RE: Wohlforth Acres Lot 1 – Septic System
A permit is requested to upgrade a septic tank and conventional soil absorption system for the subject
property. The proposed system will serve a 6-bedroom, single-family. The existing soil absorption system
is flooded and no longer accepts effluent. A water sample was taken on the surface waters and confirmed
the presence of Coliforms and elevated Nitrate levels. It is not fully known as to why the existing field has
failed, but a septic pumper previously jetted the field lateral and removed a notable amount of sediment
from the field pipe. Recent embankment construction on Kincaid Acres Lot 2E has increased stormwater
flows across the back of Wohlforth Acres Lot 1. There have been multiple sediment transport events onto
the subject parcel originating from the newly constructed embankment. The proposed soil absorption
system is sited to be higher and out of the stormwater flow path.
Wells
The subject property is currently served by community water. Neighboring parcels are served by private
water wells or community water. There are no neighboring wells within 100’ of the designed septic
system.
Soils
AK Built Construction & Design, LLC performed test hole excavation and percolation testing on May 4th,
2026. Three test holes were excavated. The first test hole was excavated to twelve feet below ground
surface; soils were classified as organic silt overlaying silt with sand and groundwater encountered at eight
feet. Groundwater was measured again on June 16th and recorded at three feet below ground surface.
Subsequent groundwater measurements were taken again on June 26th and July 3rd and the groundwater
monitor tube was dry. A percolation test was conducted at four and a half feet to five feet below ground
surface and resulted in a percolation rate of 4 minutes per inch. An application rate of 1.2
gallons/day/square foot shall be used for a conventional pit, deep trench or wide trench wastewater
system and 0.8 gallons/day/square foot for a bed style wastewater system. The second and third test
holes were excavated to thirteen and eleven feet below ground surface, respectively; soils were classified
as organic silt overlying silt and silty sand and no groundwater encountered. No percolation test was
taken. A fourth test hole was excavated on June 26thand soils were silt followed by a sandy silt and no
groundwater encountered. A percolation test was conducted between four and a half feet and five feet
below ground surface and resulted in a percolation rate of 2.8 minutes per inch. An application rate of 1.2
gallons/day/square foot shall be used for a conventional pit, deep trench or wide trench wastewater
system and 0.8 gallons/day/square foot for a bed style wastewater system. Groundwater monitoring was
conducted on July 3rd and the groundwater monitor tube was dry.
The septic system constructed under OSP201111 had two test holes excavated to support the system
design. The Engineer of Record was Michael N. Anderson, PE (CE-9469) and Mr. Anderson logged both

test holes as one foot of overburden/organics followed by 17-feet of poorly-graded sand (SP) per the
Unified Soil Classification System (USCS). Mr. Anderson encountered no groundwater and observed no
groundwater at least seven days later. The test holes were excavated in the vicinity of the installed soil
absorption system.
Wastewater disposal systems
The designed wastewater disposal system is a bed system with 12” of sewer rock below the pipe invert.
The designed system has the following characteristics.

Existing disposal site
The existing soil absorption system is a 54-foot long deep trench with 72” effective depth. This existing
trench will be abandoned in place. Where the proposed bed system and existing deep trench system are
less than 12-feet apart, the existing trench will be removed and backfilled. Neighboring parcels with
existing disposal sites do not impact the subject parcel and the proposed system will not negatively impact
neighboring parcels.
Drainage
Site drainage is generally Northeast to Southwest. Kincaid Acres Lot 2E has a recently constructed
embankment that sheds stormwater onto the subject parcel, then flows southwesterly across the back
lawn, over the existing septic field, and exits the property in the southwest corner. The proposed field is
sited to be outside of the primary drainage path and final grading shall be accomplished in a manner to
promote sheet flow away from the proposed septic field.
Topography
The designed system is in the center of the property. The site slopes from northwest to southeast and
then rises again as you continue east. There is no concentrated drainage flows directed over the proposed
septic system. A waiver is requested to install the proposed soil absorption system not parallel to ground
contours. The proposed bed system will be installed in the receiving soils across the entire soil absorption
system. The proposed bed system is located in area where grades are less than ten percent.
The designed system does not have probable adverse impacts to adjacent properties.

3.TEST HOLE DATA WAS COLLECTED FOR SOIL, PERCOLATION, AND GROUND WATER DATA FOR THE
DESIGNED SYSTEM.
4.SEPTIC TANK CAPACITY IS A MINIMUM OF 1,000-GALLONS PLUS 250-GALLONS FOR EACH BEDROOM OVER
THREE.
4.1.SEPTIC TANK SHALL BE A MINIMUM 1,750-GALLON CAPACITY TANK.
5.DISPOSAL FIELDS SHALL BE DESIGNED TO ACCEPT 150-GALLONS OF WASTEWATER PER BEDROOM PER
DAY.
5.1.DESIGN FLOW = 150 GPD/BDRM x 6 BDRM = 900 GPD.
6.THE MINIMUM EFFECTIVE ABSORPTION AREA OF A DISPOSAL FIELD SHALL BE CALCULATED USING THE

ACCORDANCE WITH THE CURRENT EDITION OF MOA'S PUBLICATION "STANDARDS AND SPECIFICATIONS
FOR COMPONENT PARTS AND MATERIALS USED IN CONSTRUCTION OF ON-SITE WASTEWATER DISPOSAL
SYSTEMS".
2.COMPONENTS INCIDENTAL TO THE SEPTIC SYSTEM INCLUDING BUT NOT LIMITED TO PIPING, FITTINGS,
PUMPS AND VALVES THAT ARE LISTED OR LABELED BY A MOA APPROVED ACCREDITED THIRD PARTY
LISTING AGENCY FOR THE INTENDED USE DO NOT REQUIRE THE MOA SUBMITTAL/APPROVAL PROCESS.
3.SEPTIC TANKS SHALL BE CONSTRUCTED FROM DURABLE, CORROSION-RESISTANT MATERIALS, INCLUDING
CONCRETE, FIBERGLASS, OR PLASTIC. SEPTIC TANKS CONSTRUCTED FROM STEEL SHALL BE COATED ON
BOTH THE INTERIOR AND EXTERIOR WITH AN APPROVED POLYURETHANE LINING OR SUPERIOR MATERIAL.
4.ALL SEPTIC TANKS SHALL BE FITTED WITH WATERTIGHT COUPLINGS, APPROVED BY MOA, AT THE
PUMP-OUT ATTACHMENTS AND ON THE INLET AND OUTLET OF THE TANK.
5.A SEPTIC TANK SHALL HAVE A 20" MINIMUM DIAMETER MANWAY RISER SERVING THE FIRST
COMPARTMENT. THE RISER, INCLUDING THE COVER, SHALL BE INSULATED WITH 4" MINIMUM INSULATION
EXTENDING 48" BELOW GRADE OR TO THE TANK INSULATION. THE INSULATION SHALL BE OF AN APPROVED

CONSTRUCTION SPECIFICATIONS:
1.SEPARATION DISTANCES AS IDENTIFIED IN THE "SEPARATION DISTANCES" TABLE SHALL BE MAINTAINED.
NOTIFY THE ENGINEER OF DISCOVERIES MADE DURING CONSTRUCTION THAT IMPACT SEPARATION
DISTANCE REQUIREMENTS.
2.FLAG AND SURVEY ALL PROPERTY LINES, WELL RADII, AND EXISTING FIELD SEPARATIONS PRIOR TO START
OF CONSTRUCTION.
3.LAYOUT ALL FIELD COMPONENTS AND LOCATIONS PRIOR TO START OF CONSTRUCTION. NOTIFY THE
ENGINEER IF CONFLICTS EXIST.
4.GROUNDWATER MONITOR TUBES SHALL REMAIN IN PLACE UNTIL CONSTRUCTION BEGINS. ABANDON
GROUNDWATER MONITOR TUBES BY CUTTING ONE FOOT BELOW GRADE AND ABANDON IN PLACE. IF THE
GROUNDWATER MONITOR TUBE IS WITHIN FIVE FEET OF THE DISPOSAL FIELD, REMOVE THE
GROUNDWATER MONITOR TUBE IN IT'S ENTIRETY.
5.TANKS WITH TWO TO FOUR FEET OF COVER SHALL BE INSULATED WITH A MINIMUM OF 2" OF APPROVED
INSULATION PLACED IMMEDIATELY ABOVE THE TOP OF THE TANK. TANKS SHALL NOT HAVE LESS THAN
TWO FEET OF COVER. INSULATION SHALL EXTEND 12" BEYOND THE EDGE OF TANK FOR EVERY 1" OF
INSULATION PROVIDED.
6.A SEPTIC TANK SUBJECT TO BUOYANCY FORCES SHALL BE ANCHORED OR BALLASTED AS REQUIRED TO
PREVENT FLOTATION REGARDLESS OF THE LIQUID LEVEL IN THE TANK.
7.A SEPTIC TANK SHALL HAVE A 4" MINIMUM STAND PIPE PROVIDING ACCESS TO OTHER COMPARTMENTS
NOT SERVED BY THE MANWAY RISER.
8.PROVIDE AIR TIGHT CAPS ON ALL CLEAN OUTS AND MONITORING TUBES.
9.PROVIDE A BUILDING CLEAN OUT INSTALLED ONE TO FOUR FEET FROM THE BUILDING FOUNDATION. IF NOT
PRACTICAL, A DOUBLE CLEAN OUT SHALL BE INSTALLED ON THE UPSTREAM SIDE OF THE SEPTIC TANK
WITHIN TEN FEET OF THE INLET.
10.A DOUBLE CLEAN OUT SHALL BE PROVIDED WITHIN TEN FEET OF THE SEPTIC TANK OUTLET. THE
OPPOSING CLEAN OUTS SHALL BE ORIENTED SUCH THAT THE CLEAN OUT CLOSEST TO THE TANK SHALL
BE TO CLEAN THE LINE AWAY FROM THE SEPTIC TANK, AND THE CLEAN OUT FURTHEST FROM THE TANK
SHALL BE ORIENTED TO ALLOW CLEANING TOWARD THE SEPTIC TANK. THE CLEANOUTS SHALL BE
LOCATED ON UNDISTURBED SOIL. A PRESSURE SYSTEM DOES NOT REQUIRE A DOUBLE CLEAN OUT.
11.SINGLE SEGMENTS OF SUBSURFACE DISPOSAL FIELDS SHALL NOT EXCEED 100 FEET IN LENGTH.
12.THE LONG AXIS OF A DISPOSAL FIELD SHALL FOLLOW THE CONTOURS OF THE ORIGINAL GROUND.
13.THE HORIZONTAL SEPARATION DISTANCE BETWEEN THE CLOSEST EDGES OF WORKING OR
DECOMMISSIONED SUBSURFACE DISPOSAL FIELDS, OR SEGMENTS OF SUBSURFACE DISPOSAL FIELDS,
SHALL BE AT LEAST TWICE THE DEPTH OF THE DRAIN ROCK BELOW THE LEVEL OF THE DRAINPIPE, BUT
NOT LESS THAN SIX FEET.
14.THE BOTTOM OF THE TRENCH SHALL BE LEVEL WITHIN 4". THE BOTTOM OF A WIDE TRENCH OR BED

15.AFTER EXCAVATION HAS EXPOSED THE DESIGNATED INFILTRATIVE SURFACE, ANY NATIVE SOIL THAT IS
SMEARED SHALL BE SCARIFIED TO IMPROVE ITS POROSITY BEFORE PLACEMENT OF DRAIN ROCK.
16.PERFORATED DISTRIBUTION PIPE USED IN A SUBSURFACE DISPOSAL FIELD SHALL BE LAID LEVEL AND
BEDDED WITH DRAIN ROCK EXTENDING A MINIMUM OF 2" ABOVE THE TOP OF THE DISTRIBUTION PIPE, AND
LEVEL ACROSS THE ENTIRE WIDTH OF THE DRAIN FIELD.

To Whom it may concern:
This is a request for a septic permit on the above referenced lot. Two perc test holes were excavated and
found the same material, poorly graded sand (SP) for the entire 18 foot depths. The perc rate was 3 minutes
per inch therefore a standard deep trench was designed with a 1500 gallon plastic tank and the standard 20⌦
inch riser. No water was observed in the test hole at the time of excavation or after 7 days. Some of the
surrounding lots are serviced by AWWU and some are not. This lot will be serviced by AWWU see the site
plan. With the large lots and AWWU water service this new septic permit will not impact any of the
neighbors. The lot slopes in the east-west direction with a small valley at the bottom where the septic area
is proposed.
