Shafer : The Health Authority Approval request and the wastewater system as-built inspection report , which were submitted by S & S Engineering for the subject property, have not been approved by this office . As specified in your design submittal and in the permit that was issued by this office, the wastewater disposal system required several special design features to accommodate the high water table and poorly permeable soils which characterize the subject property. Although it is expected that the wastewater system will perform satisfactorily, we believe that it is premature to issue a Health Authority Approval until the system has actually been placed into service and its satisfactory performance documented. As a minimum, the house that is served by the system should be occupied on a full time basis for a minimum of six months . Assuming that the system operates satisfactorily during that time period and that all other criteria for approval are satisfied, this office will approve the as-built inspection report and issue the Health Authority Approval . We also request that final grading , placement of topsoil and reseeding of the leach field be completed prior to approval . Roger Shafer, P.E. Marginally permeable soils and seasonally high groundwater conditions exist on the subject property. These conditions have necessitated special design and construction of the proposed wastewater disposal system. 2 . AMC 15 . 65 . 030 .H allows the Department to approve the design, construction and use of an on-site wastewater disposal system which does not meet the standards specified in the ordinance if relevant test results , engineering data publications and other materials support the conclusion that the system will function as effectively as a system that conforms to all standards in the ordinance. The proposed system is being permitted under this provision of the ordinance. 3 . Two groundwater monitoring/sampling tubes will be installed at a depth of 5 Ft . and a minimum of 30 Ft . down slope from the basal mound. 4 . As a condition of the permit , the property owner agrees that the Department may periodically inspect the wastewater disposal system to verify and ensure that the system is operating properly. 5 . As a condition of the permit, the property owner agrees to prepare and record a use easement which documents that Lot 5 , Block 6 Rabbit Creek Heights will be used as the wastewater disposal site for the existing dwelling on Lot 4 , Block 6 Rabbit Creek Heights . The easement document must specify that there will be no further development on Lot 5 unless the lot is served by public sewer . This document must be recorded with a copy provided to DHHS prior to system construction. 6 . The property owner acknowledges and understands that because of the above referenced marginal site conditions, the longevity and useful life of the system may be shortened. 7 . The property owners are advised and encouraged to properly maintain and care for the system. Proper care may include but not be limited to water conservation, regular septic tank pumping and minimizing the quantity of solids applied to the system.
