Box 196650 Anchorage, Alaska 99519-6650 Ref: Septic System Upgrade for Lot 17, Borealis Subdivision #I (Bottomless Intermittent Sand Filter - ISF) To whom it may concern: The existing 4 bedroom house is served by a class "A" well and a private septic system. The existing septic system consists of a 1500 gallon S.T.E.P. tank and a pressurized bed type drainfield. The existing bed is surcharged and must be upgraded. We are proposing that the integrity of the existing 1500 gallon S.T.E.P. tank be verified and if found of good integrity, to replace the pump control system. We are also proposing that a innovative Bottomless Intermittent Sand Filter (ISF) system be installed in the south half perimeter of the existing bed. Comments regarding the proposed upgrade are summarized as follows: 1. GENERAL: Due to the 200 foot class "A" well radius encompasses the entire property and the existing septic system has been granted a waiver to the class "A" well, it is our opinion that a Bottomless ISF system installed in the south half of the existing bed is the most viable option. The existing waiver has been requested from A.D.E.C. to be amended to include the proposed upgrade (see attached). 2. SOILS: Attached is a soil log from S & S Engineering for the test hole excavated on 7/7/1992 for the installation of the existing bed. See the attached copy for the soil classifications, groundwater monitoring, and a percolation test results. It is our opinion that a application rate of 2.0 gallons/day/f12 should be used. 3. DRAINFIELD DESIGN: Bottomless Intermittent Sand Filter (ISF) a. Percolation Rate: 40 minutes/inch b. Allowable Application Rate for ISF: 2.0 gallons/day/ft2 c. Air Supply Line: "Wasteflow" emitterline, 1/2 inch I.D, "Anchorage Tank". 1. Sand Material: In accordance with M.O.A. latest standards m. Pea Gravel: 100% passing 3/8" sieve, less than 20% passing the 1/4" sieve, and less than I% passing the #8 sieve. We are proposing to excavate the proposed ISF in the middle of the existing bed and limit the excavation depth to the removal of all contaminated material and then place a minimum of 6 inches of sand, install the air supply line, and cover it with 1.5 feet of sand. On top of the sand, we will place a minimum of 6 inches of 3/8 inch pea gravel, with the pressure laterals midway in the layer. We will use a conventional lift station (Anchorage Tank), equipped with a programmable timer so that flow can be intermittently dosed to the ISF. 4. SURFACE WATERS: There is no surface water within a 100 foot of the proposed septic system upgrade. 5. TOPOGRAPHY: The existing bed is on a generally flat area; in short, there are no slope concerns. 6. MATERIALS AND CONSTRUCTION PRACTICES: The materials used, and the construction practices will comply with DHHS' "Intermittent Sand Filter Design, Installation & Maintenance Manual". The contractor should read this document prior to construction. Copies are available at the Municipal Onsite Services office (5th floor, 9th & L St.). 7. CLOSING: I am open to any suggestions from your department, which would be an improvement to the proposed design. Subject: Septic System Upgrade at Borealis S/D, Lot 17, Anchorage, Alaska. Request for Waiver of Separation Distance from Septic System Upgrade to Class A Public Well. Dear Mr. Kleweno: The existing septic system on the subject property is a pressurized mound that was installed in 1992. The system is currently failed and surfacing, consequently, we are requesting an expedited review and evaluation of this waiver request. In 1992 a waiver was issued by your department allowing the septic system to be installed as close as 125 feet from the subject class A well. A copy of that waiver request is in the DEC files. We are proposing to rebuild over a portion of the existing drainfield by removing the contaminated drainrock/sand and installing an intermittent sand filter. The integrity of the existing septic tank will be verified by inspection and utilized for the upgrade. The proposed system will be laid out so that a portion of the old drainfield can be utilized in the future after it has had the opportunity to rejuvenate. Attached is a copy of the design. Justification for the waiver is the same as noted on the original waiver request made in 1992. The proposed ISF will provide for a higher level of treatment with even less impact on the aquifer then the original pressurized mound. The topography is such that there is no potential for surfacing effluent to flow towards the well. See the 1992 waiver request package and the attached topography drawing. The other potential path of contamination would be leakage through the tank sidewalls (rusted tank) or from water migrating subsurface from the drainfield. Analysis of this contamination potential will be evaluated based upon the ADEC point system. 6901 Debarr Road, Suite 2-11 • Anchorage, Alaska 99504 Geological: The well log indicates that there is strata of sift/clay from 37-71 feet, and a strata of gravel/clay from 71-101 feet. These stratas have served to protect the aquifer ( well was drilled in 1974). a. Distance from the bottom of the ISF to groundwater: The top of the sand in the proposed sand filter will be approximately at original grade. The well log indicates that water was not encountered until 101 feet, but that the static water level was measured at 75 feet. This indicates that the aquifer is confined. The separation distance from the bottom of the ISF to the static water in the Class A well is approximately 101 feet. This corresponds to 7.0 points. b. Soil sorption below the ISF (to the confined aquifer): According to the well log the geological profile is as follows: 0-37 feet is sand, gravel and clay (assume 2.0 sorption); 37-71 feet is clay and silt (assume 4.5 sorption); 71-101 feet is gravel and clay (assume 3.0 sorption). This corresponds to a point value of 3.15, calculated as follows: (.36(2.0) + .34(4.5) + .30(3.0)) = 3.15. c. Soil permeability below the ISF (to the confined aquifer): I assumed 1.0 for the sand/gravel, 2.0 for the clay/silt (it is probably just silt since clay is not common in Anchorage Bowl), and 0 for the gravel clay profile (this is a very conservative assumption). This corresponds to 1.04 points calculated as follows: (.36(1.0) +.34(2.0) + 0)= 1.04. d. Water table gradient: Since the aquifer is confined, there is no hydraulic gradient during well drawdown which would draw wastewater towards the well: 2.9. e. Horizontal separation from well to the ISF: Given a 135 foot separation distance between the ISF and the well, the point value is 4.4. However, the separation distance to the septic tank is 125 feet, thus the more conservative point value is : 4.0. Total Points: 18.1 According to the ADEC waiver guidelines, a point value above 16 indicates no bacterial or chemical pollution (from household sources) is likely. Per ADEC records, recent water sampling/analysis (8/10/00) found no bacteria, and nitrate levels of <1.0 mg/I. In consideration of the mutual covenants contained herein, the parties to this Maintenance and Repair Agreement agree as follows: 1. Advanced Wastewater Treatment Systems. Municipality grants permission to Owner to utilize and operate an Advanced Wastewater Treatment System (AWWTS), described as located at (legal description). 2. Definitions. Alteration. Any change to the design or function of an AW WTS that includes the installation or removal of any parts, components or pieces not included in the original construction permit and design. Certificate of On -Site Systems Approval (COSA). An approval by the Municipality of existing water and wastewater disposal systems given at the time of property sale and title transfer in accordance with Anchorage Municipal Code (hereinafter, "AMC') 15.65. These approvals certify that the systems are adequate for the homes that they support and meet the codes that were in place at the time of system construction. Damage. Any man-made or natural change in a system that would inhibit the system from performing as designed. Maintenance and Repair. The scheduled and as needed replacement of existing parts, components and pieces of an AWWTS that were included in the original design which would allow the AWWTS to continue to perform as designed. Permit. An On -Site Wastewater Disposal Permit as required by AMC 15.65 to construct and operate an AWWTS. 3. Term. The term of this Maintenance and Repair Agreement shall begin on the date of approval by the Municipality to operate the installed system or issuance of a COSA, and shall continue while the AWWTS is in use or is operational or until the property is sold or title is transferred by the owner and a new COSA is issued to the new owner or transferee of the property. 4. Alterations. Installation and Removal of Additional Equipment. Prior to performing any alterations to an AWWTS, the owner agrees to obtain an On-site Wastewater Disposal Permit from the Municipality in accordance with AMC 15.65. 5. Maintenance and Repairs. A. Throughout the term of this Maintenance and Repair Agreement, the Owner shall maintain their AWWTS in a satisfactory condition capable of producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. The owner shall enter into a service agreement with an AWWTS service and maintenance provider approved by the municipality and the manufacturer of the AWWTS for the entire term of the AWWTS. In addition, it shall be the responsibility of the Owner during the term of this Maintenance and Repair Agreement, and any renewals thereof, at the owner's sole expense, to pay for any and all: (1) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs. B. Owner agrees to comply with all applicable ordinance, laws, regulations, rules and orders for the AWWTS. C. Upon request by the Municipality, the owner agrees to provide the Municipality a written schedule of routine maintenance and repairs which have been performed on the system. When a record of maintenance is documented and maintained by the system vendor, the owner agrees to allow the Municipality access to this information. D. Owner acknowledges that the fine for failing to maintain and repair an AWWTS may be assessed in accordance with AMC 14.60 for improper discharge. E. Owner agrees that only maintenance and repair personnel approved by the Municipality will inspect and make any necessary maintenance, repairs or permitted alterations to the system. F. Owner agrees to grant the Municipality reasonable access to test and inspect the AWWTS upon 24 hours written notice. G. Owner agrees that any sale or transfer of title of the property will not occur without a new Certificate of On -Site Systems Approval. H. Owner agrees that the AWWTS installation and maintenance requirements as provided by the AWWTS vendor/installer and approved by the Municipality are the governing guidelines for the construction, maintenance and repair of the Owner's AWWTS. G. Nonwaiver. The failure of either parry at any time to enforce a provision of this Maintenance and Repair Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Maintenance and Repair Agreement or any part hereof, or the right of such party thereafter to enforce each and every provision hereof. 7. Amendment. A. This Maintenance and Repair Agreement shall only be amended, modified or changed by a writing, executed by authorized representatives of the parties, with the same formality that this Maintenance and Repair Agreement was executed with, and such writing shall be attached to this Maintenance and Repair Agreement as an amendment. B. For the purposes of any amendment modification or change to the terms and conditions of this agreement, the only authorized representatives of the parties are: a. Owner:dt^iON_�� Ir� b.
