RE: Skyline View S/D, Lot 4, Block 2, Chugiak
Skyline View Subdivision has some vacant lots remaining. The referenced lot is being
planned for a 3 bedroom single family home. Some neighboring lots have been developed
& develop is depicted in the drawings. Very favorable soil was encountered with no
groundwater present.
The lot topography is flat. General drainage for the area is to the northwest toward Peters
Creek.
Please review the new septic system design for the planned 3 bedroom single family home.
I have included design plans & specs, design guidelines, & soil tests. If there is need for
additional information or clarification please give me a call.

SPECIFICATIONS & DESIGN GUIDELINES
Wastewater System Sizing: This is a single family home projected at 3 bedrooms. This
requires a 1000 gallon septic tank. This lot is almost 16,000 FF. Some of the
neighborhood lots have been developed & are similar in size. No adverse impacts are
expected from developing this lot. The proposed water well is located on the drawing as
are the neighboring wastewater systems & water wells. The lot is level with slight drainage
northwest toward Peters Creek. No conflicts to any neighbor lots is anticipated. Excellent
soil for a septic system was found; a sandy gravel with low silt content. An application
rate of 1.2 GPD/FT2with 0.5 reduction factor for utilizing a 5' wide trench. Monitoring
revealed no groundwater.
Specification Requirements: All components and work must comply with the
Municipality of Anchorage Specifications (AMC) & State of Alaska Drinking Water
Regulations and Wastewater Regulations.

* Watertight couplings on inlet & outlet
0 5 foot minimum between the tank and bed. 10 foot to property lines.
0 3 feet of cover or insulation is required for trench; an equivalent of I" insulation for
each foot soil cover.
* Tank & solid pipe must be set on well compacted, stable soil
0 4 inch diameter cleanouts with airtight caps are required I to 4 feet from foundation
wall, prior to any 90 degree bend in 4 inch line, in each tank compartment, and two
adjacent opposing cleanouts between the tank and the absorption field, not more than
10 feet from the tank positioned to provide cleanout access towards the tank and
towards the absorption field.
* All cleanouts must extend to at least ground level
0 In solid pipe runs, ASTM D-3034 may be used in lieu of cast iron
0 Trench to be placed level, minimum of 4 feet to groundwater, 6 feet to bedrock from
drain -rock
* Drain rock to be 1/2inch to 2 1/2inch screened. Drain rock to be distributed uniformly
throughout the trench.
* Perforated pipe to be installed level with perforations down
0 Silt barrier (filter fabric) to be installed above the drain rock
0 Smeared trench sides must be raked or scarified before drain rock placement
* Backfill over drain rock must not be less than 36"
* The finish grade must be mounded to promote drainage over the bed
* Insulation must be placed over any pipe installed under driveways or parking areas
0 Approved pipe materials include cast iron, PVC ASTM D3034, PVC ASTM F789,
ABS ASTM D2661,

The Municipality of Anchorage Development Services Department (DSD) issues Certificates of On -Site Systems
Approval (COSA) based only upon the representations given in paragraph 4 by an independent professional civil
engineer registered in the State of Alaska. Certificates of On -Site Systems Approval are required for the transfer of
title (except between spouses) for properties served by a single-family on-site wastewater disposal and/or water
supply system. DSD also issues COSAs upon request to homeowners. Certificates of On -Site Systems Approval
are valid for 90 days from the date of issue for properties served by a private or Class C well and may be reissued
with new water sample results. (Certificates may be reissued for a period of up to one year with valid water
samples.) Certificates are valid for one year for properties served by Class A or B wells or a public water system.
The Municipality of Anchorage is not responsible for errors or omissions in the professional engineer's work.

Nitrate Advisory
Certificate of On -Site Systems Approval # 080268
A Certificate of On -Site Systems Approval inspection and test of potable
water was recently conducted on the well water supply on Block 2, Lot 4 of
Skyline View subdivision. This inspection revealed a nitrate concentration
of 7.49 milligrams per liter (mg/L) was reported for the property's well
water sample. The Environmental Protection Agency (EPA) has established
a maximum contaminant level (MCL) of 10.0 mg/L for public drinking
water systems. While private wells are not subject to this regulation, EPA
standards are based on existing health information and can therefore be used
to gauge the relative quality of water from private wells. Please see the
attached "Nitrate ract Sheet" for important information regarding nitrate.
This advisory must be attached to all copies of the subject Certificate of On -
Site Systems Approval.

Water Well Advisory
Health Authority Approval # 080268
During a recent Health Authority Approval on-site inspection and test of the
potable water supply well on Block 2, Lot 4 of Skyline View subdivision,
the well's productivity was determined to be 0.72 gallons per minute. The
minimum well productivity required by this Department (AMC 15.55) for a
3 -bedroom residence is 0.31 gallons per minute. Although the subject well
currently exceeds this minimum requirement, all parties concerned are
advised that the production capacity of the well may fluctuate. Restriction
of non-critical water uses such as washing cars and watering lawns and
gardens may be required.
This advisory must be attached to all copies of the subject Health Authority
Approval.
