' x'" r.•;i r .� cn ecte�� April 2911, 2022 Subject: Sky Ridge Subdivision Lot 32—Suitability for On -Site Wastewater Disposal Platting Case 512602 Page 2 of 2 The parcel is part of the Sky Ridge Subdivision which has been preliminary approved to create 32 R7 -SL Lots. Lots 1-31 will be approximately 20,000 square feet in size and served by public sewer. Due to topographical constraints, Lot 32 will be 1.04 acre in size and require on-site wastewater disposal. All lots will be served by individual wells. Soils and Septic Svstem Information A test hole was excavated the property. Native sands and gravels with varying silt content were found on site. Percolation testing was performed and resulted in an infiltration rate of less than 1 minute per inch. The soils log and perc test is attached with this report. Lot 32 is suitable for on-site wastewater disposal systems. Development of the property will require an engineered plan for well and septic locations that will be reviewed and approved by MOA On-site to ensure that the septic tank and absorption fields are placed outside of the existing and proposed well radii. Drainage An existing drainage way flows through the property. Runoff flows through the site during high intensity low frequency storm events and during the spring break-up season. This feature does not classify as surface water per AMCR 15 and should not pose an issue for the development of the property with on-site systems. Conclusion Lot 32 of Sky Ridge Subdivision is well-suited for on-site wastewater disposal. The native soils are well -draining and will support a septic system. The proposed public sewer mainline extension is shown in the 300 scale map, below. 300 SCALE SEWER KEY MAP To meet AWWU tariff, the developer is required to extend public sewer for the full lot frontage, including Lots 20 and 31. This results in setting a manhole within the existing 100' well radii of Ptarmigan View Estates Lot 3 and 4. The conflict is shown below. SSMH-N is approximately 98 feet and 82 feet from the existing wells on Lot 4 and Lo t3, respectively. The sewer main will be capped within the manhole and will not receive any wastewater. The property east of Sky Ridge Subdivision (including Ptarmigan View Estates) is not within the AWWU Sewer Boundary, and any future connection to the SSMH-N would require an application to expand the boundary for public sewerage approved by the Anchorage Assembly. Connection to the proposed public sewer main would also require a thorough review with both MOA and AWWU. The encroachment of SSMH-N within the 100' well radius of Ptarmigan View Estates Lot 3 and Lot 4 is not anticipated to have any negative effects to the water quality of the existing wells. (TERRASAT) to investigate hydrogeological conditions at the proposed Sky Ridge Subdivision. TERRASAT supervised aquifer testing and evaluation as part of the overall study objectives. The proposed Sky Ridge subdivision is comprised of approximately 19 acres of undeveloped land on the lower hillside area of Anchorage, Alaska. The parcel is bordered on the north by O’Mally Road, on the east by Hane Street, on the west by Rangerider and Pearce Subdivisions, and on the south by East 112th Ave. Our investigation of the area water budget concluded that sufficient sustainable ground water is available to supply the proposed Sky Ridge subdivision land development. An evaluation of area well data suggests at least five separate aquifers exist in the local area. TERRASAT opines that two or more aquifers will likely be used to extract groundwater for the various lots in the Sky Ridge development. Average yield per well for 29 residential wells in an approximate ½ mile area around Sky Ridge subdivision is 23 gallons per minute. Aquifer test results suggest that water wells in the Sky Ridge subdivision may produce between 7.2 to as much as 92 gallons per minute, based on a 24-hour pumping simulation. Hydrogeological modeling of the tested wells shows no impact to a property 50 feet away from a pumped well. Measured wells within the subdivision have more than 90 feet of available static water level in their wells. Therefore, the neighboring wells will continue to function without impact. 2.0 METHODS TERRASAT conducted a comprehensive groundwater investigation of the area in and around the proposed Sky ridge Subdivision using available well logs from the MOA and from the ADNR WELTS databases that were within ½ to ¾ miles from the property of interest. Figure 1 shows the locations of the available private residential wells and static water elevations whose records were analyzed during the site evaluation for the proposed Sky Ridge subdivision. Four existing water wells within the Sky Ridge Subdivision were evaluated for yield testing. Three of the wells were serviceable and subsequently utilized for aquifer testing. The three wells are labeled according to the new lot numbers:  Lot 10  Lot 17  Lot 21 Antecedent static water levels were recorded for a minimum of 24-hours before aquifer testing. Aquifer testing consisted of pumping one well for 24-hours with a continuous discharge rate of 3-gallons per minute. During the aquifer testing, the other two wells and the well at the adjoining Greek Orthodox Church were monitored for drawdown. Monitoring was accomplished with Level Troll pressure transducers. Data for the observation wells were collected at one half Groundwater Resource Evaluation for the Sky Ridge Subdivision Page 3 minute intervals. Data from pumping wells were collected at logarithmic intervals. At the end of pumping, each well was sampled for a suite of inorganic metals and anions. Water geochemistry was statistically evaluated using hierarchical analysis and principal component analysis to determine the chemical relationship between water wells. 3.0 GEOLOGY 3.1 Background Information Several State and Federal reports have documented the generalized geology of the area around and including the proposed Sky Ridge subdivision. A USGS map report “Generalized Geologic Map of Anchorage and Vicinity, Alaska” by Henry R. Schmoll and Ernest Dobrovolny 1972, shows that surficial geology dominates the subject property and surrounding area.  Alluvial Fan Deposits (af): Most of the local region is mapped as alluvial fan deposits. This geologic unit was also the dominant soil of the former Tulin sand and gravel extraction site to the south of the subject property. Fan deposits are described as dominantly gravel is most areas but may consist of mostly sand in other areas. Observations form the former extraction site showed well bedded sand overlain by a thin layer of Loess.  Glacial Alluvium (ga): Glacial alluvium in this area is most likely from kame deposits. Kames are typically glacial outwash deposited on active glacial ice. These deposits are chiefly gravel and sand, moderately well bedded and well sorted. Figure 2 is a from the USGS geology map of the area. Bedrock was not encountered in well logs within the study area. Well yields are elevated in both geological units. 3.2 Subsurface Evaluation TERRASAT reviewed water well data from 29 local wells and reviewed static water levels and static water elevations, lithology, and other available information including water quality. Well logs show a glacial till confining layer, aquitard, that is generally 80-feet thick. More information is discussed in the next section. Groundwater Resource Evaluation for the Sky Ridge Subdivision Page 4 4.0 HYDROGEOLOGY 4.1 Subsurface and Previous Investigations Prior studies describe various aspects of the geology and hydrogeology of the area. TERRASAT used “Hydrology for Land-Use Planning: The Hillside Area, Anchorage, Alaska, Larry L. Dearborn, and William W. Barnwell, USGS Open File Report 75-105” in cooperation with the Greater Anchorage Area Borough, to help define the water budget for the area. Another study that we reference was “Emanuel and Cowing, USGS Open File Report 82-86, Hydrogeology for land-use planning; the Potter Creek Area, 1982, Anchorage, Alaska” in cooperation with the Greater Anchorage Area Borough. Static water levels at the time of drilling from available well logs were converted to static water elevations above sea level for the subject property and surrounding subdivisions by TERRASAT. Current water levels were measured for wells within the subdivision. The static water elevations were then statistically evaluated to differentiate aquifers in the communities surrounding the Sky Ridge subdivision. Five separate aquifers were delineated for the area. 4.1.1 Local Aquifers and Availability of Water According to the report; Hydrology for Land-Use Planning: The Hillside Area, Anchorage, Alaska, Larry L. Dearborn, and William W. Barnwell, USGS Open File Report 75-105, the groundwater budget for the Anchorage Upper Hillside area containing the Sky Ridge project area is approximately 10-16 Mgal/day. The figure, below, depicts the general study area of that Hillside report which closely correlates with the Sky Ridge area. Figure 3, Dearborn, and William W. Barnwell, USGS Open File Report 75-105 in Cooperation with the Greater Anchorage Area Borough.) The Sky Ridge subdivision will have 31 houses. The daily water consumption for 31 houses at 450 gallons per house equals 13,950 gallons per day. This is a fraction of the 10-16 million gallons per day of available groundwater shown in the following figure (4). Based on published literature, we conclude that groundwater recharge is abundant for the Sky Ridge subdivision and surrounding subdivisions. Barnwell, USGS Open File Report 75-105) Well yields for the 29 area wells have a mean yield of 23 gallons per minute. Twenty five of the 29 wells produce more than three gallons per minute. A four-bedroom house requires about a third of a gallon per minute without the need for a holding tank. Based on existing well log information, we conclude that adequate groundwater resources are available for the Sky Ridge (Figure 5). 4.2 Aquifer Test Results at Sky Ridge Sky Ridge wells were monitored for diurnal-antecedent water level fluctuations. The well on Lot 10 had a fluctuation of 0.27 feet during a twenty-four-hour pre- test interval. Water temperature for the same well decreased by 0.17 degrees Celsius. Water levels in the Greek Orthodox Church’s well fluctuated by 1.4 feet. However, this well was in use periodically. Water levels fluctuated 0.15-feet in the well on lot 17, with a temperature fluctuation of 0.097 degrees Celsius. We conclude that diurnal fluctuations are insignificant with respect to aquifer testing in this subdivision. Groundwater Resource Evaluation for the Sky Ridge Subdivision Page 7 Aquifers were tested following ASTM standards. Three wells were tested with a 24-hour continuous discharge test, and one well was also tested with a 24-hour recovery test. Each well was allowed to recover for the same duration as the drawdown testing. Aquifer test results show that each well can provide adequate water supplies and that the impact to wells on adjacent lots will be insignificant. The basic well and aquifer test results and information for each well are listed below. Results were compared with type curves for confined aquifers and confined aquifers with leakage. We found the best fit, for each well, matched the Hantush and Jacob, 1955, Non-steady radial flow in an infinite leaky aquifer. (Transactions, American Geophysical Union, 36, no 1:95-100). The following assumptions are made with respect to the Hantush-Jacob method:  Aquifer has infinite areal extent  Aquifer is homogeneous, isotropic and of uniform thickness  Control well is fully or partially penetrating  Flow to control well is horizontal when control well is fully penetrating  Aquifer is leaky confined  Flow is unsteady  Water is released instantaneously from storage with decline of hydraulic head  Diameter of control well is very small so that storage in the well can be neglected  Aquitards have infinite areal extent, uniform vertical hydraulic conductivity, and uniform thickness  Aquitards are overlain or underlain by an infinite constant-head plane source  Aquitards are incompressible (no storage)  Flow in the aquitards is vertical. TERRASAT believes these conditions are met for each well tested. The maximum potential yields listed above refers to the rate at which the well could be continuously pumped before 100% of the available drawdown would be reached. The continuous pumping was simulated for 24-hours. Simulations for continuous pumping for four hours yields higher yields. These test data show that abundant water is available for planned wells in the Sky Ridge subdivision. The average Anchorage household well would need to be pumped at a rate of 0.31 Groundwater Resource Evaluation for the Sky Ridge Subdivision Page 10 gpm continuously, when equilibrating this rate to the average daily household usage of 450 gallons per day. The maximum rates listed for the wells above are therefore far above the range of expected normal rates. They indicate that much more water is available than will ever normally be used. For the Sky Ridge subdivision, 100 lateral feet is the approximate distance between planned wells on separate lots. That hydrogeological modeling of the new wells shows no impact at 50-feet radial distance from a pumping well when pumped at the maximum capacity of the well. The lack of impact is explained by the leakage of the aquitard, providing additional water from a second source aquifer. Refer to the appendix for drawdown curves. Drawdown ceases to increase after 25- to 120 minutes, depending on the individual aquifer. Most wells in the Sky Ridge Hillside area contain at least 90 feet of available drawdown. Drawdown is relatively small when pumping at 3 gallons per minute. Recovery is rapid, as measured in the well on Lot 10. Based on observations made during the aquifer testing procedures, we conclude no connectivity exists between all four wells. This conclusion is also supported by the difference in static water elevations. 5.0 Geochemical Considerations 5.1 Water Quality Water samples were collected from the three Sky Ridge wells and the Greek Orthodox Church well. Results are shown in the appendix. Nitrates were below the detection limit for the four wells. Arsenic was below the detection in three wells and was 1.86 micrograms per liter in the well on Lot 17, well below the EPA MCL of 10 micrograms per liter. Table 1 in the Appendix shows the anion and cation results from testing. 5.2 Statistical Analysis Hierarchical statistical analysis was conducted on the water well geochemistry. The nearest neighbor method was applied to determine the geochemical relationship between wells. A dendrogram was plotted (refer to appendix) showing the results. Results show that the water in the Greek Orthodox church well and the water in the well on lot 21 are dissimilar to each other and both are dissimilar to water at lots 10 and 17. These results provide a second line of evidence that is consistence with static water level differentiation of aquifers. Principal component analysis using a varimax rotation was conducted on the geochemical suite of analytes to determine which analytes were best to Groundwater Resource Evaluation for the Sky Ridge Subdivision Page 11 distinguish between aquifers. The following group of analytes provide similar results as the hierarchical analysis with all the analytes:  Barium  Calcium  Magnesium  Molybdenum  Potassium  Sodium  Sulfate 6.0 CONCLUSIONS TERRASAT investigated the sufficiency of groundwater to determine if adequate resources are available to support the use of individual water wells within the Sky Ridge subdivision. We investigated the potential impact water wells would have on the new subdivision and on the surrounding neighboring water wells. We found that more than 16 million gallons per day of groundwater flows through this area of the south Anchorage hillside, far more than what the existing community uses. TERRASAT concludes that recharge is expected to remain abundant and far in excess of the demands of residential use. Available water well logs and a statistical analysis show that the community within a half mile of the Sky Ridge subdivision exploits groundwater from at least five different aquifers. Recharge for these aquifers is up-gradient from the Sky Ridge subdivision, in confined aquifers. Therefore, TERRASAT concludes that, drinking water quality is expected to remain unaffected by the new land development. Aquifer test data shows that maximum well yield is in the range of 7 gpm to 92 gpm for the three water wells that were evaluated. Wells in this subdivision are expected to use an average of 0.31 gallons per minute. We predict that the drawdown 50 feet away will be imperceptible because the aquifers are confined and leaky. Confined and leaky mean the source water is derived from the aquifer that a well is completed in, and from an additional aquifer that leaks into the pumped aquifer. Recharge is expected to be complete within minutes to several hours after the pumps are off. Therefore, we conclude that impact to wells on adjacent lots will be insignificant. Water quality was evaluated for the three existing wells and the adjacent Greek Orthodox church well. Hierarchical analysis shows that water chemistry is dissimilar in the Greek Church well and the well on Lot 21. Water chemistry in both wells is dissimilar from the other two wells, on lots 10 and 17. This dissimilarity is consistent with the conclusion that these are different aquifers, based on static water elevations. The recharge area is likely in the upper hillside area. Water quality meets the drinking water standards set by the Alaska Department of Environmental Conservation.
