The owner of the subject lot has installed a new septic system under permit OSP181045. A
requirement of the permit was to perform an additional perk test in order to document the
consistency of the subsurface soils over the entire area of the trench and alternate site. Due to the
amount of work scheduled during the time of construction, this was overlooked.
In accordance with the exception listed in 15.65.210.0 of the new code, use would like to present
the results of our investigation into the soils on surrounding lots to show that the entire area is
undermined by soils with consistent absorptive characteristics. The two test holes on this lot had a
tested perk rate of under 5 min/in. We then researched test hole results for each adjacent property,
and the following table was developed. Our research verified that all documented rates were
equivalent to our tests, all under 5 min/in.

Septic System Owner -installer Agreement
The On-site Water and Wastewater Section (On-site) may issue an approval for a homeowner
to perform work on an on-site wastewater disposal system to serve that individual's owner -
occupied, single-family or duplex home if the homeowner meets and agrees to the following
requirements:
1. The property owner and excavation equipment operator may perform work on no more
than one owner -installation project in a 12 -month period.
2. Owner's projected active involvement with the installation:

Subject: Knik Heights Block G Lot 6 – NHN Ridgewood Road
Septic system design and permit application
Dear On-Site Services Engineer:
The owner of the above lot intends to build a 4-bedroom home on the property, so we are
submitting this permit application for the construction of a new well and septic system. The
attached site plan identifies the location of the home as well as the proposed well, septic location
and alternate site. No conflicts exist between this proposed system and any other well or septic
system, whether on this lot or adjacent lots.
The ground surface on the lot slopes moderately toward the southwest. There are some areas of
slopes greater than 25% in the northwest corner of the property, but not in the area of the new
septic system. There are no slopes greater than 25% within 50 feet downslope of either the primary
or alternate site. Drainage arrows are shown on the site plan showing the grade and direction of
flow. Stormwater drainage will not impact this septic system.
One of the test holes perked faster than 1 minute/inch. We have included a soils analysis from the
lab which shows the soil as “Silty Sand with Gravel” (SM). Therefore, it is acceptable per code to
use with a 1.2 GPD/Sf application rate.
The new trench will be constructed parallel to the slope as much as possible. It will be a minimum
of 100’ from all wells and surface water, and more than 5’ away from the septic tank. The alternate
site is located more than 16’ away.
Please refer to the attached test hole logs, soils lab analysis, plan and profile pages for the septic
design. If this design is followed, there will be no adverse impacts to adjacent properties.
