Request for Well Waiver
Design Narrative
This is a request for a separation distance waiver for a septic system upgrade for the subject property. Due to
existing conditions and available space on the property,the plan needed to be modified to enable it to confirm
with a majority of the required separation distances.
• 1. Waivers: We would like to request a waiver for separation distance for the septic tank to the well located
on the lot with the details specified below.
a. Septic Tank(E):A separation distance waiver between existing well on Lot 1 and the replacement
septic tank on the same lot. The distance between the septic tank and well is 86.1±,the well head is
also at a higher elevation than that of the septic tank so it is not likely that effluent would travel
toward the well head. We are requesting a waiver for the septic tank to the existing well for a
distance of 80.0'on Lot 1.
i. DEC Criteria:The well on Lot 1 is a private well and was drilled in 1959.The data is
summarized as follows:

The ground water in this area typically flows from the southeast to the northwest.The soil cross-sections are
similar across the area and a homogenous cross-section was used to calculate the DEC criteria for all
components.As outlined under 18 AAC 80.020 and 18 AAC 72.021(a), I have calculated the following points:

"The sum of the above values could equate to the following conditions: 16-24 Almost sure to be free from any
form of contamination from household sewage." In my opinion,this waiver request meets the above criteria for

1. The existing on-site water and wastewater systems serving proposed lot
1 are not permitted, and have not been approved by DHHS. Prior to
approval, these unapproved systems must be documented and any
necessary action to bring these systems into compliance with on-site water
and wastewater disposal regulations tnust be accomplished.
2. Insufficient soils information has been submitted to determine if the
property can meet reserve area requirements or platted system
requirements per AMC 15.65.180.
3. Reserve area for on-site systems must be identified or the original and
replacement sites must be shown on the plat per AMC 15.65.180.
4. Supporting documentatiou on water availability must be submitted.

The existing septic system was located and probed on April 26, 1996. The system consist of a 1000 gal tank and a
leach pit. The location of the tank and pit is as shown on the attached siteplan.
The size of the tank has been verified by the septic tank pumper as being 1000 gal plus. When probed the bottom of
the tank was found 12 feet below ground with 64 inches of liquid. These lneasurements indicates that the tank is a
upright circular tmhk. The crib was 12 feet deep and contained 62 inches of liquid. Water could be heard entering the
crib. The standpipe to the crib was 110 feet from the well. The tank is approximately 65 feet fi'om the well. Both
these distances are according to the regulations in effect when the septic system was installed.
A testhole was excavated next to the septic system. Silty sand with a percolation rate of 15 minutes per inch was found
to a depth of 18 feet. No groundwater was observed. A replacement system can be installed without any waivers or
restrictions. A log of the testhole is euclosed.
A copy of the well log for lot 7 is also enclosed. This well was drilled in 1959 to a depth of 193 feet. The well yield
was 3.5 gpm with a static level of 137 feet. The well was deepeued in 1986 to a total depth of 206 feet. The well yield
was increased to 10 gpm with a static level of 173. A four hour pumptest showed 10 feet of drawdown pmnping at
10 gpm. Water availability is not a problem for this subdivision.

5. STATEMENT OF INSPECTION BY ENGINEER
As certified by my seal affixed hereto and as of the validation date shown below, I verify that my investigation, based on procedures
outlined in the Certificate of On-Site Systems Approval Guidelines for this application, shows that the on-site water supply and/or
wastewater disposal system is (are) safe, functional and adequate for the number of bedrooms and type of structure indicated
herein. I further verify that based on the information obtained from the Municipality of Anchorage files and from my investigation and
inspection, the on-site water supply and/or wastewater disposal system is(are) in compliance with all applicable Municipal and State
codes, ordinances,and regulations in effect at the time of installation.
In conducting an adequacy test, I attempt to provide a thorough,conscientious engineering analysis of the system in accordance with MoA
COSA guidelines and regulations. The reported results describe the performance of the system under the conditions encountered at the
time of the test, and separation distances measured to readily identifiable features. The operational life of all wells and septic systems
depend on the local soil condition,ground water levels that may fluctuate during the year,and the water usage of the family being served by
the system.These conditions are outside the control of the evaluator of this system.All systems eventually fail and satisfactory test results
do not guarantee future performance of the system, nor do they guarantee that there are no hidden defects or encroachments.Therefore
we cannot provide any warranty for future performance,nor can we estimate remaining life of the system.The content of this report is for the
sole benefit of the owner listed above.

90.0 feet, respectively. See engineer's waiver request for justifications. In addition, this
condition has existed for more than 20 years and recent well water test results came back
negative for coliform bacteria and total nitrates were non-detected.
This waiver approval applies to the existing septic tank and crib only. Any future upgrade to the
