Foundation Waiver
A waiver is requested to allow a septic tank to be located closer than 10' to a building foundation. The
requested separation is 7' between the septic tank and the building foundation.
Anchorage Municipal Code (AMC) 15.65.205 B. 1. c. states the following,
For a conventional foundation having a strip footing or a shallow foundation consisting of
a concrete slab with thickened edge, a septic tank shall not be located within the
foundation soil bearing prism established by a forty -five -degree plane extending down
and outward from the bottom outside edge of the footing or thickened slab edge, or a
minimum of ten feet from these types of foundations.
Exception: A septic tank may be located no less than five feet from a foundation
supporting a storage -shed, greenhouse, agricultural building, shop, garage, carport, or
similar structure having a total gross floor area of 600 square feet or less and having an
eave height of ten feet or less.
The subject parcel is served by a septic tank located on the west side of the residence. The ground level
space of the residence is garage space, with the living space planned to be constructed atop the garage
footprint. The construction consists of a conventional foundation having a strip footing. The tank is located
approximately 7' from the exterior face of the foundation. This is less than the 10' required by the above -
cited code. When analyzing the foundation soil bearing prism of 45% the septic tank is determined to be
outside of the foundation soil bearing prism. See attached figure for septic tank to foundation section.
A second waiver is requested to allow an absorption field to be located closer than 10' to a building
foundation. The requested separation is 4' between the septic tank and the building foundation.
AMC 15.65.210 B. 1. i. states the following,
A subsurface disposal field shall be located in compliance with the separation distances
required by state code, and not less than: Ten feet from any building foundation.
Exception: Piles extending below the bottom of the disposal field and supports for decks
and stairs.
The subject parcel is served by an absorption field located on the west side of the residence. The
absorption field has approximately 4' of cover with 3' of effective depth and is oriented east -west, with
the eastern most end located approximately 4' from the exterior face of the foundation. This is less than
the 10' required by the above -cited code. The exception provided in AMC does not apply to this absorption
field. The ground level of the residence is garage space, the floor is constructed of concrete atop insulation

and a vapor barrier. The invert of the absorption field distribution pipe is located beneath the level of the
garage slab. it is deemed not feasible for effluent from the absorption field to permeate upward and
penetrate through the garage floor slab. There is no anticipated negative impact due to the field proximity
to the foundation.
Soils on the subject parcel are poorly graded sand with silty gravel and percolation rate of 2.5 min/in, per
Northrim Engineering test hole data dated 5/23/2019. The percolation rate of these soils is anticipated to
allow adequate effluent infiltration without impacting the interior garage space.
The topography of the lot slopes downhill from north to south. The lot has been balanced to accommodate
homesite construction and driveway access. The absorption field runs parallel with the modified lot
contours. There is no anticipated negative impact due to the lot topography.
The anticipated wastewater flow is from a 3-bedroom residence. There is no anticipated negative impact
due to wastewater flows.
AK Built Construction & Design, LLC does not have reason to believe there will be probable adverse
impacts to adjacent properties by approving both waivers.

SPECIFICATIONS & DESIGN GUIDELINES
Wastewater System Sizing: This is a new 3-bedroom, single family home. This is a
developed subdivision. This is a large lot. No adverse impacts are expected from
tank/trench upgrade. No conflicts to the other lots will take place by this septic system
construction upgrade. A new soil test reveals sand(SP)w/gravel. An application rate of 1.2
GPD/FTP. Length= 375 FI'2/3'x 2= 62.5' trench (3' effective). Say 1 trench @ 63'. Water
wells are drawn.
Specification Requirements: All components and work must comply with the
Municipality of Anchorage Specifications (AMC) & State of Alaska Drinking Water
Regulations and Wastewater Regulations.
• Two compartment, New 1000 gallon septic tank. Install Double Cleanouts.
• Install new foundation cleanout/sewer service if required.
• 10' minimum between the tank trench, tank to house. 10' to property lines,
• 3' of cover or insulation is required for trench; 2" Minimum thickness for insulation
can substitute for 1' cover.
• Tank & solid pipe must be set on well compacted, stable soil.
• 4 inch diameter cleanouts with airtight caps are required 1' to 4' from foundation
wall, prior to any 90 degree bend in 4 inch line, in each tank compartment, and two
adjacent opposing cleanouts between the tank and the absorption field, not more than
10' from the tank positioned to provide cleanout access towards the tank and towards
the absorption field. Install Manway Riser in 1st Compartment.
• All cleanouts must extend to at least ground level.
• In solid pipe runs, ASTM D-3034 may be used in lieu of cast iron.
• Trench to be placed level, minimum of 4' to groundwater, 6' to bedrock from
drain-rock.
• Drain rock to be 1 inch to 2 inch screened. Drain rock to be distributed uniformly
throughout the trench.
• Perforated pipe to be installed level with perforations down.
• Silt barrier(filter fabric) to be installed above the drain rock.
• Smeared trench sides must be raked or scarified before drain rock placement.
• The finish grade must be mounded to promote drainage away from trench.
• Insulation must be placed over any pipe installed under driveways or parking areas.
• Approved pipe materials include cast iron, PVC ASTM D3034, PVC ASTM F789,
ABS ASTM D2661,
• Sewer Service Line is minimum 2% slope.
• Septic Tank to be pumped every two years or when required.
• Insulation board to be extruded direct burial polystyrene (Dow Styrofoam HI/equal)
