Box 19-6650 Anchorage, AK 99519 Dear Sirs: The purpose of this letter is to provide the required design narrative in support of our application for a permit to upgrade the wastewater disposal facilities on Lot 1, Block 2, Lake O' The Hills East S/D, located at 7200 Mountain Lake Circle. The existing wastewater disposal system is no longer able to accept the wastewater flow generated inside the residence. A soils log, perc test results, a site plan, design drawings and specifications are enclosed for your review. The proposed system will be constructed in the vicinity of test hole # 1. As can be seen from the soil log, the native material between 3 feet and 10 feet below ground level is clean sandy gravel with a measured perc rate of less than 1 minute per inch. This gravel is underlain by another 4 feet of clean sand which will also perc at less than 5 minutes per inch and will serve as filter material. Using the soil application rate of 1.2 gpd/sq, ft. specified in the wastewater ordinance, this 4-bedroom residence requires a total absorption area of(4 x 150)/1.2 = 500 square feet. The proposed 40-foot long trench design with an effective gravel depth of 8.0 feet has a total absorption area of 640 square feet. The topography of the lot in the area of proposed construction is generally level, with a slight slope downwards towards the north and west. We propose to continue utilizing the existing 1250-gallon septic tank that was installed in 1995, and to install a "Bull Run" diverter valve between it and the new 500-gallon lift station. This will allow effluent to be switched back to the original 1983 soil absorption trench, as desired by the homeowner to maximize the longevity of the new system. It should be noted that both the existing septic tank and the oril~inal soil absorption trench are less than the required 100 feet from a creek that flows more or less along the south property line. The distances I recently measured, of 71 feet and 77 feet respectively, are dimensioned on the site plan. In October of 1987 DHHS issued a waiver (WR87-068) for the original system, noting that the creek is approximately 80 feet from the septic system. I did not find any record of the waiver being specifically addressed and extended to apply to the 1985 septic tank; in fact the inspecting engineer certified at the time that the replacement tank is >100 feet from surface water. On November 15, 2001 I spoke with Dan Roth at MOA DSD regarding the status of the waiver with respect to existing system components. Mr. Roth informed me that DSD would continue to accept the original waiver as being applicable for existing septic system components, so long as the proposed new lift station and soil absorption trench are located more than 100 feet from the creek, as they are in the design. The proposed project will have no significant impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any significant impact on reserved space-surface and subsurface, or on drainage. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform to Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. Specific care shall be taken to maintain 10 feet separation from the garage foundation and the west property line. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. The contractor shall arrange to have the location of the water service line marked so as to ensure that relevant septic system components are installed a minimum of 1 O-feet away from the water service lin~ 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Septic Tank: 2.1 The existing 1995 septic tank may be retained in service. The presence of a foundation cleanout shall be confirmed, or a new one installed. 2.2 A "Bull Run" diverter valve shall be installed between the double cleanouts downstream of the septic tank allowing effluent to flow by gravity either to the new lift station or to be diverted back to the original soil absorption trench. The waste line from the septic tank to the lift station shall have a minimum slope of 1/8" per foot. 3.0 Lift station: 3.1 The lift station shall be installed in a separate 500 gallon tank. The lift station package shall be an "Orenco" system as supplied by Anchorage Tank. The tank shall be fabricated of sufficient strength to withstand the anticipated burial depth of approximately 9. S feet. 3.2 The contractor shall be responsible to obtain the necessary Municipal electric permit and inspection, and shall provide a copy of the electrical inspector's report to the engineer overseeing the construction of the wastewater disposal system. 3.3 The lift station shall be equipped with a watertight, insulated manhole riser and cover extending a minimum of 6" above final grade with positive surface drainage away from the manhole. The contractor shall be responsible for determining the necessary length of the manhole riser. 3.4 The on, off, and alarm floats shall be set at the elevations specified by the lift station supplier, and their proper operations shall be verified by the contractor. 3.5 The discharge line from the lift station to the soil absorption system shall be 1.25" dia. Sched 40 PVC. All pipe connections in the distribution system shall be glued, and the ends of all pipes capped. 4.0 Soil absorption system: 4.1 The soil absorption system shall be constructed by excavating a 40-foot long trench to a depth of 11.0 feet below existing ground level. 4.2 The bottom of the excavation shall be level. Any compacted or smeared surfaces shall be raked to allow proper infiltration. 4.3 A total of 8.3 feet of approved sewer gravel shall be placed in the bottom of the excavation with the perforated distribution pipes laid level such that the pipe inverts are no less than 8.0 feet above the bottom of the sewer gravel. The distribution pipe shall be 1.25" dia. Sched. 40 PVC with 3/16" dia. holes drilled in the bottom at 2.0-foot spacings starting 1.0 foot from the end of the trench. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing the #200 sieve. 4.4 Monitor tubes shall be of 4" diameter and installed in the locations shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 4.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A minimum of 2 feet of soil cover is to be placed over the filter fabric. If the soil cover thickness is less than 3 feet, two inches of rigid, burial type insulation is to be placed over the entire top surface of the gravel, in addition to the filter fabric. 4.6 The top surface of the cover material shall be raised a minimum of 6 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes shall be no steeper than 3:1. 4.7 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to have the site finish graded after the backfill material has stabilized, and for placement of adequate topsoil and seed to promote rapid revegetation of all areas disturbed by the construction. 5.0 Inspections: 5.1 A minimum of 4 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3) after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (4) after rough backfill and grading is complete. The lift station tank requires one inspection after it is set level and the piping connected, but prior to backfill. This inspection may be incorporated with any of the above inspections. 5.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. The subdivision is served by a community well and the tank is in excess of 200' from that well. The soil in this area was originally tested at a percolation rate of 12.8 minutes per inch. The scope of this project includes the removal and replacement of a 1,250 gallon septic tank. 2. Construction shall be in accordance with the approved site plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. 3. The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system and verification of the location of all lot lines. 4. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. Property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. 5. Contractors installing wastewater disposal systems must be certified by the Municipal Department of Health and Human Services for system installations. Owners installing their own systems must receive prior approval from D.H.H.S. before beginning system installation. SEPTIC TANK INSTALLATION/REPAIR 1. A septic tank is to be constructed by a certified septic tank manufacturer. Construction shall include two 4" cleanouts for pumping access. 2. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank. Lot1, Block 2, Lake 0 The Hills East Subdivision July 15, 1995 Page Two 3. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. 4. Septic tanks installed without 4' of cover shall have a minimum of 2" of direct burial insulation. 5. A foundation cleanout shall be installed one to four feet from the building foundation. Two cleanouts shall be installed between the tank and the drainfield. The first cleanout shall be located on undisturbed soil not more than 10' from the tank. The first cleanout shall be to clean toward the drainfield. The second cleanout shall be to clean toward the tank. 6. Final grading over the septic tank shall be such that a positive slope exists away from the septic tank. DRAINFIELD CONSTRUCTION (NOT REQUIRED THIS WORK): 1. The drainfield shall be constructed to the dimensions shown on the design. The bottom of the bed shall be within 2" of level. The bed shall not be installed on a slope greater than 10%. 2. Distribution piping must be placed level with perforations down atop a level bed of drainfield rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. 3. A silt barrier or geotextile fabric must be placed between the drainfield rock and the natural soil backfill. 4. Monitor tubes must be 4" in diameter and installed at the locations shown on the design. The portion below ground must be perforated. Contractor shall verify the septic tank and drainfield are a minimum 100' away from any private water wells in the Lot 1, Block 2, Lake O The Hills East Subdivision July 15, 1995 Page Three area, 150' from a Class "C" Well or 200' from any community well. 6. Direct bury insulation must be' placed over the distribution system if less than 3' of backfill depth is available. Finish grade over the bed must be mounded to prevent settlement or depressions. 7. Grade area surrounding the absorption trench to drain away. 8. A minimum 2' of filter sand is required below the drainfield rock. The sand must meet the specification outlined below. MATERIAL SPECIFICATIONS: 1. Septic tanks must be constructed by a Municipally approved septic tank manufacturer. 2. The following pipe materials are approved for use in septic system installations in the Municipality of Anchorage: Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662 or A.B.S. (perforated and solid). 3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical Co. Styrofoam HI or equal). 4. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Fernco, or equal). 5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed between the final drain rock layer and the native soil. layer. 6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the #200 seive. 7. The maximum diameter of the smallest 10 percent by weight (effective grain size) of the particles shall be between 0.25 (Number 40 seive) and 1.0 millimeters (Number 18 seive). b. The ratio of the maximum diameter of the smallest 60 percent by weight of the filter particles to the maximum diameter of the smallest 10 percent by weight (uniformity coefficient) shall be less than 4.0. c. Not more than five percent by weight of the particles shall be finer than 0.074 millimeters (Number 200 seive). INSPECTIONS: A minimum of two inspections are required by Municipal Ordinance. These inspections must be conducted under the supervision of a professional engineer registered in the State of Alaska. The first inspection must be conducted after the excavation of trenches, beds or pits and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled. The second inspection must be conducted after the placement of the geotextile fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No backfill should be in place at the time of inspection. Contractor shall provide a copy of all field survey layout and construction notes for use in preparing the certified as-built of the completed system. Wien Alaska Environmental Control Services 1200 West 33rd Avenue, Suite B Anchorage, Alaska 99503 Subject: Lot 1 Block 2 Lake O' the Hills East Subdivision Waiver Request WR87-068 Dear Mr. Wien: The department has considered your request for a waiver of the 100 foot separation required between the septic system on the subject lot and a creek running along the south property line. This creek is located approximately 80 feet from the septic system on the subject lot at its closest point. During a site investigation, department staff found that site ~onditions were such that the risk of contamination of the creek from the septic system is minimal. A DHHS groundwater monitoring well located approximately 150 to the north of the septic system had a static water level of 17.5 feet below grade. The static water level in this well is approximately 15 feet below the water level in the creek. This is an indication that the hydraulic gradient slopes away from the creek to the north, reducing the potential of contamination of the creek from the septic system. The absorption trench was found to be dry, with little or no ponding. The original soils and percolation test performed prior to the installation of the system indicate that the soils are likely providing adequate filtration and:treatment of the wastewater effluent. Given the site conditions alluded to above, a waiver of the 100 foot separation requirement has been granted. This waiver runs with the property and does not expire upon change of ownership. It should be noted that if site conditions change significantly (i.e. a major change in the stream channel) this waiver may be rescinded. Test results show the system to be performing adequately. The lot is served with a community well. From my field inspection, I found that the creek to the south of the system is 79 feet from the septic tank cleanout pipe. Referring to the sewer asbuilt, the trench would be approximately 80 feet from the creek. A total of 20 feet of the trench line, or 26 percent, would be within the 100 foot setback requirement of the creek. A Health Authority application has not been ordered and is not needed for the sale of this house, however, the situation does need to be corrected. To the east of the culvert is a horse lot which has several streams which converge and enter the double culvert system. This is shown on the attached photographs. On the west side of the road where the double culverts exits the road a photograph shows how the stream has been ohannelized. The culverts are perpendicular to the road and the centerline of the northern most culvert is 163 feet to the cul de sac centerline, This is very close to where the original culvert shows on the photograph. However, the photographs show the stream going under the road as a diagonal. The placing of the culvert at a 90 degree angle now causes the water to have cut into the subject lot. Also, the photographs clearly show a patch where the original asphalt has been cut to install the new culverts. Down 1200 Wes* 33rd Aucnue. Sui~c 6 · Anchoraq¢. Alaska 99503 ,,(907) 561-5040 stream some feet from the road is where the stream appears to return to it's original shape. This is shown on the photographs and an arrow points out where it is located. The area to the south of the culverts is where the original stream probably crossed. At that location there is sewer rock along the stream bottom and the north side of the stream. The photograph indicates that the original stream was probably more to the south than the existing stream. The beginning of the sewer system is beneath a decorative mound which appears along the driveway and along the street. The septic tank is on the stream side of this mound, where the sewer system itself is under the mound and to the north of this mound. Levels were checked to determine the relative elevations of the stream and the system componets. .The level of the water in the stream is 0.2 feet above the septic tank outlet and 0.35 feet above the trench pipe. At installation of the system the soils were dry to 16 feet below the ground level. There is no water flowing between the creek and the field. The relative elevation between the pipe in the trench and the stream surface is close enough that the odds of sewage moving from the field to the stream is remote. The soils are a silty gravel that had a percolation rate of 178 square foot per bedroom, which is definitely considerably tighter than filter sand. We have not been able to get any results that would indicate when this culvert alignment had been changed. The evidence points to the fact that at the time the system was installed it met the requirements of being 100 feet from the stream. However, subsequent to the installation, the stream location has been changed. This approximately 10 to 15 feet relocation of the stream would now bring this system into violation of the stream separation distances. To the east of this lot is a lot containing at least two horses and a lake which contain numerous ducks and geese. The pollution effect of these animals on the stream is going to far exceed anything that would be detectable as a human source. Since the movement of the stream was under the control of the Municipality of Anchorage or a quasi-governmental agency, it is my feeling that the homeowner should not be held responsible for the stream change. However, I don't believe there are sufficent health effects that would result from this spacing that would require the necessity of the stream to be relocated. As the northern most culvert is eroding the homeowners property, it is recommended that the responsible agency perform some maintenance on this culvert. Rip rap should be placed along the south lot line from 10 feet west of the culvert to the culvert to prevent further loss of land. Also, the entrance to the culvert is such that the northern most culvert is the culvert of predominent flow. Convert the southern most culvert into predominent flow by moving some sticks and debris from the southern most culvert and slight channeling of the stream by hand to enhance the use of the southern most culvert. Remove debris and rocks from the outlet of the offending culvert. It is doubtful if the location of the very end of this septic system to the existing stream will create a health hazzard. In summary, it is recommended that the owner of the property be granted a waiver of the distances of the septic tank and trench to the stream to 79 feet. Corrections to keep encroachment from continuing should be done by the appropriate governmental agency and should be completed before next spring. Sincerely, Alan C.
