The above parcel was investigated by myself for possible development as a church/sanctuary on March 8, 2003.
Eight test holes were excavated at various locations around the property. My initial report and test hole locations
have been attached to this letter for your review. No percolation tests were done at the initial investigation due to
the cold weather, however water monitoring tubes were installed to allow monitoring through the spring and fall of
2003.
Of the nine test holes that were excavated, three were located in the area that we intend to use for the proposed on-
site septic system, see plan layout. Test holes 2, 3 and 5 were perced and found to be 22 minutes per inch, 16
minutes per inch and 12 minutes per inch respectively. Water was only observed in test hole #2 at 11 feet below
grade. During the 2003 spring and fall water monitoring period, the water table in test hole #2 did not raise above the
original 1 l feet measurement. Test holes #3 and #5 did not have any measurable water for the entire spring and fall
monitoring period. Test hole #9 was excavated on the 30 acre parcel for future on-site development and found to
excellent gravel and sand, water was observed at -8 feet. The reserve areas have been shown on the proposed plat.
The slope at the proposed site for the septic area is about 7.5 percent, from north to south, with no slopes steeper
than 25 percent any where on the proposed 40 acre plot. A scaled contour plan has been included with this
submittal for your review.
The potable water for the new structure will be provided by an on-site well. Two existing wells were located just off-
site to the east, one is artesian and flowing year round at about 0.25 gallons per minute. The other is not artesian but
does have water standing in the casing. Four well logs from Ilamann subdivision have been included in this
submittal showing that water existi,919surrounding this property.
Test holes #6 and #8 were excavated only for determining access road design limits, such as water table, over burden
etc..

Dear Robert:
Per your request I have investigated the soils on the above referenced property for possible future
development. On March 8, 2003 eight test holes were excavated at various locations south of the large
wetlands area, see plan sheet St. Six of the test holes numbered 1, 2, 3, 4, 5, and 7 were excavated to
a depth of 7 to 12 feet to determine possible soil pert rates and water table verification. Test hole
numbers 6 and 8 are located just inside the wetlands area. These holes were excavated to a depth of 2
feet just to determine the depth of the peat.
Overall the soils were silty sand or silty gravel with small pockets of clean sand. The only ground water
observed was in test hole number 2. The soils encountered along the southern property line, test holes 1
and 4, were very moist with fine silty sands or clayey sands and are not adequate for an on-site septic
system. Test hole #5 had the best soils for a future leach field system, with loose silty sand and no water
table. Test hole #5 was not perced for any soil absorption rate due to the cold weather and the need for a
minimum 4 hour per -soak requirement. However based on my years of experience, the existing material
should pert at around 10 to 20 minutes per inch which is good for an on-site septic system. This test hole
will be perced in the spring when the weather is more acceptable.
Test holes 6 and 8 only had 1 foot of peat. This shallow peat layer would allow minimal impact to the wet
lands area for construction of an access road to the proposed building site.
The slope of this land is to the southwest at about 5 to 10 percent. This will make site drainage off the
proposed building area natural, without impacting any neighboring properties.

This is in response to your May .21, 2002 request for a Department of the
Army (DA) jurisdictional determination on behalf of Unity Church for their
proposed development project located within.the SE +w, SE W, NB 5(, Section 22,
T. 14 N., R. 1 W., Seward Meridian, Latitude 61° 17' 25" N., Longitude 1490
25' 170 W., near Eagle River, Alaska. This is a wooded ten -acre parcel that
will be developed by the church.
Based on our review of the information you furnished, material available
to our office, and our on-site, field inspection on 31 May and 3 June, 2002 we
have determined that your proposed project area contains approximately three
acres of waters of the U.S. under our regulatory jurisdiction (see enclosure
titled, •BASIS FOR JURISDICTIONAL DETERMINATION').
A map of the area flagged as wetlands is enclosed. This is a class •B•
wetland under the Anchorage Wetland Management Plan (Site #149). Therefore,
issuance of an individual DA permit is required prior to conducting any work
that falls within the wetland.
Your proposed project was reviewed pursuant to Section 404 of the Clean
Water Act. Section 404 of the Clean Water Act requires that a DA permit be
obtained for the placement or discharge of dredged and/or fill material into
waters of the U.S., including wetlands, prior to conducting the work (33
U.S.C. 1344).
For regulatory purposes, the Corps of Engineers defines wetlands as those
areas that are inundated or saturated by surface or groundwater at a frequency
and duration sufficient to support, and under normal circumstances do support,
a prevalence of vegetation typically adapted for life in saturated soil
conditions.
Please be advised that'land clearing operations involving vegetation
removal with mechanized equipment such as front-end loaders, backhoes, or
bulldozers with sheer blades, rakes, or discs in wetlands; or windrowing of
vegetation, land leveling or other soil disturbances are considered placement
of fill material under our jurisdiction.
This approved jurisdictional -determination is valid for a period of
five (5) years from the date of this letter, unless new information supporting
a revision is provided to this office before the expiration date. Also,
enclosed is a Notification of Administrative Appeals options and Process and
Request for Appeal form regarding this Department of the Army Approved
Jurisdictional Determination.

Pamphlet, including a permit application. This pamphlet is designed to assist
you in applying for a DA permit and provides general information and guidance
on how to complete the permit application. For informational purposes, a copy

the presence or absence waters of the United States, including wetlands, which are subject to regulatory jurisdiction
under Section 404 of the Clean Water Act and/or Section 9 and/or Section 10 of the Rivers and Harbors Act of 1899.
