and silt material is removed, sand bedding shall be placed to an
elevation shown on the drawings. Sand shall not be compacted.
c) The bottom of the bed should be as level as practical.
d) The gravel-less system and distribution piping shall be installed as shown on the
drawings.
e) The drain field shall then be backfilled with sand bedding to a depth of 1.0 above
gravel-less system. Filter fabric and insulation shall be placed over the sand bedding.

Backfill above insulation with material excavated from the building pad to the
elevation sho-em. The material shall be mounded over the drain field as shown on
Drawings. Backfill of drain field shall not be compacted.
D. Close-Out
A. Contractor shall submit unqualified as-built drawings and certificates on MOA
approved forms to the Engineer, and MOA for approval to Operate.

Your request for a waiver of the required 100 feet horizontal separation from the
absorption field and septic tank to surface water has been approved. The approved
separation distance is 75.0 feet.
This waiver approval applies to the existing absorption fieldandseptictank to
surface water separation only. Any future upgrade to the on-site wastewater disposal
system will require all separation distances be met or another approval from this
department.

Septic System Upgrade Permit Request
Gentlemen:
My £nuu was contacted to upgrade the existing septic system serving this lot. The existing
system is designed for three bedrooms and the owner would like to increase the size of his house
to four bedrooms. A single test hole was excavated on August 19, 2002 on the lot. The soils
report and a percolation test result is attached. Ground water was monitored for seven days. No
bedrock or ground water was encountered in the test hole. However, past experience has shown
that ground water is present in this subdivision at a depth of approximately nine feet. This will
be used for the ground water design depth. There is surface water on the surrounding lots. The
proposed upgrade and reserve area are located greater than 100 feet from these wet area.
The lot is approximately 25,187 square feet in size. Lot 25 slopes to the west at approximately 1
percent in the area of the test holes. The existing septic tank will be abandoned. The proposed
upgrade will be located on the eastern portion of the lot. A flow splitter will be installed to evenly
distribute the flow between the two trenches. The lot is served by a private well. The proposed
upgrade is greater than 100 feet away from existing & neighboring wells and 25 feet from the
water service lines. The existing drain field is 97 feet from the well, but a waiver was obtained in
1987. The surrounding wells are located greater than 100 feet from the proposed installation.
The proposed installation will not affect the future development of the surrounding or existing
lots. See the attached design.

Dear Mr. Spurkland:
Your request for a waiver of the 100 foot separation required
between the private well serving the subject lot and absorption
trenches serving the subject lot and the adjacent lot (Lot 24)
has been granted. The separation distances to these absorption
trenches has been waived to 95 feet.
This waiver is based on your assessment that the existing 95
foot separation does not constitute a potential for
contamination of the well.
This waiver pertains to the existing well and septic systems
only. Future upgrades or enlargements of any component of the
septic systems on the subject lot or Lot 24 are not covered by
this waiver.

Gentlemen;
We are submitting a request for waivers from the separation
distances stated in Title 18, Alaska Administrative Code Chapter
80.020
On a Health Authority Inspection conducted on April 2, 1987, it
was found that the drainfields on Lots 24 and 25 were 95 feet and
97 feet distant from the well on Lot 25. Said well is 142 feet
deep. The installation of the septic systems were inspected by a
Municipal Inspector who noted the distances to the well. The
permit for Lot 24 has a note on it that a waiver is granted for
85 feet from well to tank.
The installation was accepted by the Municipality in spite of the
noted non-compliance with the code.
There is absolutely no possibility that the separation distance
of 95 feet constitute a potential for contamination of this well.
I request that a waiver be issued for this property.

Subject: Fee Schedule For Waivers
Gentlemen;
I was informed that the fee schedule for the Health Depart-
ment is up for review and may be revised in the near future.
During this review I would appreciate if an unfair situation
caused by this fee schedule could be resolved.
In the past the Health Department ~was lax in enforcing the
requirements of the Municipal Code. Waivers for the required
separation distance of 100 feet between well and elements of the
septic system were routinely granted down to 85 feet. In some
cases the construction permits will have a waiver noted on them,
in other cases the Municipal Inspector has noted on the inspec-
tion report that the separation is less than the required 100
feet. No effort was made to satisfy the Code Requirement even if
the requirements could easily be meet by moving the tank or the
trench. These systems were approved by the Department with the
noted deficiencies.
At present the Health Department does not honor these wai-
vers and requires that a formal waiver request be submitted
together with a fee of $ 240.00 for a tank waiver and $ 340.00
for a waiver for the field. There is no quarantee that a formal
waiver will be granted. Each case is judged on its own merit.
Of the three requests I have submitted this year, for systems
with previous approval by the department, all have been granted,
but I do wonder what will happen if a request for waiver
turned down.
These fees and the uncertainty of not knowing if the waivers
will be granted is not appropriate when the owner/builder in good
faith obtained a permit from the Department to install wells or
septic systems with less separation distances than 100 feet or
paid an inspection fee to the Department to have a Municipal
Inspector inspect the installation to insure compliance with the
Code.
Another problem situation is when a second builder has
installed a well or a septic system too close to his neighbor and
the neighbor is seeking refinancing or is selling his house. It
is the neighbor who has to obtain the waivers and pay the fees,
though he did not create the non-compliance in the first place.
I hope some considerations can be given to these situations.

ON APRIL 2, 400 GALLONS OF CLEAN WATER WAS
ADDED TO THE SUMP WHILE THE WATER LEVEL WAS MONITORED. NO WATER
ENTERED THE EMPTY TANK. 400 GALLONS CAUSED THE WATER LEVEL IN THE
TRENCH TO RISE 8 INCHES. AFTER 45 MINUTES THE LEVEL HAD DROPPED
2.5 INCHES AND AFTER 24 HOURS THE LEVEL WAS BACK TO 20 INCHES.
TEST RESULT:
THIS SYSTEM MEETS THE CODE REQUIREMENTS

The operational life of all septic systems depends on the local
soil conditions, groundwater levels that may fluctuate during the
year, and the water usage of the family being served by th~
system. These conditions are outside the control of the evaluator
of this septic system. We can therefore not give any estimate of
how long the system will continue to meet the operational requi-
rements of the Municipality and State.

WATER LEVEL WAS FOUND AT 117 FEET BELOW TOP OF CASING. WELL IS
143 FEET DEEP. AFTER 20 MINUTES OF PUMPING WATER LEVEL WAS AT 142
FEET AND REMAINED AT THAT LEVEL FOR AN ADDITIONAL 45 MINUTES. A
TOTAL OF 400 GALLONS WERE WITHDRAWN IN A TIME PERIOD OF 55
MINUTES. THE RECOVERY RATE WAS MEASURED FOR 10 MINUTES. DURING
THIS TIME THE WELL RECOVERED TO 122 FEET, OR 80%.
TEST FOR COLIFORMS: WATER WAS TESTED FOR COLIFORM BACTERIA ON
APRIL 1, 1987. TEST WAS NEGATIVE.
TEST RESULT: THIS WELL MEETS THE REQUIREMENTS OF THE
MUNICIPALITY OF ANCHORAGE.
The Municipal requirement for well flow is 150 gallons of water
per bedroom per 24 hours.This well surpasses this requirement.
The assessment of the condition of this well applies only to the
conditions as of this date. The flow rate of the well may change
due to subsurface conditions that may not be observed from the
surface, and changes in land use and other factors that may
impact the conditions of the aquifer feeding the well.
