Separation Distance Waiver
Dear Pomposa Porterfield,
On December T" and 12`'', 2023 this office received updates to separation distances from David
Nyman, P.E. of Restoration Science & Engineering, LLC. (RSE) and a request to revise the
Separation Distance Waiver issued October 2, 2023 for two new groundwater wells to existing
onsite wastewater systems located in Chugiak. The revision was requested due to a recent as -built
survey conducted by Farpoint Land Services, LLC. This letter issues Separation Distance
Waivers as detailed in the submittal outlined below and separation distances in Table 1.
Project Description
Two new drinking water wells were installed at the previously operational Circle S Grocery property
along Birchwood Loop Road, just north of the Glenn Highway. The legal descriptions of these two
lots which received a drinking water well are Lots 97A and 97B of Smithson Subdivision. The intent
of drilling new wells was to provide safe and dependable drinking water sources for each lot and
avoid an existing hydrocarbon impacted groundwater plume on Lot 97B. To avoid any potential
hydrocarbon impacts, the wells were installed closer to the onsite wastewater systems and encroach
upon the minimum separation distances listed in 18 AAC 80.020.
This review is being performed at the request of the current property owner in anticipation that
future buyers may have an approved well source. This review/approval is limited to the source -
separation distance evaluation to sources of potential contamination. Future construction or
modifications for a public water system served by these wells will require the system to be classified
and undergo engineering plan review in accordance with 18 AAC 80.200.
Site Background
The subject properties are located near a steeply sloping bluff that descends roughly 85 feet to the
bottom of Peters Creek Valley. Soil consists of dense to very dense silty gravel, gravelly silts, and
sandy gravel with cobbles and boulders.

Lot 97A consists of the following:
• 2 -story single family residence
• Shared gravel drive with Lot 97B
• Monitoring Wells (1\4W-04, MW -05)
• Onsite wastewater system with leach field located within a septic system easement on Lot 97B
o Design by Garness Engineeing, Installed 2005
o Anchorage Tank, 1500 Gallon, Steel with Septic Tank Effluent Pump (STEP)
o Leach Field: 2.5 -ft wide, 47 -ft long, 6.5 -ft effective depth (731 sq ft absorption area)
• New well 97A
Lot 97B consists of the following:
• 1 -story commercial building
• Shared gravel drive with Lot 97A
• Monitoring wells (MW -01, MW -02, MW -03)
• Onsite wastewater system,
o Design by Garness Engineeing, Installed 2006
o Anchorage Tank, 2000 Gallon, Steel with Septic Tank Effluent Pump (STEP)
o Leach Field: 15 -ft wide, 70 -ft long (1050 sq ft absorption area)
• Hydrocarbon impacted area
• Easement for Lot 97A leach field
• New well 97B
The commercial building located on Lot 97B was once known as Circle S Grocery and included a
functioning gas station. In 1995, a gasoline release was identified while removing a 10,000 -gallon
gasoline underground storage tank (UST) and 5,000 -gallon diesel UST. The hydrocarbon -impacted
soils were removed to a depth of 14 -feet, a hydrocarbon resistant liner was installed in the excavation,
and a new dual compartment 11,000 -gallon UST wasinstalled. In 2012, the 11,000 -gallon UST was
removed. This site is listed on DEC's Contaminated Sites Database as File No. 2106.26.004, Hazard
ID 24797 Circle S Grocery. The site has been subject to a series of environmental assessments in
accordance with DEC Contaminated Sites, which showed the existing drinking water well once
shared by both Lots 97A and 97B is located within the hydrocarbon impacted groundwater
downgradient of the contaminated source area. The site has received of a status of "Cleanup
Complete with Environmental Covenants".
An additional potential source of contamination to be avoided is the upgradient Three Bears Store
parking lot stormwater infiltration gallery located south of Lot 97B.
Drinking Water Well Installation
Given concern over potential hydrocarbon impacts, RSE used available information to evaluate local
hydrogeology and potential or known contaminant sources for locating the two new drinking water
wells. Some of the resources consulted are: DEC Drinking Water Watch website, interviews with
local residents, review of area wide drinking water well logs, discussion with local knowledgeable well
drillers, review of topographic maps, and examination of water well gradients and flow directions as
measured in five site monitoring wells (MW -01 to MW -05). The result of the review concluded that a
deeper groundwater zone exists that was likely protected from surface impacts. Groundwater flow
was noted going south to north. Wells 97A and 97B are currently not connected to any buildings, but
are expected to be connected after property re -development as the subject property is currently on
the market for sale.

Lot 97A Drinking Water Well
In November -December 2022, Alpine Drilling & Enterprises installed a new 6 -inch steel casing well
to a depth of 159 -feet below ground surface (bgs) with a 3 -foot stickup above ground. The new well
is located approximately 95 -feet northwest of the hydrocarbon impacted plume. This well serves a 2 -
story single family residence. The well is screened from 153-159 feet bgs. The upper 20 feet of the
well was sealed with 10 bags of bentonite chip grout. The well was disinfected with chlorine tablets
then flushed, and a well flow test was conducted resulting in an average flow rate of 20.2 gpm and a
static water level of 97 feet.
The well log shows stick up from 0 to 3 feet, cobbly silty gravel with boulders to 66 feet, silt from 66
to 79 feet, silty gravel from 79 to 95 feet, gravelly silt from 95 to 117 feet, wet silty gravel from 117 to
132 feet, and silty gravel with water from 132 to 162 feet.
As a precaution due to known hydrocarbon impacts located southwest of the Lot 97A well, RSE
collected field screening and laboratory soil sample from cuttings at approximate depths of 85-86 feet
bgs, and a soil field -screening sample from 121 feet bgs. Soil samples were negative for gasoline range
organics, volatile organic compounds, and polynuclear aromatic hydrocarbons.
Three water samples were collected, two air lifted during drilling at approximately 122 -feet bgs (GW -
1) and 159 -feet bgs (GW -2), and one from the submersible well pump set at 159 -feet bgs (97A-
12822). Sample 97A-12822 exceeded the secondary MCL for aluminum (0.221 mg/L versus the
secondary MCL range of 0.05 to 0.2 mg/L). Analyses for total coliform and e.coli bacteria were
absent. Total nitrates/nitrites were 6.6 mg/L.
Lot 97B Drinking Water Well
During the months of December 2022 and January 2023, Alpine Drilling & Enterprises installed a
new 6 -inch steel casing well to a depth of 158 feet below ground surface (bgs) with a 2 -foot stickup
above ground. The new well is located approximately 85 feet east of the hydrocarbon impacted
plume. The well is screened from 153-158 feet bgs. The upper 20 feet of the well was sealed with 7
bags of bentonite granules. The well was disinfected with chlorine tablets and flushed, then a well
flow test was conducted resulting in an average flow rate of 20.5 gpm. Static water level is at 96 feet
bgs. The well serves a single -story commercial building once known as Circle S Grocery.
The well log shows stick up from 0 to 2 feet, cobbly silty gravel with boulders from 2 to 68 feet, silt
from 68 to 77 feet, silty gravel from 77 to 96 feet, gravelly silt from 96 to 101 feet, silty gravel wet at
101 feet bgs, and gravelly silt from 101 to 105 feet, silty gravel wet from 105 to 121 feet, and silty
gravel with water from 121 to 162 feet.
As a precaution due to known hydrocarbon impacts located on Lot 9713, RSE collected field
screening soil samples from cuttings at approximate depths of 10 feet bgs, 20 feet bgs, 103-108 feet
bgs, 85-86 feet bgs, and a laboratory soil sample (RSE-14-97-B) collected from cuttings at 103-109
feet bgs. Soil samples were negative for gasoline range organics, volatile organic compounds, and
polynuclear aromatic hydrocarbons. The driller noted that all soil intervals were dense to very dense.
Water sample 9713-11023 was collected during flow testing from the submersible well pump set at
155 -feet bgs. Well 97B sample exceeded the secondary MCL for iron (0.447 mg/L compared to the
secondary MCL of 0.300 mg/L). Analyses of the sample for total coliform and e.coh bacteria were
negative, and total nitrate/nitrites were 6.6 mg/L.
Separation Distance Waivers
The department finds that the information, justification, and endorsement of the submitting engineer
adequately supports waivers of the minimum distances required in 18 AAC 80.020.

The following conditions were taken into consideration as part of these waivers:
1. Configuration and system design requirements prohibited the wastewater system from being
installed so that it meets separation requirements;
2. The presence of very dense gravelly silt and silt layers.
3. Sample results collected by submersible pump from the new wells (samples 97A-12822 and
97B-11023) meets all MCLS with minor exceptions: Well 97A slightly exceeded the secondary
MCL for aluminum and well 97B slightly exceeded the secondary MCL for iron. Both
samples, when subjected to 0.45 filtration, were able to meet the secondary MCLS.

Based on an evaluation of the available information and in accordance with the State's
Drinking Water Regulations, 18 AAC 80, a Separation Distance Waiver for the wastewater
system encroachments detailed above is issued.
Limitations and Appeal Process
This waiver is limited to this project and its current site conditions. Any changes, constructed or
natural, that affect the conditions to which this waiver was granted may void this waiver and the water
or sewer may be required to be relocated to meet separation distance requirements. Approval of this
waiver does not obligate the department to approve future waiver requests proposing the same design,
is not an approval of omissions or oversights, and does not guarantee correctness of the functional
design or waive the owner's responsibility for continued compliance with state, federal, and local
regulations.
A person authorized under a provision of 18 AAC 15 may request an informal review of a contested
decision by the Division Director in accordance with 18 AAC 15.185 and/or an adjudicatory hearing
in accordance with 18 AAC 15.195 — 18 AAC 15.340. See DEC's "Appeal a DEC Decision" web
page https://dec.alaska.gov/commish/review-guidance/ for access to the required forms and
guidance on the appeal process. Please provide a courtesy copy of the adjudicatory hearing request in
an electronic format to the parties required to be served under 18 AAC 15.200. Requests must be
submitted no later than the deadline specified in 18 AAC 15.

Ref: Proposed Septic Upgrade for LOT 97; T125N, R1 W, Section 9,
To whom it may concern:
The existing 4 bedroom house is served by a class "C" well and a private septic system. The septic system is
not in compliance with MOA standards and must be upgraded. We are proposing that a new 1500 gallon
S.T.E.P. tank and a deep trench type drainfield be installed. A test hole was excavated on the property in the
area of the proposed upgrade. The drainfield will be designed around the 30 foot radius of test hole #2.
Comments regarding the design are summarized as follows:
1. SOILS: See the attached logs which shows the soil classifications, groundwater monitoring, and the
percolation test results. The insitu sandy soils will act as a sand filter.
2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications.
3. SURFACE WATERS: There are no surface waters within 100 feet of the proposed septic system.
4. TOPOGRAPHY: As can be seen on the attached design drawing the average topography in area of the
drainfield is relatively flat. In short there are no slope concerns.

A water sample revealed a nitrate concentration of 7.3 milligrams per liter (mg/Q.
The Environmental Protection Agency (EPA) has established a maximum
contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While
private wells are not subject to this regulation, EPA standards are based on existing
health information and can therefore be used to gauge the relative quality of water
from private wells. Since nitrates are known to slowly increase, we recommend
you monitor the water quality. Please see the attached "Nitrate Fact Sheet" for
important information regarding nitrate.
This advisory must be attached to all copies of the subject Certificate of On -Site
Systems Approval.
