November 7, 2014 Municipality of Anchorage Building Safety Division On Site Water and Wastewater Program 4700 Elmore Street Anchorage,AK 99507 RE: Hultquist Subdivision,Addition 1 Development Feasibility Analysis:Water Availability,Subsurface Soils,and Drainage Impacts. Dear On-Site Services Engineer: The following report details the record information available, as well as first-hand knowledge I have of the area of the above referenced proposed subdivision action,as it relates to development of the proposed parcel and proposed platting action. WATER AVAILABILITY: I have collected information on several wells within and adjacent to the proposed subdivision in an effort to estimate the following parameters for potential wells within the subject property: • Water Availability • Approximate Depth • Expected Production The average well depth in the area is in the range of 190 to 240 feet bgs. Although two wells in the immediate vicinity were found to be shallower, in the neighborhood of 120 to 140 feet bgs. Water availability in the area appears to be more than adequate to supply the proposed development. Well production rates ranged from 8 gallons per minute to in excess of 125 gpm. Please refer to the following table for detailed information on legal description, well installer, well depth, yield at time of drilling, and subsequent production test results(if available). Approximate locations of these wells, based on as-built record locations,are detailed on the attached drawing as well. A detailed site plan, complete with surveyed locations of adjacent facilities, will be submitted at the time of development and will be reviewed by the MOA Building Safety Departments. S 2 3 6 • DEC' 0 Hultquist Subdivision,Addition 1 Development Analysis November 7,2014 I feel comfortable in anticipating that any well drilled on the subject development can expect a depth in the range of 250 feet, and should expect at least 10 gallons per minute of production from that well, although it will likely be higher. SOILS AND SEPTIC SYSTEM INFORMATION: A wealth of soils test logs and percolation test results exist,for and around,the subject parcels. These test holes and perc tests occurred from 1983 to present as a result of development of the subject and surrounding properties. To say the soils are consistent in this area would be an understatement. All soils were found to be a variation of sands and gravels,with percolation rates at or below 1 minutes/inch. Only one perc test showed a slower percolation test result, and it was still exceptional at 3 minutes per inch. Additionally, I have witnessed recent excavations in the general area that confirm both the type of material, and consistency, indicated on the historical test hole data. It is worth mentioning, that in addition to this data, there is - empirical evidence of good soils in the area,as evidenced by the fact that a large scale sand and gravel pit operated directly to the west of the subject subdivision for years and is now being developed as The Terraces Subdivision. I have compiled the results of the historical data on the following table for not only the surrounding properties,but on the subject parcel itself. The result of this platting action will leave two developable,single-family residential lots to be known as Proposed Lot 2 and Lot 4 of Hultquist Subdivision Addition 1. Three test holes were performed in the past on these undeveloped lots: TH 019,TH 021 and TH 022. All three of these test holes were done fairly recently, logged and perc tested by Engineers still practicing in the Municipality of Anchorage today. Moving forward, I recommend your department's approval of the proposed platting action based on the existing test hole data. I understand that once the lots are developed,and home sizes and lot layouts are finalized,that additional test holes and soils percolation data may need to be submitted to your department, but that we handle it at that time. Additionally,any development will require a detailed site plan,complete with surveyed locations of adjacent facilities, to ensure no conflicts exist,or will be created by the proposed development. I do not feel it necessary to perform any additional test holes or percolation testing at this time, as I feel the data shown in this report adequately demonstrates that all properties affected under this platting action are developable for single- family lots. Copies of all test hole logs and other pertinent information have been included in this report. DRAINAGE IMPACT ANALYSIS: The subject area currently nearly all developed. As this is a reconfiguration of existing lots,and not creation of additional smaller lots, drainage impact analysis is negligible and no impacts to the subject or adjacent properties are anticipated by either the proposed platting action, or the eventual development of the lots.
