BOX 240773 ANCHORAGE, AK 99524 522-7773 677-7766 (FAX) August 24, 2017 Municipality of Anchorage Development Services Department On-Site Water and Wastewater Program 4700 South Bragaw Street Anchorage, AK 99519-6650 Subject: Lot 8, Block 3, Denali View Subdivision Septic System Design and Permit Application Impacts to Adjacent Properties Dear Onsite Services Engineer: The owner of Lot 8, Block 3, Denali View Subdivision is currently on a 4,000 gallon holding tank and has requested a new septic system be installed to serve the house. We are therefore requesting a permit be issued for the construction of a new septic system to accommodate the home and ADU. The attached Site Plan and backup documentation identify the location and configuration of the existing well and holding tank along with the proposed septic system. The wells on the adjacent lot are shown and no conflicts are found between the proposed septic system and the wells on neighboring lots. Drainage arrows are shown on the site plan indicating the grade and direction of flow on the lot. The drainage pattern will not be changed as a result of this project. The holding tank on the lot will be decommissioned in accordance with Municipal Code. The new tank will be placed near the same location, but more than 100' from the well on the lot. A lot line waiver will be required as the tank will be approximately 2' from the westerly lot line. In addition, we are requesting the design be reviewed in conformance with the new code as the encroachment to bedrock will be less than 6'. The system is pressurized and meets the new requirements for a minimum separation of 4'. The holding tank was placed in 2004 to replace a septic system which functioned successfully for more than 25 years. The conditions found in our recent exploration indicate a Category III system can be placed on the lot. The owner of the property has elected to proceed with the new system to enhance the sale ability of the lot. A test hole placed on the lot in the area of the proposed absorption trench indicated gravel and sand (GW/SW) with minor amounts of silt in the zone specified for the absorption trench. The percolation rate of the soil was determined to be 2.8 minutes Lot 8, Block 3, Denali View Subdivision August 24, 2017 Page Two per inch. No groundwater was found during the placement of the test hole. An application rate of 6.0 gallons per day per square foot was used in the design of the absorption system. We are proposing to place a new 1,500-gallon Advantex Treatment FAP Tank with a pump vault discharging to a 20' long by 5' wide by .5' effective depth absorption trench to treat and dispose of the effluent generated in the house. The elevation of the distribution line in the absorption trench will be 2' below the surface and the total depth will be 2.5'. A minimum of 3' of fill or 2" of insulation and 2' of fill will be placed over the absorption trench and 4' over the septic tank. The ground surface on the lot in the area of the septic system slopes to the west at a slight grade. The area is at the toe of a steep 10' high slope, but is fairly level. The new trench will be constructed parallel with the contours of the slope as much as possible in conformance with Municipal requirements. The new septic system will be constructed a minimum of 100' from all wells and any surface water and 10' the proposed and existing water services in the area. If the system is constructed in accordance with our design the following statements apply: 1. The system, if constructed as designed, will have no adverse impact on the wells in the area or those to be constructed in the future. 2. The system, if constructed as designed, will have no adverse impact on existing septic systems in the area or those to be constructed in the future. 3. The system, if constructed as designed, will have no adverse impact on reserve space, either surface or subsurface, on any lots located in the area. 4. Box 196650 Anchorage, AK 99519-6650 Subject: Lot 8, Block 3, Denali View Subdivision Separation Distance Waiver Septic System to Lot Line Dear On Site Services Engineer: Lot 8, Block 3, Denali View Subdivision currently has a 4,000 gallon holding tank on site to collect the sewage from the house. The owner wishes to place the house on a new Advantex Treatment System. The well on the lot limits the surface area available for placement of the new system. The topography and the presence of bedrock further restrict the available area. The soils in the area are silty gravel with sand which is excellent for the absorption of septic effluent. All absorption is expected to be downward with little or no migration. The trench does not impact the property to the west as it is more than 100' from the septic system on this lot. The new tank will be placed at the same location as the existing holding tank which currently 2 from the property line and has a lot line waiver. We request a waiver be issued allowing the new Advantex Treatment System and absorption trench to be constructed at the location described herein at 2' from the west property line. The Chapters include minimum separation distance requirements for private drinking water wells and septic systems. The requirements represent a conservative approach to protecting public health. Occasionally, the construction or upgrade of a property's well or septic system cannot be accomplished without reducing the code required separation distances. The subject property owner's engineer has formally requested a waiver be granted to allow the absorption trench to be 2 feet from the west property line of Lot 8, Block 3, Denali View Subdivision. On-site has reviewed the engineer's request and supporting documents, and is satisfied that the public health will be maintained with the reduced separation distance. A waiver approving the requested separation distance will be issued in accordance with the code. AMC 15.65.140 requires all adjacent property owners be notified seven (7) days prior to issuing a separation distance waiver. The existing soil absorption system has been discharging effluent onto the surface of the ground and the o~mer has been served by DHHS with a Notice of Violation. A site plan as well as design drawings and specifications are enclosed for your review. The existing soil septic system was installed in 1977 for a 4-bedroom single family residence and (according to the approved as-built inspection report on file) consists ora 1250-gallon septic tank that discharges effluent into a 58-foot long soil absorption trench containing 6 feet of sewer gravel. Both components are too close to the well, and the ground surface along the trench alignment slopes steeply dox~rd. Soils tests that we conducted during this past summer on the adjoining Lot 7 indicate the presence of shallow bedrock overlain by poorly permeable silt. Steep slopes and poorly situated wells further constrain the upgrade options. Thus, it appears that the only permissible solution is to install a holding tank to serve this dwelling. Despite the fact that this area is zoned for single-family dwellings, for the past several years this residence has contained as many as 3 rental units. When this discrepancy was brought to the attention of the owner he agreed to convert the property back into single-family configuration. Thus, this permit request is for a holding tank to serve 4-bedroom single-family residence. The topography of the lot slopes downwards towards the north at approximately 25%. The driveway and garage have been cut into this slope creating a steep bank up to~ds natural ground to the south. The proposed 4000-gallon holding tank is oversized to reduce the frequency of necessary pumping. This will also allow the incorporation ora larger remaining available volume between the time the high level alarm signals the need for pumping and the tank actually being full. This will reduce the possibility ofthe tank overflowing before a pump truck is able to make it up to the property, which can be difficult to access in winter. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform to Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Holding Tank: 2.1 The existing 1250-gallon septic tank must be pmperiy abandoned by thoroughly pumping, removing the top and backfilling with soil. 2.2 The new 4000-gallon Municipally approved holding tank shall be installed in the approximate location shown on the site plan. The tank shall be set level on undisturbed soil and buried a minimum of 5 feet below final ground surface to prevent flotation. The contractor should be prepared to de-water the excavation, if necessary. The contractor is advised that he may encounter bedrock in the course of excavating the hole for the holding tank, which ma), necessitate specialized digging equipment. 2.3 Care shall be taken to position the tank beyond the edge ofthe driveway while maintaining the required 5-foot separation from the west property line. If this cannot be accomplished, then the engineer shall apply for a waiver allowing a lesser separation distance from the lot line at the time of submittal of the as-built inspection report. If bedrock conditions make it impossible to install the tank in the location shown, a secondary site near the northwest comer of the residence may be used, provided it is outside the 75-foot protective radius surrounding all private wells. 2.4 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The ASTM D-3034 waste line from the residence to the holding tank shall have a minimum slope of 1/4"' per foot. A cleanout shall be installed prior to the 90 degree "ell" fitting upstream of the tank. The portion of the waste line that passes under the driveway shall be insulated with 4 inches of rigid insulation that is 2 feet wide. 2.5 The holding tank shall be equipped with a low voltage, high level float that triggers an approved visible and audible alarm mounted inside the residence. The float shall be positioned to trigger the alarm when the fluid depth is approximately 57 inches above the bottom ofthe tank, thereby leaving 600-800 gallons of capacity remaining in the tank at the time the alarm first sounds. 3.0 Inspections: 3.1 A total of 3 engineering inspections will be required during the course ofthe project: (1) initial stakeout with the contractor to establish the.location of the system and to discuss the plans, specifications and construction procedures, (2) after the tank has been set level in the excavation and the piping connected and alarm installed, but prior to backfill, and (3) after final backfill and grading is complete. 3.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. Smothers Anchorage, Alaska Dear Mr. Smothers: Soil Boring and Infiltration Test Lot 8, BlOCk 3 Denali View Subdivision A soil investigation was conducted on April 30, 1977 on your Lot 8, ~Block 3 of the Denali View subdivision. The purpose of the investigation was to identify soils and check water percolation rates within the area of a proposed seepage pit on your property. A test boring was made to a total depth of 15 1/2 feet at the approximate location shown on Figure 1. Soils in the boring are also shown on Figure 1. Wa,~ter was encountered in a gravelly layer at a depth of 12~eet during the boring opera- tion and the water level remained at that depth upon completion of the test boring. An approximately 2-foot thick layer of silt was found beneath the gravelly layer which did not contain free water. Bedrock was encountered at a depth of approximately 15 1/2 feet, beneath the silty layers. A second test boring ~was drilled approximately 5 feet northeast of Test Boring 1, as shown on Figure 2. The purpose of the test probe was to confirm water levels .and bedrock contact. A preliminary water infiltration test was done by in- jecting water into Test Boring 1 at a rate of approximately 1 gallon per minute. The initial purpose of this water injection was to fill the hole to the surface in order to allow saturation of adjacent soils prior to final permeability testing. As shown on Figure 1, the water level prior to injection of water on April 30 was at 12 feet below the ground surface. Through- out injection of approximately 20 gallons of water the water level rise in the test boring was insignificant (less than 1 inch). Based on the rate of injection and lack of water Mr. Lester L. Smothers May 2, 1977 Page -2- level rise, the soils in Test Boring 1 were receiving water at a rate great_er than 8.5 in ' e. Test Boring 1 was left o~h'~v-~rnight. on May 1, the next day, the total depth of hole in Test Boring 1 was again measured. The hole had caved back to a depth of 12 1/2 feet below the ground surface. The water level was at 12 feet below the ground surface as was previously reported the day before. Fifteen gallons of water were poured into the test hole at a rate of approximately 15 gallons per minute. Insignificant percolation occurred over the next 2 hours. It is our conclusion that the silty gravel layer between 7 and 14 feet below the ground surface in Test Boring 1 has high relative permeability. A 2-foot thick layer of sand and silt was found beneath the silty gravel and above bedrock in both test borings, 1 and 2. This sandy silt layer was found to be dry in both test borings. Therefore, we con- clude that the water injected into Test Boring 1 on April 30, 1977 was entering a perched groundwater system occurring within the silty gravel layer identified on Figure 1.
