The subject lot was issued a permit to install a new septic tank, drainfield, and well on
10/25/2016, this permit expired on 10/25/2017. Per conversations with the homeowner
(Graham Macdonald), he would like to move forward with the installation. A site visit
was made on 5/16/2018 by GEG employee Jody Maus to confirm site conditions and
that the system would still be installed as design in 2016. Based upon our site visit, we
would like the permit re-issued and to move forward with the installation as designed.

The following is a list of your comments followed by our response to those comments:
1. Confirm Block 9 Lot 7 is vacant and label accordingly on sire plan. — Based upon our records research,
the property still appears to be vacant.
2. Confirm existing cabin on lot will be demolished or size septic for additional bedroom(s). — According to the
owner, the cabin on the property does not have any existing water or sewer service and it will
not be connected to the sewer system. It his intent to leave the cabin in place and demolishing
the cabin should not required.
3. Proposed well location and separation requirements may prohibit future residential use of Lot 29. Please
address. — The proposed well location was requested by the owner due to not wanting to run a
long water line from the well to the new house. In order to minimize the impact on Lot 29, we
have revised the site plan and design drawings to show a new well location. If during drilling of
the well the owner has issues with this well location as shown, the well driller and owner will
work directly with your department to revise the location.
4. Test hole is less than S feetfr-om bed. Please address. — Test hole #3 was excavated over 3 years ago.
Any settling concerns with the excavation of this test hole is most likely not a concern and
since we are installing 4.5 feet of sand filter, the 5 foot separation to the test holes should not
be a concern.
5. Under "Drainfield Design "for both proposed and alternate site, clay fir 3' maximum depth is 3' maximum
excavation depth. — We have revised this to show that the maximum excavation depth is 3 feet
from the highest point.
6. Test hole TH#2 is within 30 feet of the alternate site. Use higher pert rate of TH#2 for design of alternate site. —
Test hole #2 had percolation rates of 2.7 minutes/inch between 1.5 to 2.5 feet and 10.9
minuteslinch between 5 to 6 feet. We have revised our design to reflect this. According to the
table under AMC 15.65.350, a Cat II advanced wastewater system with percolation rates

between 6-15 minutes/inch only requires a 3.0 gpd/sq.ft. application rate. Based upon this, our
design shows the correct application rate.
There is less than 2 feet of native accepting soil between bottom of in-oposed field and seasonal high ground
water level. If intent is to provide ERS, request waiver and address that new code requires AWWTS. — The 3
foot seasonal high groundwater on 10/10/2013 has only occurred once that we are aware of and
was recorded during one of the highest recorded rainfalls in the month of October. Per our
conversation between GEG employee, Jody Maus and Graham MacConald, the owner, he has
stated to us that he has taken groundwater readings and has never seen the water at this level.
However, we have designed the drainfield around this high groundwater level reading. It is our
intent to provide an ERS and we are requesting a waiver to allow an ERS and not require an
AWWTS. It is our opinion that a mound system using a sand filter is technically an ERS system
and does not require an AWWTS system. We have revised the application to show the request
for this waiver.
8. Address tank buovancv. — We have placed a note on the drawing that states there must be 4 feet of
classified fill (unsaturated) placed over the septic tank to counteract buoyancy forces;
however, we request that the record drawings include buoyancy calculationbased upon the
actual conditions encountered during the installation. �D
9. Extent of mound does not appear correct on plan. Please address. —The neighboring septic system is
mounded and the utility easement has had fill placed over it to the property line. The proposed
extent of the mound has been modified on our design to show that the fill will extend to the
property line and end at the property line up against the existing fill that has been previously
placed there.
10. There is less than � feet ofcover at corners ofproposed field. Please address. — We have revised the detail
drawing to show et of cover at corners of the proposed drainfield.

Ref: Proposed Well and Septic System for Paradise Valley S/D; Block 9, Lot 30
To whom it may concern:
The proposed 2 bedroom house is to be served by a private well and septic system. We are proposing that
a 1500 gallon S.T.E.P. tank and a mounded bed type drainfield be installed. Three test holes were
excavated on the property. The drainfield will be designed around the 30 foot radius of test hole #3.
Comments regarding the design are summarized as follows:
1. SOILS: See the attached logs which shows the soil classifications, groundwater monitoring, and the
percolation test results.
2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications
3. SURFACE WATERS AND WETLAND ISSUE: There are no surface waters within 100 feet of the
proposed septic system. During our research on this property, we reviewed the MOA wetland mapping and
found that a large portion of the property is located in a "potential wetland". We discussed this matter with
Deb Wockenfuss and she recommended we contact Thede Tobish, MOA Senior Planner regarding this
issue. Mr. Tobish reviewed this parcel and responded that this area may have some potential wetlands and
that the Corp of Engineers (COE) should be contacted to have a Pre -Jurisdictional Determination performed
for this property. We have attached a copy of the email correspondence for your review. We have contacted
the owner regarding this issue and he is contacting the COE about this issue. Once he resolves this issue,
we will provide you a copy of their report.
4. TOPOGRAPHY: As can be seen on the attached topography site plan and design, the average slope
in the area is approximately 10-15% percent running east to west. There is a large enough bench where
the proposed bed will be installed that has slope less than 10 percent (-7%). Attached are some pictures
that were recently taken showing this benched area just below Test Hole #3. We have attached a profile
drawing of the proposed drainfield which shows the proposed construction of the drainfield. The drainfield
and reserve site will be located over 50 feet away from all slopes exceeding 25%. In short, there are no

This letter responds to your September 6, 2016, request for a Department of the
Army (DA) jurisdictional determination for your parcel. It has been assigned number
POA -2016-467; Potter Creek, which should be referred to in all correspondence with us.
The project site is located within Section 11, T. 11 N., R. 3 W., Seward Meridian; USGS
Quad Map Anchorage A-8; Latitude 61.05541 N., Longitude 149.77131 W.; Municipality
of Anchorage, Paradise Valley Subdivision, Block 9, Lot 30; Parcel 020-414-21-000; in
Anchorage, Alaska.
Based on our review of the information you provided and our September 13, 2016
site visit, we have determined the subject property does not contain waters of the United
States (U.S.) under Corps jurisdiction. Therefore, a DA permit is not required. A copy
of the Approved Jurisdictional Determination form is available at:
www.poa.usace.army.mil/Missions/Regulatory/JurisdictionalDeterminations.aspx under
the above file number. Please contact us if you decide to alter the method, scope, or
location of your proposed activity.
This approved jurisdictional determination is valid for a period of five (5) years from
the date of this letter, unless new information supporting a revision is provided to us
before the expiration date.
Enclosed is a Notification of Administrative Appeal Options and Process and
Request for Appeal form regarding this approved jurisdictional determination (see
section labeled "Approved Jurisdictional Determination").
Section 404 of the Clean Water Act requires that a DA permit be obtained for the
placement or discharge of dredged and/or fill material into waters of the U.S., including
jurisdictional wetlands (33 U.S.C. 1344). The Corps defines wetlands as those areas
that are inundated or saturated by surface or groundwater at a frequency and duration

sufficient to support, and under normal circumstances do support, a prevalence of
vegetation typically adapted for life in saturated soil conditions.
Section 10 of the Rivers and Harbors Act of 1899 requires that a DA permit be
obtained for structures or work in or affecting navigable waters of the U.S. (33 U.S.0
403). Section 10 waters are those waters subject to the ebb and flow of the tide
shoreward to the mean high water mark, and/or other waters identified by the Alaska
District.
Nothing in this letter excuses you from compliance with other Federal, State, or
local statutes, ordinances, or regulations.
