Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The owner of Lot 3, Block 1 , Eklutna Heights Subdivision intends to construct a new
four-bedroom home on the lot. A well is currently in place on the lot and will be utilized
to serve the house. We are therefore requesting a permit be issued for the construction
of a new septic system to accommodate the home. The attached Site Plan and backup
documentation identify the location and configuration of the existing well and proposed
septic system along with the alternate site. Also identified on the plans are the existing
wells in the area and septic systems on surrounding lots. No conflicts exist between the
proposed septic system and the existing septic systems and wells on this and adjacent
lots. Drainage arrows are shown on the site plan showing the grade and direction of
flow on the lot. The drainage pattern will not be changed as a result of this project.
The test holes placed on the lot in the area of the absorption trenches and alternate site
indicate gravel (GM) with varying amounts of sand and silt. The percolation rate of the
soil was determined to be 4.8 to 12 minutes per inch. No groundwater was found
during the placement of the test holes and none was found in either test hole during the
monitoring period. Groundwater was checked on May 15, and water was found at 13' in
one test hole and 14' in the other. This information was added to the test hole logs. An
application rate of .8 gallons per day per square foot was used in the design of the
absorption system. We are proposing to place a new 1,250-gallon septic tank and a 63'
long by 3' wide by 6' effective depth absorption trench to treat and dispose of the
effluent generated in the house. The elevation of the distribution line in the absorption
trench will be 3.0' below the surface and the total depth will be 9.0'. A minimum of 3' of
fill or 2" of insulation and 2' of fill will be placed over the absorption trench and 4' over
the septic tank.
The ground surface on the lot in the area of the septic system is flat with only a very
shallow grade to the southwest. The new trench will be constructed in conformance
with Municipal requirements. The new septic system will be constructed a minimum of

100' from all wells and any surface water and 10' from the proposed and existing water
services in the area. The septic line will be located a minimum of 25' from the well.
If the system is constructed in accordance with our design the following statements
apply:
1 . The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
2. The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
3. The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
4. The system, if constructed as designed. will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

ON-SITE WASTEWATER DISPOSAL SYSTEM
CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: LOT 3, BLOCK 1, EKLUTNA HEIGHTS SUBDIVISION
GENERAL:
1. The scope of this project includes the procurement and placement of a new
1,250-gallon septic tank at the location shown on the Site Plan. Work also
includes the construction of a new 54' long X 3' wide X 7' effective depth
absorption trench at the location also shown on the Site Plan. The
distribution line in the trench will be placed at 4.0' below the existing ground
surface. Total depth of the trench will be 11' below the existing ground
surface. The new absorption trench and septic tank must be placed a
minimum of 100' from all private wells and any surface water in the area and
10' from the water service line proposed for the lot. A minimum of 3' of cover
is required over the absorption trench and 4' of cover over the septic tank.
2. Construction shall be in accordance with the approved site plan, design
drawings, Municipal Permit with any special provisions or conditions, and all
applicable State and Municipal Wastewater Disposal Regulations.
3. The Contractor shall be responsible for obtaining all underground utility
locates and for the layout of the septic system and verification of the location
of all lot lines. The Contractor must also verify the location of wells in the
area and assure that the separation distances are met.
4. Unless specifically agreed otherwise, the contractor shall be responsible for
final grading areas subsequently depressed from soil settling. Property
owner shall be responsible for revegetation of affected areas unless
specifically agreed otherwise.
5. Contractors installing wastewater disposal systems must be certified by the
Municipal Building Safety Division On-Site Water and Wastewater Program
for system installations. Owners installing their own systems must receive
prior approval from the On-Site Water and Wastewater Program. before
beginning system installation.
SEPTIC TANK INSTALLATION
1. A new 1,250-gallon septic tank must be procured from an approved source
and installed at the location shown.
2. A septic tank is to be constructed by a certified septic tank manufacturer.
Construction shall include two 4" cleanouts for pumping access.

3. The septic tank shall be sufficiently bedded to prevent settling or shifting of
the tank.
4. All standpipes on the septic tank shall extend a minimum of 12 inches above
final grade.
5. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial
insulation.
6. A foundation cleanout shall be installed one to four feet from the building
foundation. Two cleanouts are required between the tank and the drainfield.
7. Final grading over the tank shall be such that a positive slope exists away
from the septic tank.
DRAINFIELD CONSTRUCTION:
1. The drainfield shall be constructed to the dimensions shown on the design.
The bottom of the trench shall be within 2" of level.
2. Distribution piping must be placed level with perforations down atop a level
bed of drainfield rock. Rock should then be placed over the pipe to provide a
minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between the drainfield rock
and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the locations shown on
the design. The portion below the distribution line must be perforated.
5. Contractor shall verify the septic tank and drainfield are a minimum 100' away
from any private water wells in the area, 150' from a Class "C" Well or 200'
from any community well.
6. Direct bury insulation must be placed over the distribution system if less than
3' of backfill depth is available. Finish grade over the trench must be
mounded to prevent settlement or depressions.
7. Grade area surrounding the absorption trench to drain away.
8. A minimum 2' of accepting soil is required below the drainfield rock for a 5'
wide trench. All pockets of unacceptable materials must be removed and
replaced.

MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a municipally approved septic tank
manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and

3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow
Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Fernco, or equal).
5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed
between the final drain rock layer and the native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the
#200 sieve.
INSPECTIONS:
Municipal Ordinance requires a minimum of two inspections. These inspections
must be conducted under the supervision of a professional engineer registered
in the State of Alaska. The first inspection must be conducted after the
excavation of trenches, beds or pits and before the installation of any gravel. A
septic tank may be set in place, but may not be backfilled.
The second inspection must be conducted after the placement of the geotextile
fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No
backfill should be in place at the time of inspection.
Contractor shall provide a copy of all field survey layout and construction notes
for use in preparing the certified as-built of the completed system.

The permittee will perform work in waters of the U.S. (wetlands) in accordance
with the terms and conditions of the Anchorage General Permit, as specified
below:

ORAL CONDITIONS OF THESE GENERAL PERMITS
All activities identified and authorized by these GPs shall be consistent with the special
conditions listed above, as well as the general conditions listed below.The Corps can also
add site-specific special conditions to a GP verification,as applicable.
Obtain GP verification prior to activity: No work shall be done under these GPs without first
obtaining an Opinion of Compliance(OC)from the MOA Planning Division or General Permit
Verification from the Corps.A copy of the Municipal building permit application and grade/fill
permit application or Land Use permit application must be included with the GP application.
Compensatory mitigation, if required, must be acquired before proceeding with authorized
jurisdictional activities.
Time limit: Verification under these GPs is valid until October 31,2020, unless the GPs are
modified, reissued or revoked. It is incumbent upon the applicant to remain informed of
changes to the GPs.

transaction.All information must be submitted within 30 days of the property transfer to
validate the transfer of the GP authorization to the new party.
Modification by other authorization: If the work proposed under these GPs is subsequently
modified by any other Federal, State,or local governmental authorization, a modification of the
GPs, MOA Planning Division's Opinion of Compliance, and any verification by the Corps to
perform activities under these GPs may need to be obtained.
Use of multiple general permits,including Nationwide Permits:The use of more than one GP or
Nationwide Permit (NW P) for a single and complete project is prohibited, except when the
acreage loss of waters of the United States authorized by the GPs and/or NW Ps does not
exceed the loss of more than one acre of wetlands.
Project site restrictions and design criteria:
1. For residential developments, the aggregate total loss of waters of the United States
authorized byGP-1993-10-M4 shall not exceed one acre. For residential
subdivisions,the aggregate total loss of waters of United States authorized by this GP
cannot exceed one acre.This includes any loss of waters of the United States
associated with development of individual subdivision lots.
2. Erosion Control: Prior to the initiation of any fill discharge authorized in accordance
with GP- 1993-10-M4, the Permittee shall install erosion control measures along the
perimeter of all work areas to prevent the displacement or erosion of fill material
outside the authorized work areas. The erosion control measures shall remain in
place and be maintained until all authorized work is completed and the work areas
are stabilized. Immediately after completion of the final grading of the land surface,
all slopes, land surfaces, and filled areas shall be stabilized using sod, degradable
mats, barriers, or a combination of similar stabilizing materials to prevent erosion.
3. Fill Material: Only clean fill material shall be used for this project.The fill
material shall be free from items such as trash, debris, automotive parts, asphalt,
construction materials, concrete blocks with exposed reinforcement bars, and soils
contaminated with any toxic substance, in toxic amounts in accordance with
Section 307 of the Clean Water Act.
4 Within 60 days of completion of the work authorized by this permit,the Permittee shall
complete EITHER the attached"Self-Certification Statement of Compliance"form
(Attachment D),Q$the attached"As-Built Certification By Professional Engineer"form
(Attachment E),and submit it to the Corps. These are further described below.
Self-Certification Statement of Compliance: In the event that the completed work
deviates in any manner from the authorized work, the Permittee shall describe the
deviations between the work authorized by this permit and the work as constructed on
the"Self-Certification Statement of Compliance"form. The description of any
deviations on the"Self-Certification Statement of Compliance"form does not
constitute approval of any deviations by the Corps.
As-Built Certification: Within 60 days of completion of the work authorized by this
permit, the Permittee shall submit as-built drawings of the authorized work and a
completed"As-Built Certification By Professional Engineer"form to the Corps.The as-
built drawings shall be signed and sealed by a registered professional engineer and
include the following:
a. A plan view drawing of the location of the authorized work footprint, as shown on
the permit drawings,with transparent overlay of the work as constructed in the
same scale as the permit drawings on 81/2-inch by 11-inch sheets or PDF. The
plan view drawing should show all "earth disturbance,"including wetland impacts
and water management structures.

4. Offset Unavoidable Impacts. To offset the unavoidable adverse impacts of the project to the
aquatic environment, the permitee:
® Mitigation not required; fill less than 0.1 acres.
5. Limits on Work Area. You must not conduct any of the following activities in wetlands or
waterbodies beyond the approved project footprint(or in any other avoidance area identified above)
during either construction or operation of the project/facility:
D Discharge of fill material(even temporarily), including stockpiles;or,
D Excavation and sidecasting/backfilling;or,
D Mechanized landclearing;or,
D Operation, parking/storage or servicing of equipment.
6. Construction Runoff. You must employ runoff control measures necessary to preclude or
minimize both erosion and the transport of sediment, pollutants,and solid waste beyond the
approved project footprint. These measures shall include, but are not limited to:

approval to continue.
8. Endangered Species. The activity must not jeopardize the continued existence of a threatened or
endangered species,as identified under the Endangered Species Act,nor endanger the critical
habitat of such species.
