We excavated the top of the concrete septic tank and were able to take off the lid and inspect the fiberglass baffles and verified that they are in good working order and that the tank does not leak where the connections are made. It appears the initial trench had been bedded in drainrock with little to no effective depth (6 inches or less). Due to this fact, we are requesting to install a new 5 -wide type drainfield within the 30 -foot radius of GEG testhole #1. In addition to the new drainfield, we are requesting that your department issue a variance from the well on Lot 14 to the proposed drainfield. It should be noted that the existing trench encroached up on this well and it was shown on the initial design proposal, however, it was not formally requested and therefore not granted on the initial permit. Please see the initial design letter for justification for granting this waiver (water samples, existing separation distance, existing tank location). Dealer October 19th, 2018 Municipality of Anchorage Development Service Department On-Site Water&Wastewater Program 4700 Elmore Road Anchorage, AK 99507 Ref: Proposed Septic System Upgrade for Eldon; Block 1, Lot 15 & 16 To whom it may concern: Per the buyer (Lee Simmons), the existing home is two bedrooms and there is a mobile home on the property that has 2 bedrooms. The existing septic system consists of a 1250-gallon concrete septic tank and deep trench type drainfield. Per MOA records, the drainfield has a total absorption area of 255 ft2 with a soil application rating of 85 ft2/bedroom. In short, the drainfield is sized for 3. Currently, only the home is connected to the septic system and the mobile home is connected to an undocumented holding tank on Lot 15 (see attached site plan). We are proposing to install a new STEP tank for the mobile home and extend the existing drainfield to be adequately sized for 4 bedrooms. We are proposing to install a new two compartment 1060 infiltrator STEP tank for the mobile home and connect to the existing plumbing under the 2-bedroom house (see attached site plan). Per MOA records, the existing septic tank was installed in 1977 and is concrete (sized for 4 bedrooms), however it is listed as single compartment. The existing drainfield was tested for 3 bedrooms and remained dry throughout the test. We are requesting that your department allow the existing 1250-gallon concrete septic tank to remain in place. One testhole was excavated on the property and the drainfield extension is proposed within its 30-foot radius (to increase the drainfield to 4 bedrooms). Comments regarding the design are as follows: 1. SOILS: See attached 2018 soil log which shows soil classification, percolation test and groundwater monitoring. As can be seen on the attached soil log, the soil percolated at <1 min/inch; however, the underlying soil was visually rated as a sand. A soil sample of the percolated material, as well as the underlying SW soil were provided with the design. We request that a sieve analysis, and sand filter not be required. The SP soil layer was not "perked" because a safe workable percolation bench (7-feet or greater) could not be excavated at that time. Based upon the provided soil sample, it is reasonable to assume the SP layer percolates faster than 1 min/inch. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There are no surface water concerns. 4. TOPOGRAPHY: The area around the proposed drainfield extension is flat. 5. WAIVERS: We are requesting several waivers for the subject lot, they are as follows: 1. Existing septic tank to existing well: 70 feet 2. Existing well to proposed septic tank: 70 feet 3. Existing drainfield and drainfield extension to existing well on subject lot: 70 feet 4. Existing drainfield and drainfield extension to existing well to the south (Eldon; Block 1, Lot 8 5. Effluent would have to travel across the road, prior to reaching the well head. • The existing undocumented holding tank encroaches on the well on property. By installed an HDPE septic tank, it will be an improvement on the existing situation (assuming the holding tank is steel). • The majority of the drainfield extension will be further from the well than the existing drainfield. It should also be noted that the lot to the east (T12N R3W Section 19 W2E2SE4SE4PTN W of RR) does not have a well per conversations with an employee"Mike"with American Landscaping (563-3804) during a GEG site visit on 10/8/2018. (5) A percolation test must be performed to evaluate the drainfield. If the percolation test fails the adequacy test, then an upgrade will be necessary. A permit must be obtained before any construction begins on the upgrade if it is necessary. A soils test must be obtained before we can issue you a permit. The obligations of the Permittee arising from this permit shall be covenants running with the land which shall burden the Parcel and the Permittee's interest in the land subject to the Easement and shall benefit the Easement. 9. Termination. Chugach may terminate this permit after the giving of thirty(30)days written notice of such termination if: a. The Encroachment is enlarged, increased or extended within the real property affected by the Easement. b. The Encroachment is damaged by any means to an extent of more than thirty percent (30%)of its replacement cost at the time of destruction. c. Permittee fails to make the payment described in paragraph 7,above. 10. Term. This permit shall,if not sooner terminated by Chugach,expire forty(40)years from the date hereof. 11. Entire Agreement. This written permit constitutes the entire agreement between the parties with respect to the subject matter hereof and supersedes all other prior or contemporaneous agreements,oral or written,between the parties.
