Due to road building efforts as well as the excavation for the house, the start -date was delayed. However, we did check in with the MOA to confirm that as long as we began the septic system before the expiration date, we were ok. We did start the septic prior to the expiration of the permit but were shut down by weather. My assistant who was handling this has since left our company. Her notes say she was in contact with someone named Cathy. The septic was not inspected until 10/23/04 by Ted Moore. This was due to the amount of rain we were having which required we wait, after starting, for the ground to set back up enough to work it. This surface material needed to be removed as the trench was down at 16+ feet and had to be dug in two tiers. The well was drilled, beginning on 9/15/04 and completed on 9/17/04. Regarding the original well, it was retired by PMCM during the installation of the storm drain. His field notes are attached. Regarding the original septic, it was retired by Alaska Diversified Contractors. A letter, as well as a pumping receipt, are attached. General Contractors • P.O. House Demolition/Septic Tank Decommission MEMO To Whom It May Concern: ADC demolished the previously -existing house at 7725 Wandering Drive. We hauled associated construction debris to the municipal land fill and paid refuse fees in its entirety. We decommissioned in its entirety the existing septic system, Including the leach field. ADC had Northland Pumping Service pump and back- flush the system several times. The tank was concrete. After it was pumped and back -flushed, we removed the top and proceeded to pump any remaining visible contaminants. We then crushed the remaining concrete to complete the in-place decommission. ANCHORAGE, ALASKA 99516 meeive v- -d There am a number of issues pertaining to the construction of the Robuck's septic system that need to be clarified at this time. My most serious concern is that the wastewater discharge line from the house is significantly deeper than anticipated in the septic design. Fortunately, as you know, the most suitable soils for soil absorption system construction are found below 10 feet. The MOA approved design that I drew up over a year ago is sized for a 6 -bedroom residence and calls for a 73 -foot long soil absorption trench with 6 feet of effective gravel between 10.5 and 16.5 feet below ground level. While little remains on the site by way of reference to the original ground level; however based on measurements that I made yesterday at the project site, it appears that even by holding to extremely tight slope tolerances, the invert of the distribution pipe will have to be at least 11.5 feet below ground level. This reduces the effective gravel depth to 5 fat, so the length of the trench would have to be increased to 88 feet to maintain the same effective absorption area You may remember that the original design was slightly oversized, so a 75 -foot trench length with 5 feet of effective gravel would actually meet the minimum requirements for a 6 -bedroom residence. I am aware that the temporary living quarters over the garage are no longer part of the plan; so the actual bedroom rating is only 4, which requires a proportionally shorter trench. Unless I am rold otherwise I will assume you wish to construct the 88 foot trench to maintain the original absorption area of-Y4s- While you have approved reducing the septic tank size to,12""gallons, which is standard for a 4 -bedroom residence, we both felt that it would be prudent to keep the absorption system oversized in order to enhance its longevity. Please let Keith know tfyou do definitely prefer to install J26t ::gallon tank —.11000 --yes. Because of the extreme burial depth necessary for the septic tank, even the smaller 1250 -gallon tank will have to be fabricated out of 3/16" steel instead of the normal 12 -gage or 10 -gage. This will have to be specially ordered by Keith, but the thicker steel should also enhance the longevity of the tank. The house has been reconfigured since my design was prepared, but in general the changes have not adversely affected the placement of the septic field, except for the unexpected depth of the sewer line. The configuration of the temporary turnaround has also been changed somewhat, which does have more of an impact on the septic trench. There no longer appears to be room for a replacement trench to be constructed between my test hole #2 and the temporary turnaround, as shown on the design. This is not too serious a problem, as a replacement system could probably be configured differently, and the need for that is hopefully far off. U -1 -VI -d164 11:32 P. 02 Of more serious concern is the fact that construction of the temporary turnaround and stockpiling of earth material has resulted in the creation of a depression encompassing the general arta of the planned soil absorption system. The monitor tube for test hole # 1 is completely obscured by dirt, and runoff from the surrounding material during the recent rains has completely tilled the monitor tube for test hole 92 with silty soil and water. While I do not believe this water is indicative of a shallow groundwater level, it will be necessary to verify this fact by digging another hole in conjunction with the construction of the system. In addition to my normal septic system construction inspection fee of $700, there will be approximately 5500 extra engineering cost associated with this additional test hole and the numerous septic system changes that have arisen to date. Because the soil absorption system will be so deep and is overlain by very silty material, it will be extremely important to avoid contamination of the receiving sand by silty runoff. Thus, the trench excavation should be done during a period of dry weather and after the surface material has somewhat dried out. Whether such conditions will be encountered again this fall is unknown. Although the Municipal receptionist told me that the septic permit would have to be renewed at a cost of $460, I understand from your office that she told you differently. I will proceed on the assumption that no additional Municipal fee is required unless they demand it at the time I phone in the tunes of the required inspections. ANCHORAGE, ALASKA 99516 The purpose of this letter is to provide the required design narrative in support of our application for a permit to construct wastewater disposal facilities on Lot 2A, Sandy Beach S/D, located at 7725 Wandering Drive. Soils logs, perc test results, a site plan, design drawings and specifications are . enclosed for your review. Note. The preliminary plat creating Lot 2A of Sandy Beach SID was recently approved by the Municipal Platting Board. The previous legal description of the portion of the lot where the septic system will be constructed was Tract B-2, Bingman SID. The proposed system will be constructed in the vicinity of test hole # 1. As can be seen from the soil log, the native material between 9.5' and 21' below ground level is a fine sand with a measured perc rate of 2 minutes per inch. Using the soil application rate of 1.2 gpd/sq.ft. specified in the wastewater ordinance, this proposed 6 -bedroom residence requires a total absorption area of (6x150)/1.2 = 750 square feet. The proposed 73 -foot long trench design with 6.0 feet of effective gravel has a total absorption area of 876 square feet. The topography of the lot in the area of proposed construction is generally level and includes approximately 1.5 feet of fill material over the original ground. Because the soils above 9.5 to 10.5 feet are a damp silt, the soil absorption trench will have to be constructed at an unusually deep depth. In order to keep the trench to a reasonable length, I have designed it to have an effective gravel depth of 6:0 feet, which puts the bottom of the trench at 16.5 feet. With considerable effort we were able to get the monitor tube for test hole #1 down to a depth of 21 feet where we found consistent sand and no water. As I discussed with Dan Roth, two additional test holes were drilled nearby by Golder Associates last May at a location between the proposed septic site and Sand Lake as shown on the site plan. To assess groundwater, I also checked the monitor tubes for both of these test holes and found them to be dry down to 25 -feet below ground level. The ground level at those test holes is a few feet lower than at the proposed septic site and the holes extend to a depth considerably below the water elevation in Sand Lake. Dan concurred that these test holes adequately demonstrate the absence of groundwater within 6 feet of the bottom of the proposed system. The proposed project will have no significant impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any significant impact on reserved space -surface and subsurface, or on drainage. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform to Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Septic Tank: 2.1 The existing septic tanks and seepage pits must be properly abandoned by thoroughly pumping, removing the top and backfilling with soil. This work shall occur at the time the existing residence is reconstructed. 2.2 The new 2000 -gallon, 2 compartment septic tank shall be Municipally approved and shall be set level on undisturbed soil. It shall be fabricated of 3/16" gage steel to allow a burial depth of up to 10 feet. Each compartment shall be equipped with a watertight manhole cover and a 4" cleanout. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation. 2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4"' per foot, and the waste line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot. A cleanout shall be installed 1 - 4 feet from the building foundation, and a double cleanout shall be installed within 5 feet downstream of the septic tank. 3.0 Soil absorption system: 3.1 The soil absorption system shall be constructed by excavating a 73 -foot long trench to a depth of 16.5 feet below present ground level. The long axis of the excavation shall parallel an existing contour of the land. 3.2 The bottom of the excavation shall be level. Any compacted or smeared surfaces shall be raked to allow proper infiltration. Sand for leveling or serving as filter material shall comply with Municipal specifications. 3.3 A minimum of 6.5 feet of approved sewer gravel shall be placed in the bottom of the excavation with the perforated distribution pipes laid level such that the pipe inverts are no less than 6.0 feet above the bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel. 3.4 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 3.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A minimum of 2 feet of soil cover is to be placed over the filter fabric. . 3.6 The top surface of the cover material shall be raised a minimum of 6 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes shall be no steeper than 3:1. 3.7 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to have the site finish graded after the backfill material has stabilized, and for placement of adequate topsoil and seed to promote rapid revegetation of all areas disturbed by the construction. 4.0 Inspections: 4.1 A total of 4 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3) after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (4) after rough backfill and grading is complete. The septic tank requires one inspection after it is set level and the piping connected, but prior to backfill. This inspection may be incorporated with any of the above inspections. 4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. Based on our inspection and a review of available file information we offer the following comments: 1. The record indicates that the house on the subject. lot was constructed in 1965 and it is assumed that the original wastewater disposal system was constructed at the same time. It appears athat ably consisted cribthe originalstem the addition of two concrete leaching pits. Then -the system was apparently modified again by the addition of a deep trench. 2. Your drawing indicates that the deep.,trench is "L" shaped. Given that there are no records of this system being installed, we question how you were able to determine the location and alignment of the trench. Does the owner have records documenting the installation of this system? If so, these documents should be forwarded to this office, 3. On July 31 we measured water levels in the concrete seepage pits and the log crib at a depth of 5.5 Ft. below ground surface. This office is making a concentrated effort to grant the waivers required on this lot thereby eliminating or at least minimizing the financial impact on the owner. Before we can render any positive decision, there must be additional data provided by you or another professional engineer. This additional data is as follows: 1. Locate well on Lot 4 and determine setbacks from the well to all portions of the septic system on Lot 3. 2, Determine (by actual field measurements) the exact setback distance between the existing well on Lot 3 and all portions of the septic system on Lot 4. 3. If any of the setback distances in #2 above are less than 50 feet, relocate the well on Lot 3 to the extreme northern corner of Lot 3. 4. Abandon the log crib (in an approved manner) on Lot 3. 5. verify that the septic tank (on Lot 3) is concrete and confirm its integrity. 6. In order to consider the continued use of the existing UNDOCUMENTED trench and the concrete seepage pit(s), the following items must be confirmed: a. Trench total depth at both ends. b. Relative surface elevations of both ends so as to determine if the trench is level. C. Determine the total depth of the cribs and the relative surface elevation. e. Install two permanent water monitoring tubes (one near the east property line and one near the west property line) approximately half way between the trench and cribs and the lake shore line. f. Determine (from water table information available from the two above described monitoring tubes) if the trench and/or cribs are installed into groundwater. If the data and information availed from the above is such that the well does not need to be relocated and that the existing absorption system is in compliance, the necessary waivers and Health Authority Approval would probably be issued with the proviso that permanent monitoring tubes be installed between the absorption systems and the lake shore. The owner would be required to have a third party (acceptable to DHHS) collect samples once every four (4) months and have them tested for fecal coliform by a state certified lab. If and/or when the fecal coliform count exceeded 20 colonies per 100 M1, the waivers would be negated and remedial action would need to be initiated immediately. Please be advised that 18AAC72.025(b)(1)(D)(i) prohibits the installation and use of a system which does not meet these vertical separation distances. Therefore, regardless of when a system was installed, it can not be allowed to operate unless these vertical separation distances are satisfied. This office will not "grandfather" or waive these separation requirements. 5. Since July, 1968, GAAB regulations required a minimum 50 Ft. horizontal separation between a wastewater disposal system and surface water. Since May, 1969, Alaska State Wastewater Disposal Regulations have required a minimum 100 Ft. horizontal separation between a wastewater disposal system and a private domestic water well. Since October, 1973, Alaska State Wastewater Disposal Regulations have required a minimum 100 Ft. horizontal separation between a wastewater disposal system and surface water. In order to approve the continued operation of any of the subject wastewater system components that do not meet these horizontal separation requirements, it must be documented that the components were placed in service prior to implementation of the above referenced regulations. Your waiver application did not specify which of the above waivers you are seeking. In addition, no separation distances were provided between any of the above referenced components. The following additional information and data must be provided: 1. Absorption trench: a. When installed and by whom. b. The total depth of the trench and the depth of gravel below the perforated pipe. C. A soil percolation test or wastewater application rate for the absorbing soil stratum. 2. Septic tank: a. How the septic tank is tied into the log crib. b. How the septic tank is tied into the concrete crib. 3. Concrete crib: a Total depth of both cribs. b. How the cribs are tied together. C. How the crib(s) are tied into the absorption trench. 4. Water monitoring: a. Provide relative elevations of the standing water levels in the trench, concrete cribs, log crib and the water level of Sand Lake. b. Provide a ground water monitoring tube near the southeastern end of the trench between the trench and Sand Lake. In view of the fact that much of the existing absorption system is less than 50 Ft. from Sand Lake it is questionable whether waivers to the lake can be granted. The Alaska Department of Environmental Conservation has issued guidelines on granting waivers to surface waters within the Municipality of Anchorage. These guidelines specify "...that within the metropolitan Anchorage area waivers should generally not be granted to lakes and streams." Based on our review of available information, it appears that the on-site wastewater disposal system was constructed without benefit of being permitted by this office. It is very doubtful that construction of this system, at its current location, would have been approved at the time it was installed. Based on our inspection and a review of available file information we offer the following comments: 1. The record indicates that the house on the subject lot was constructed in 1965 and it is assumed that the original wastewater disposal system was constructed at the same time. It appears that the original system probably consisted of a log crib and was later modified by the addition of two concrete leaching pits. Then the system was apparently modified again by the addition of a deep trench. 2. Your drawing indicates that the deep trench is "L" shaped. Given that there are no records of this system being installed, we question how you were able to determine the location and alignment of the trench. Does the owner have records documenting the installation of this system? If so, these documents should be forwarded to this office. 3. On July 31 we measured water levels in the concrete seepage pits and the log crib at a depth of 5.5 Ft. below ground surface. It would appear that this high water level is either due to groundwater encroachment or sidewall plugging of the soils adjacent to the crib and seepage pits Tobben Spurkland, P.E. Trench sump was 15"5 feet deep and dry. 800 gallons of clean water was added to the concrete cribs at a steady rate of 7 gallons per minute while the water levels in the tank, concrete cribs, log crib, and the trench were moni- tored. The water level in the tank rose 7 inches� in the concrete cribs 15 inches, in the log crib 4 inches and in the trench 20 inches. The absorptioo was monitored for 60 minutes. During this time the water levels dropped 5 inches in the tank, 6 inches in the concrete crib, 7 inches in the log crib , and 7 inches in the trench. The next day all water levels were back to pre test levels. TEST RESULT: This system meets the code requirements of the Health and Social Services Department of the Municipality of Anchorage. NOTE The operational life of all septic systems depends on the I conditions, groundwater levels that may fluctuate during the year, and the water usage of the fami}y being served by the system. These conditions are outside the control of the evaluator of this septic system.
