Reid Construction Grants Project Alaska Dept. of Environmental Conservation 437 "E" Street, Suite 200 Anchorage, Alaska 99501 REFERENCE: Fire Lake Interceptor, Phase II Dear Mr. Reid: I -IES Owned by (he Munc;oa!;fv of Anchorage The Anchorage Water and Sewer Utilities (Ai'SU) seek ADEC approval to construct, maintain and operate a portion of the Fire Lake Interceptor Sewer, Phase II closer to drinking water sources than established separa- tion distances specified in State Drinking Water Regulations. In request of a regulation waiver and in accordance with Title 18 of the Alaska Administrative Code Chapter 80 (18 AAC 80.020.d.), Anchorage Water and Sewer Utilities submits the following report for your review and con- sideration. The subject wells are located in the Regional Park subdivision in Eagle River, Alaska. A listing of well locations within a 100 -foot proximity of proposed manholes is given in Table 1. A listing of well locations within a 75 -foot proximity of the proposed mainline sewer is given in Table 2. All wells are private systems serving individual dwelling units. Within the subject well radius "waiver" area, the sewer pipe will be 24 - through 36 -inch Ductile Iron Pipe, Class 52. The subject pipe has a working pressure of 350 psi plus a surge allowance of 100 psi. This particular sewer trunk is a gravity system which will be 0.0 psi working pressure, making it ideal for construction within well radius. On a Mr. Reford G. Reid Page 2 gravity system there is more static pressure on the outside of the pipe than on the inside, thus giving more concern to infiltration than exfiltration. Ductile iron pipe has a .life expectancy greater than other conduit materials because of its structural strength, resistance to abuse, abrasive elements and corrosion. All manholes construvted within 100 feet of a private well shall be spe- cially constructed to watertight standards using a water containment P membrane. All pipe penetrations in and out of the manholes shall be sealed with reinforced flashing to prevent leakage, and the membrane will be covered by protection boards to prevent damage. Details of construction are described in the attached drawings and specifications. A review of the soils report for this project shows that Davis Street and Iris Way to Marcus Drive is generally a uniform, dense, sandy gravel material. The remainder of Iris Way and Mercy Drive are a very dense, sandy silt in the lower trench zones. Well logs for two wells along Davis Street show the following information: Lot 60: 52' well, cased to 40' Gravel and sand (no apparent impervious layers) Lot 79: 60' well Silty with cobbles, silty sand and silty gravels; shale at 60' The above situation represents the "worst case" for wells closer than 7S' to the proposed sewer. The soils profiles along upper Iris and Mercy Drive appear to be more impervious at lower levels. C i Mr. Reford G. Reid Pab 2 In recognition of the frequency and degree of sanitary sewer en- croach7i--nt inside well protection radii, ATNU sought an opinion and advice from the Municipal Departnont of Health and Envirommntal Protection. Their conTrents and supportive statement are attached. The septic tank was pumped and verified to have a capacity of 1000 gallons. The seepage pit was charged with 1000 gallons of water and at the end of a 24 hour period all the water which had been added to the crib had percolated out of the system. It can be concluded from the above test that the sewage system located on the referenced property is adequate for the three bedroom residence.
