HomeMy WebLinkAboutDRAKE Block 4 LTS 1A & 1B S12457Onsite File January 28, 2020 Municipality of Anchorage Building Safety Division On Site Water and Wastewater Program 4700 Elmore Street Anchorage, AK 99507 Attention: Debbie Wockenfuss Subject: Drake Subdivision, Block 4, Lot 1 Proposed Drake Subdivision, Lots lA and 1B Septic System Feasibility Study Water Availability Study Dear Debbie: The owner of the parcel identified as Drake Subdivision, Block 4, Lot 1 has submitted a petition to subdivide the property into two lots forming the new Drake Subdivision, Lot IA and 1B. We have completed a study of the proposed lots and have determined that each will support an onsite septic system. Three individual absorption systems have been designed for each lot. These locations will be delineated on the final plat. Each lot will be served by a private well. A water availability study was completed and submitted to you in December of 2018. No wells in the area are in conflict with the locations of the proposed septic systems. The parcel is virtually flat and the areas proposed for septic systems slope slightly to the west at grades of 0% to 2%. There are no areas within 50' of the proposed septic systems which exceed slopes of 25%. Lot sizes exceed 40,000 S.F. as shown on the attached site plan which also identifies the areas specified for septic systems and private wells. Ground surface contours are shown on the site plan indicating the grade and direction of flow. Storm water drainage will not impact these septic systems and all proposed trenches will be constructed parallel to the ground slope as much as possible. The absorption trenches will be constructed utilizing engineered receiving soils in conformance with Section 15.65.210D3c and the attached design documents. The absorption trenches will be utilized in association with a Category III Nitrate Reducing Treatment Systems. The system will be 50' from the well on this and adjacent lots. The percolation rate for the accepting soils at the proposed locations on each lot was estimated based on the silt content of the material found at that location. The silt content at the location on Lot 1B was determined to be 31.8% with 56.9% sand and 11.3% gravel. The silt content on Lot IA was similar with 33.5% with 41.5% sand and 25% gravel. This resulted in a USCS Classification of SM or silty sand in each test hole. Past experience has shown this material to absorb water at between 30 and 60 minutes per inch and often faster depending on in situ density. Test holes were placed on the proposed lots in October of 2018 and September of 2019. The test holes were excavated from 14' to 14.5' Monitoring tubes were placed in the test holes and groundwater checked periodically with the final reading on October 18, 2019. Groundwater has been noted from 13' in late fall to 2' below the surface in the spring indicating the water is being absorbed and leaving the area. Soils were uniform in both test holes consisting of over burden to F underlain by organic laden fill and peat to 8' below the surface. Percolation tests could not be performed on the underlying silty sand, but samples were obtained and analyzed at the laboratory. Gradation results are attached. Our field studies, research, and water monitoring completed to date indicate that both lots of the proposed subdivision are capable of supporting new onsite septic systems, but only at the locations shown and to the design completed and attached. Homes on each lot will be limited to three bedrooms. Notes for the final plat are as follows: 1. Category III Nitrate Reducing Advanced Wastewater Treatment Systems approved by the Municipality of Anchorage are required on Lots 1 and 1B. 2. Houses proposed for Lots IA and 1B are limited to a maximum of three (3) bedrooms. 3. Alternate locations for wastewater disposal reserved areas may be used if approved by the Municipality. In which case, the locations shown hereon shall move to the new locations and an amended plat shall be filed with the State Recorder's Office detailing the changes. Completed designs are included for each lot along with all backup documentation. Additionally, we located well logs for two of the three lots directly adjacent to the new subdivision on the east and south boundaries. These are the nearest wells to the subdivision and are representative of the wells that would be constructed on the proposed lots. The well logs are described in the following table. Property Legal . It is clear from this study that the aquifer in the area has the capacity to support new wells on the two lots in the proposed subdivision. New wells will likely be drilled to 120' to 160' deep and will produce between 5 and 10 Gallons per Minute. The wells will not affect the operation or output of the existing wells in the area. A study was completed of the records pertaining to the wells within 250' of the subdivision limits to determine nitrate content of the water. No records were found and no water samples taken. Based on our field studies, research and water monitoring completed to date it is clear that both lots of the proposed subdivision are capable of supporting new wells and onsite septic systems.
