GENERAL: The existing 2 bedroom home is served by a private well and septic system. The homeowner wishes to upgrade to a 4 bedroom septic system. A test hole was excavated on the property. We are proposing to design the septic system around the 30 foot radii of this test hole. Due to limited area, we are proposing to use an Advantex treatment system and a deep trench type drainfield. 2. SOILS: See the attached log, which shows the soil classifications, groundwater monitoring, and the percolation test results. 3. DRAINFIELD APPLICATION RATE: The intent is to install an Advantex Treatment System that will allow the use of a small drainfield in the area around the 30 foot radii of the test hole. A percolation test was performed in the test hole between the depths of 4.0 to 4.5 feet and found the rate was 18.5 minute/inch. The Advantex system has received class III approval and ~ve are going to conservatively assume an application rate of 3.0 GPD/FT2. 4. TRENCII DESIGN: a. Percolation Rate: 18.5 minutes/inch b. Proposed Application Rate: 3.0 gallons/day/ft2 c. Number of Bedrooms: 4 d. Design Flow: 600 gallons per day e. Minimum Absorption Area: 200 ft2 f. ORENCO PACKAGE SYSTEM: The STEP tank with the Advantex Treatment System will be manufactured by Anchorage Tank & Welding to meet the latest design criteria established by Orenco Systems, Inc. The point of contact at Anchorage Tank is Lowell McNutt. As with their standard STEP tank, it is equipped with a high water alarm per M.O.A requirements. 6. WELL WAIVER REQUEST: We request your department grant the following waivers: A 75 feet waiver from the existing ~vell to proposed septic system. A 80 feet xvaiver from the existing ~vell on Lot 12, Block 2; Flat Top View Subdivision # 1 to proposed Advantex Treatment System. Justification for the waivers: · See the attached letter that was provided to Jim Cross regarding the high nitrate levels in both of the subject ~vells. The letter addresses the performance (in regards to nitrogen removal) of the Advantex AX-20 system operating in a Mode I configuration. Based upon our MOA directed test data of the initial Advantex systems, the AX-20 units that were plumbed bt a Mode I configuration came very close to meeting the MOA definition of a nitrogen reducing system. Itt short, the htstallation of the Advantex 3fode I system will be a significant health/environmental intprovement over the existing cesspool. · The lot is sloping down from the existing ~vell to the proposed septic. The existing house is in between the well and the proposed septic system. If the septic system were to overflow, the effluent ~vould not travel towards the well head. In short, the only path of contamination would be subsurface migration of the effluent. The well on Lot 12, Block 2; Flat Top View Subdivision #1 is lo~ver in elevation the proposed septic system but if the system was to overflow it ~vould be in a very visible area and would be immediately addressed. Also the effluent would have to travel through a commonly used alley~vay. Further protection will be provided by the Advantex Vericomm monitoring system that will notify Anchorage Tank & Welding, via email, of any high water condition or operational problems. · There is no ~vell log for the subject property. Attached are copies of well logs from surrounding properties: The aquifer is over 40 feet deep and confined beneath various strata/mixtures of silt, sand, & clay. Given the geological profile, it is quite probable that the source of nitrate contamination is not the septic systems within the immediate vicinity. In other~vords the aquifer may be being contaminated further upgradient from Flat Top View Subdivision. · The Advantex fiberglass tank will not rust and leak effluent. SURFACE WATER: There is no surface water within 100 feet of the proposed septic system upgrade. 8. TOPOGRAPIIY: The average topography around the proposed drainfield is relatively flat. In short, there are no slope concerns. 9. LOT LINE WAIVER REQUEST: We request a 1 foot lot line waiver from the west lot line to the proposed drainfield. I am tma~vare of any adverse impacts this waiver would have on adjacent wells or septic systems. 10. CLOSING: I am open to any suggestions from your department that would be an improvement to the proposed system. Dear Mr. Cross, We are currently preparing a design package for a septic system upgrade on the subject property that will require the installation of an Advantex system. The new drainfield will have to be placed within the 100 foot radius of the well that serves the subject property as well as Lot 12, Block 2 of the same subdivision. Water samples were taken from both wells and the results were satisfactory for bacteria, but high for nitrates: · Lot 1,Block2:9.71 mg/L · Lot 12, Block 2:12.1 mg/L. On 4/25/01 level was 8.96 mg/L AKWWC sampled this well and the Nitrate The existing septic system on Lot 1 is believed to be a cesspool and is located greater than 90 feet from the well on Lot 1, and approximately 80 feet away from the well on Lot 12. It is known that standard septic tank effluent typically has a total nitrogen (TN) level of 40-100 mg/L (EPA Onsite Wastewater Treatment Systems Manual, February 2002, page 3-29). The TN level of wastewater in a cesspool is undoubtedly much higher because it contains large amounts of decomposing organic material. In short, it is assumed that the cesspool is discharging an effluent that has TN levels much higher than 40-100 mg/L. We are proposing to install a fiberglass Advantex tank with an AX-20 pod. The installation of a fiberglass tank will ensure that no leakage occurs from the tank and contaminates the groundwater. In short, encroachment of the new tank on either well should not be a health concern. The new drainfield will be greater than 100 feet from the well on Lot 12, and 75 feet plus from the well on Lot 1. In short, the only real encroachment concern should be the well on Lot 1. In reality, based upon the well logs from nearby properties (Lot 11, Block 2; Lot 7, Block 6901 Debarr Road, Suite 2B * Anchorage, AK 99504 Ph: (907) 337-6179 * Fax: (907) 338-3246 "1; Lot 2, Block 2; & Lot 8, Block 1) it appear that there is thick layers of silt, clay, or hardpan soils to a depth of at least 38 feet, and much deeper in most cases. In short, it is quite possible that the contamination of the aquifer is not even coming from the septic systems in Flat Top View Subdivision, but rather from properties that are adjacent to it. The proposed Advantex system with an AX-20 pod ~vas sampled during the MOA testing period, and the average TN level from 20 samples (Lakeridge Terrace, L10, B3, and South Hills, L1, B3) were 23.74 mg/L. Although, per MOA definition, this does not qualify as a nitrate reducing system, it is only several mg/L above the 20 mg/L target level. The Reactex system (earlier version of the Advantex system that had an upflow filter) had TN levels of 19.58 mg/L coming out of the STEP tank and 15.01 TN in the upflow filter effluent. In short, the upflow filter only provided a reduction of about 4.5 mg/L in the TN ........... and is of therefore of little value for nitrogen reduction. The value of the upflow filter was to further reduce the BOD levels from the STEP tank effluent that were elevated due to the fact that the system was discharging a "mixed blend" (effluent from the second compartment of the septic tank) and not effluent that is directly from the trickling filter, as is the case with the newer Advantex technology. The Advantex unit can be plumbed into what Orenco Systems calls a Mode III operation, in which a portion of the effluent is discharged back to the Advantex tank inlet, where it is mixed with incoming waste~vater that provides the carbon source necessary for denitrification. It is my opinion, based upon the tight geological profile encountered in the surrounding wells, it is quite probable that the aquifer serving Flat Top View Subdivision is being contaminated further upgradient where there is a less confining soil profile. Even if a portion of "contamination" is due to the introduction of septic system effluent from Flat Top View Subdivision, the proposed Advantex system (Mode I or III) will be a significant improvement over the existing situation. We are requesting that your department allow for us to install an Advantex septic system configured so that it can be operated in either Mode I or a Mode III (nitrate reducing).
