Prior to final grading, which will include topsoil and hydro -seeding of the steep slopes and all disturbed areas, we wanted to get your blessing on the slope conditions. It is our understanding that after the septic system was installed, the owner decided to install the driveway below the drainfield in order for better access to the house. This was not discussed with GEG. Attached is a photograph from last fall (10/28/2021) which shows the existing slope conditions. I met Tim Eklund up on the site this spring and asked him to look at the slopes with me. He stated he felt the slopes met requirements in regard to code, but that I need to submit a cross sectional drawing to you for full approval. I have gone to the property recently and took elevation shots on the downhill side of the drainfield in the area that had the steepest slopes. The attached cross-sectional drawing shows this these elevation shots to scale. It is our opinion that the steep slope requirement has been met and we are trying to have the contractor install the topsoil and hydro -seeding as soon as possible so the slopes can be vegetated before this winter. Please let us know if you have any issues with the grading and we request an email response so our records. Also, we wanted to mention that the contractor installed a 2 -compartment Infiltrator IM -1060 septic tank as part of the Quanics Aerocell system. We do not have an issue with this in regard to how the treatment system works, but we wanted to make sure the MOA does not have issue with it. Please let us know. Three test holes were excavated on this property in 1999 by Alaska Water Wastewater Consultants, Inc (former name for Garness Engineering Group, Ltd). We have recently re -excavated these test holes (TH#1, Th#2, & TH#3) and excavated an additional test hole (TH#4) to confirm soil conditions and soil percolation rates. 1t is our understanding that other test holes have been excavated on the property and that shallow bedrock is prevalent throughout. Based upon our limited investigations, the only suitable area for a septic system is in the vicinity of GEG test holes #1 through #4, and the conditions are marginal because of the limited depth of the accepting soil stratum. In fact, suitability of the lot to support a septic system was litigated in the past. Attached are the 1999 soil logs (seal not signed) for your reference. The 1999 testing indicated percolation rates of 5.5 min/inch and 9.2 min/inch. Recent percolation tests (addressed below) ranged from 3.0 min/inch to 3.2 minutes per inch. We are proposing sand filter (2.0+ feet) be utilized to create separation to bedrock. Because of the thin receiving soil layer, it is reasonable to believe that there will be isolated area/pockets in the excavation where the receiving soil may be slightly less than 2 feet thick and the separation to bedrock may be slightly less than 4 feet. The receiving soil (MOA sand) is assumed to have a percolation rate of less than 5 min/inch. We are proposing a utilizing a CAT 11 Quanics Aerocell treatment system for this design. We are also assuming that by the time the effluent passes through the MOA filter sand it will of be of suitable quality (BOD/TSS less than 10 mg/L) to utilize a CAT III application rate to the underlying native soil. Comments regarding the design are as follows: 1. SOILS: See attached test hole by Garness Engineering Group, Ltd. which shows the soil classifications, percolation tests and groundwater monitoring. We are proposing the drainfield and reserve site be designed around the 30 -foot radii of TH#2, TH#3, and TH#4. Recent soil logs show that bedrock ranges between is 3.5 to 5 feet below grade. The soil percolation rates in TH#3 and TH#4 were 3.0 min/inch and 3.2 min/inch. Based upon these percolation rates, we are proposing to use a 4.0 gpd/sq.ft. application rate to the MOA sand and the underlying native soils. 2. DRAINFIELD DESIGN: See the attached design and detail drawings for the drainfield specifications. TOPOGRAPHY AND SLOPE WAIVER REQUEST: Lang & Associates, Inc (professional land surveyors) provided MOA GIS topographical information for this property and it appears to be accurate enough for the purpose of this design. Attached are cross-sectional profile drawings which show the existing slopes (per MOA GIS) and the proposed final slopes. As can be seen on the cross-sectional detail drawings, we are proposing that all areas below the drainfield be filled and graded so that there is no slope greater than 33% within 35 feet of the proposed drainfield. We are requesting a variance from the 25% slope requirement downgradient of a drainfield served by an AWWTS. Justification for this variance is the fact that 33% slopes have been used successfully on mounded drainfields for many years. We are proposing the entire mounded area and all disturbed areas downgradient be capped with 4 inches of topsoil and the entire area be hydro -seeded. The minimum well productivity required by this Department (AMC 15.55) for a 4 -bedroom residence is .41 gallons per minute. Although the subject well currently exceeds this minimum requirement, all parties concerned are advised that the production capacity of the well may fluctuate. Restriction of non-critical water uses such as washing cars and watering lawns and gardens may be required. Advanced Wastewater Treatment Systems. The Municipality grants permission to the Owner to utilize and operate an Advanced Wastewater Treatment System (AW-VVTS), described as located at (legal description) 2. Maintenance, Repairs and Alterations. It shall be the responsibility of the Owner during the term of this Agreement to pay for all repair(s), maintenance, adjustment(s), replacement costs, and inspection costs. This includes an annual maintenance fee (typically $400 to $600). Owner agrees that only maintenance and repair personnel approved by the Municipality or the manufacturer's representative will inspect and make any necessary maintenance, repairs or permitted alterations to the system. Owner agrees that the AWWTS installation and maintenance requirements as provided by the AWWTS vendor/installer and approved by the Municipality are the governing guidelines for the construction, maintenance and repair of the Owner's AWWTS. Owner agrees to maintain remote monitoring of the AWWTS as required by the AWWTS approval. 3. Term. The term of this Agreement shall begin on the date of approval by the Municipality to operate the installed system, or upon transfer of fifle, and shall continue while the AWWTS is operational or until title is transferred. 4. Nonwaiver. The failure of the Municipality at any time to enforce a provision of this Agreement shall in no way constitute a waiver of the provisions, nor in any way atTect the validity of the Agreement or any pail hereof, or the right of the Municipality thereafter to enforce every provision hereof. 5. Amendment. This Agreement shall only be amended by authorized representatives of the Owner and Municipality- Any attempt to amend this agreement by either an unauthorized representative or unauthorized means shall be void. 6. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchorage. The laws of the State of Alaska shall govern the rights and obligations of the C> parties under this Agreement. 7. Severability. Any provisions of this Agreement decreed invalid by a court of competent jurisdiction shall not invalidate the remaining provisions of the Agreement.
