An Onsite Water & Wastewater System Permit was issued for the referenced property on
11/7/2017 (Permit Number: OSP171342). The well for the property has been drilled and the well
log and pumper log have been submitted to your department; however, the septic system has not
been installed. The owner has requested the septic permit be reissued so that it can be installed
this fall or next spring. To the best of our knowledge there has been no change to the site
conditions that would impact the design; therefore, we request that the septic permit be re -issued.
We are unaware of any adverse impacts this installation would have on adjacent wells or septic

To whom it may concern:
The proposed 4 bedroom house is to be served by a private well and septic system. Three test
hole were excavated on the property. The primary drainfield has been designed around the 30
foot radii of Test Holes #2 and #3. The reserve site has been designed around the 30 foot radius
of Test Hole#1. We are proposing that a 1250 gallon septic tank and dual 5-wide shallow trenches
be installed for this property. The proposed well is to be drilled as shown on the attached site
plan. Comments regarding the design are summarized as follows:
1. SOILS: See the attached logs which shows the soil classifications, groundwater monitoring,
and the percolation test results. The percolation rate for all test holes was 5 minutes/inch. Based
upon the percolation rates, the allowable application rate for TH#2 and TH#3 is 1.2 gpd/sq.ft. To
be conservative, we are proposing to use an application rate of 0.8 gpd/sq.ft. for this design. We
are also proposing that a sand filter be used for this installation to comply with provisions in the
proposed code for"steep slope" installations and to provide separation to bedrock.
2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications.
3. SURFACE WATERS: There are no surface water concerns within 100 feet of the proposed
septic system.
4. TOPOGRAPHY AND SLOPE WAIVER: Topographical information provided, by Buku Saliz,
RPLS, is shown on the site plan and design drawings. We have also provide a detail drawing
which shows two different cross-sectional detail drawings. We are proposing to use the proposed
revisions to the wastewater code for this installation. We have attached a copy of the "Steep
Slope" disposal fields section for you review (pages 28 & 29 of 62). Based upon this code, Deep
Trench and Wide Trench disposal fields may be installed on a slope greater than 25 percent, but
less than 46 percent. Our proposed design utilizes Wide trenches, with a maximum effective depth
of 6 inches, with the distribution pipe invert being less than 36 inches below the top of the natural
organic layer, measured on the downhill side of the excavation (as stated in "Exception" in this
code section). As can be seen on the profile drawing Page 3 of 3, we are proposing to excavate
3 feet deep(both on the uphill and downhill side of the trenches) and then import/place MOA sand
to meet requirement #1 of this section of the proposed code. Given the soil porosity, it is
reasonable to believe that there will be rapid downward movement (through the imported sand
and insitu soil) until the effluent reaches bedrock, after which there will be some lateral migration

along the natural topography. This meets requirement#2 of this section of the proposed code. In
addition to this, we have also revised our design to provide multple flow splitters and inlet points
on the drainfields to insure even distribution to the drainfields. This will insure the flow is not
concentrated in one or two areas in the drainfields and provide further justification for this waiver.
There is no slope greater than 46%slope 100 feet downhill from the drainfields. Based upon these
justifications, it is our opinion that we have provided sufficient information to grant this waiver. A
majority of the drainfield will have 3:1 slopes around the entire perimeter of the drainfield except
a small area on the south/southeast end to the lower drainfield. We are proposing the slopes be
reduced to 2.5:1 as shown on the cross-section detail drawing. The entire mound will have 6" of
topsoil placed over it and will be seeded. It is our opinion that there is minimal risk with the granting
of this waiver.
5. DRAINFIELD TO TEST HOLE WAIVER: We are proposing to construct the new upper
drainfield near/over the test pit for the TH#3 excavation. Given the test hole was backfilled with
native material, was tamped down with the excavator bucket periodically during backfill, and that
the 4" monitoring tube for the test hole will be pulled prior to placement of drainrock, it is our
opinion that there is minimal risk with allowing a portion of the upper drainfield to be constructed
over the test hole. Please require the removal of the test hole GWM tube as a "special
provision" on the permit.
6. TEST HOLE PRESOAK WAIVER: We are requesting that the percolation tests for all the
tests be evaluated/approved based upon the proposed wastewater ordinance, which does not
require a 4 hour presoak for soils with percolation rates less than 60 minutes per inch. Four (4)
recovery readings were taken with no change on the last 3 readings.
