Subsequent to that meeting I modified the drawings to illustrate the two areas that you expressed concerns on as follows: • Cross sections showing the hypothetical 25% slope with the location of the field for lots 16 and 17. • Plan view of Lots 16 and 17 showing that the fields fit in the appropriate areas. As discussed, we have reduced the depth of the fields for the referenced lots and modified the hypothetical design to illustrate that the lots do meet Municipal Code requirements based on the soils logs previously submitted. In addition, the modified designs do fit within the available reserve areas as illustrated on the plan view drawings, which are attached. The hypothetical 25% slope was located 2' above the field to illustrate that there is no problem with minor regarding over the top of the field and to resolve an additional fill concerns. On Tuesday, December 1, 1998, I received a submittal from Mr. Ken Duffus, PE, concerning the preliminary plat for Williamson Subdivision, Block 2, Lots 16 thru 18. The cross-sectional information contained in this submittal indicates that the slopes in the areas of the platted septic system sites exceed 25%, the code maximum. Further information and site evaluation will be required to determine if these slopes can be easily altered to meet the requirements of AMC 15.65. Due to the late date of this submittal, the determination of the suitability of this subdivision to support on-site wastewater disposal systems cannot be made prior to the Platting Board meeting this evening, December 2, 1998. The platted septic system disposal field locations for lots 16, 17 & 18 of the proposed Williamson Subdivision are located in areas with steep slopes. No information has been provided to this office to define the slope gradients in these areas. AMC Section 15.65.060.A.2.a states that subsurface disposal fields may not be located on slopes of greater that 25%. Also, AMC Section 15.65.060.A.1.b states that a subsurface disposal fields may not be located within 50 feet uphill of a slope greater than 25%. These platted locations are the only locations on these lots that will possibly support the installation of subsurface disposal fields. If future information shows that these locations do not meet the slope requirements defined above, these lots will not be able to be developed in their current configuration. For this reason, I do not recommend approval of the preliminary plat until the slopes in these areas have been determined. Mr. Ken Duffus, PE, in a letter to Mr. Jerry Weaver of the Department of Community Development and Planning dated October 16, 1998, stated `In order to illustrate accurately the benches, slopes and contours requires additional fieldwork cross sectioning the proposed fields for the lots in question. iVe anticipate completion of this work in several weeks for your evaluation prior to the public hearing." Health & Human Services REF: Preliminary Plat— Williamson S/D, Blk 2 Lots 16-18 Dear Jerry: Per our previous discussion with Mr. Jim Cross, P.E., from DHHS we are submitting the cross sections for the referenced lots on the attached sheets. The cross sections were located in accordance with my discussions with Mr. Cross and are representative of the surrounding slopes. Lot 18 indicates slopes in accordance with municipal criteria. Lot 17 has a 27.6% slope in the area of the testholes and potential reserve. We do not feel that this would preclude development as minor grading can achieve grades of 25%T or less for this site. Lot 16 has the reserve areas on the uphill side of the testholes which indicates a slope of just over 25 % ( 25.6% ). As with lot 17 minor grading during the placement of the septic system will achieve the required slopes for placement of septic systems and their reserves. Subsequently staff's review of the packet generated a list of concerns, some of which involved the proposed on-site wells and septic. In an attempt to resolve the concerns relating to the on-site systems I have met with DCD&P and DHHS staff. Below are the concerns I have gleaned from the packet listed along with my responses addressing each issue; Concern #1 - Additional soils and design information is needed for the individual wastewater disposal systems proposed for lots 16,17 & 18. Response #1— I have included the design calculations for the septic fields, along with the backup soils information previously submitted. Based on our soils exploration it was clear that the soils encountered were similar in nature and consistent along the entire ridge. In meeting with DHHS we have agreed to provide three additional testholes, the locations of which are identified on the attached drawings. It is also ry understanding that these testholes will not be required for the preliminary lata approval but will be subject to final plat review and approval. If suitable soils are not encountered we will combine lots. reserve area shown in the roposed Concern #2 — Lot 35 tolinsure soils information that the t entire reserveoarea esoils will percolate at an acceptable rate. Response #2 — Lot 35 (this is lot 36 on the revised plat submitted October 12`s) wast e result of our original design in which Lot 35 was two separate lots. After our soils investigation the two lots were combined into Lot 35. This resulted in Lot 35 having 3 testholes. Two of the three had acceptable percolation rates. Based on conversations with DHHS we removed the soils from within the reserve area from the standard 30' radius of the unacceptable testhole even though it overlapped the good testhole. Upon further discussions with DHHS staff we agreed to illustrate three proposed systems and a proposed site development similar to what we provided on Lots 16, 17 & 18. This has been attached to this letter. No additional soils testing was required for this lot. REF: Preliminary Plat — Williamson SID, Blk 2 Lots 1518 do 3-5-36. e 16,1992A- 6,19 8 Page 2 of 2 Concern #3 — The proposed on-site wastewater disposal systems sites on lots 16, 17 & 18 must be shown to meet slope and slope setback requirements of AMC15.65. Response #3 — To date all we have had to work off of is topographic information provided from municipal records. In order to illustrate accurately the benches, slopes, and contours requires additional fieldwork cross sectioning the proposed fields for the lots in question. We anticipate completion of this work in several weeks for your evaluation prior to the public hearing. If it is determined that slopes and setbacks are not achievable we will probably propose combining lots in order to achieve acceptable reserve areas. Proposed locations and alignments have been discussed with DHHS for these lots. Other Concerns • Structures within the 25' setback or 85' setback.. Response- The building structures have been modified to illustrate that they can be constructed outside these setbacks. Per our discussions with Thede Tobish wells are considered acceptable within these areas. Driveway on lot 17 is crossing the leach field reserve area.. Response—The reserve area is identified as available for septic systems. The three systems required by code are illustrated and designed for the area outside the driveway locations showing that there is sufficient area in addition to the driveway locations. With the above I feel that there is sufficient information to obtain preliminary plat approval. As discussed with staff if it is determined through our additional slope and/or soils investigation that there is insufficient area for on-site systems the owners are ur research to action prepared premature. The'roperty drains to a small stream running through the property from south to noih. This stream has been surveyed in and is accurately represented on the submittd documents. There is no other open water body that impacts this potentia development. We have located the proposed reserve areas for on-site septic sysfms outside the 100 -foot stream setback as indicated. All driveways will be slopeatnward the street. There does not appear to be significant surface drainage within the f0dways and the lots are well drained. Lots 16,17 and 18 had insufficient reserve area under Section 15.65.180 (B)(1).
