ANCHORAGE, ALASKA 99516 The purpose of this letter is to provide the required design narrative in support of our application for a permit to install a holding tank to serve the existing 4 bedroom residence on Lot 2 of Engle S/D, located at 8101 Upper DeArmoun Rd. We are also requesting issuance of a separation distance waiver allowing the holding tank to be installed within 69 feet of a small creek running approximately parallel to the east property line, instead of the normally required 100 foot separation from surface water. Soils logs, perc test results, a site plan, design drawings, specifications and water sample test results are enclosed to assist you in your review. As you will recall from the information discussed at our meeting at your office on May 30, no suitable soils could be found on this lot which would allow the installation of a conventional soil absorption system. I understand that based on your subsequent discussions with Keven Klaweno at D.E.C. you determined that an alternative system could not be installed on this lot, either. Thus, the only remaining option is the installation of a holding tank, which also necessitates issuance of a separation distance waiver. The site for the proposed holding tank has been selected to maximize the separation from surface water (particularly the portion of the stream which runs along Upper DeArmoun Road and is downhill from the holding tank) while still not compromising the minimum required 75 foot separation distance from the private well serving the residence. The selected site is approximately 20 - 25 feet downhill from an unmarked existing curtain drain which was installed in 1981 and significantly dried out the area around the existing septic system. The existing 4 bedroom residence has been served since 1975 by a Municipally approved soil absorption system which was sized and permitted for a 5 bedroom residence. There is no mention in the Health Department records for that system of the fact that the proximity of surface waters was not in compliance with regulatory requirements. The streams in question are quite small, but they do persist throughout the year. Surface water separation distance waivers do not lend themselves to the quantitative application of waiver analysis points spelled out in D.E.C.'s 1985 "Separation Distance Waiver Guidelines for SCRO" as is done for well waivers, so it is necessary to make a qualitative assessment of the potential for public health hazard associated with granting the waiver. In this case, since the topography of the lot slopes down towards the south-southwest at approximately 8% with an intervening curtain drain, there is virtually no potential for contamination from a leaking or overflowing holding tank making its way into the stream 69 feet away from the proposed holding tank which flows roughly parallel to the east property line. The distance from the holding tank to the stream in the roadside ditch which parallels Upper DeArmoun Road is in excess of 90 feet, which is relatively close to the regulatory requirement. Several factors support the granting of the waiver. (1) The holding tank, being an enclosed vessel, will offer significantly less potential for contamination of nearby surface waters than does the existing previously approved soil absorption system which is located much closer to the streams. (2) Should the holding tank fail, it would either cause a backup into the residence or cause effluent to daylight onto the surface of the .parking area immediately in front of the residence. In either case the homeowner would have ample notice and strong incentive to make the necessary repairs without the need for regulatory oversight. (3) There is no other feasible option. For the above reasons, it is my opinion that issuance of the requested waiver will not result in increased potential for surface water contamination. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform with Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Existing System 2.1 The existing 1500 gallon fiberglass septic tank must be properly abandoned by thoroughly pumping, removing the top and backfilling with soil. 2.2 The existing soil absorption trench is to be abandoned in place with both standpipes removed. 3.0 New holding tank: 3.1 A new 4000 gallon Municipally approved holding tank shall be installed in the approximate location shown on the site plan. The holding tank shall be installed no closer than 69 feet away from the small creek which runs approximately along the east property line and 90 feet from the creek which flows in the roadside ditch along Upper DeArmoun Road. The tank shall be set level on undisturbed soil. All pipe connections to the tank shall be sealed with waterproof mechanical connections. 3.2 In order to achieve the required 69 foot separation from the tank to the creek, the west side of the tank will have to be located approximately 2.5 feet from existing deck supports which are set on concrete filled sauna tubes. Special care should be taken during excavation to avoid disturbance of these deck supports, and to provide alternative temporary deck support in case the present supports are disturbed. If the support footings are disturbed by the construction, they shall be replaced with new footings of comparable strength set on undisturbed ground at the bottom of the excavation. 3.3 The tank shall be connected to the existing waste line leaving the residence at a point downstream of the existing foundation cleanout, or a new foundation cleanout shall be installed. 3.4 The tank shall be equipped with a low voltage, high level float which triggers an approved visible and audible alarm mounted inside the residence. The float shall be positioned to trigger the alarm when the fluid depth is approximately 57 inches above the bottom of the tank, thereby leaving 600 - 800 gallons of capacity remaining in the tank at the time the alarm first sounds. 4.0 Inspections: 4.1 A total of 3 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the tank has been set in the excavation and the piping connected, but prior to backfill, and (3) after the alarm is installed and final backfill and grading is complete. 4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. Street Anchorage, Ak. 99501 Dear Les: This letter is in reference to an adequacy test and design for a bed system for Lot 2, Block 0 Engle Subdivision. In my letter of May 11, 1981 I proposed that the curtain drain be placed on the lot between the existing sewer and the house, see sheets 1 of 3 of original design. At this time it was agreed that Joe Beckwith the buyer of the house would install the curtain drain and repair the existing system to see if he could reduce the leakage of sewage on the ground surface. During the summer of 1981 Mr. Eeckwith did install the curtain drain and has made repairs to the sewer system.'Mr. Peckwith asked that I do another adequacy test on the system to determine whether of not the system was adequate for a 3 bedroom house. The house in reality is only a 3 bedroom house. The test was run on October 9, 1981 and during the period of the test a total of 260 gallons of water was introduced into the system. Once it was assured that the system was full of water'I iteasured-the'.rate of fall of the water and determine that the system is barely adequate for a 3 bedroom house. Also, During the study I used a hand level to determine the existing sewage trench was not laid level and that the pipe was of sufficient fall that in order for the water to be totally distributed throughout the system The water in the stand pipe would have to be at the ground level at the lower end of the pipe. After Mr. Beckwith returned from the North Slope on the 13th of October we discussed the test and I recommended to him that additional dirt be brought in and placed around the existing standpipe to insure taht if the liquid level were to raise to the old level of ground then the danger of freezing would be reduced and adequate distribution would occur. I informed Mr. Beckwith that the system barely would absorb 450 gallons per day. I recommended the possibility next year or the year after that, he have the system up graded to add an additional bedroom in the form of a small bed than that which we had originally designed. I believe the system is adequate at the present time but I'm not sure.for:.how many years this system will -:remain adequate because of the problems of the soils in the location 1220 West 25th Avenue • Anchorage; Alaska 99503 • (907) 276-1361 and the fact that the drainage trench was not placed level. Street Anchorage, Alaska 99501 Dear Les: On or about May 1, 1981 I performed a adequacy test on a home located on lot 2, block 0 Engle Subdivision. During the test I noted water bubbling out of the ground near the driveway. I later determined this to be sewage from the seepage system. On checking I found that this system had been put in by the late Mr. Lock. The system as originally installed had been modified by one of the home owners by adding another section of pipe and seepage area which extended parallel to Upper Dearmon Road and terminated near the point where I had seen sewage bubbling out of the ground. A check of this area with a hand level indicated that this area was approximately 1.5 feet lower than the level of the water in the distribution pipe of the original system. In order to determine whether the system was adequate or not the buyer of the home obtained a backhoe and cut into the new system and attempted to plug the line and backfill the area with clay. Also at this time a test hole was dug in the vacinity of the clean out from the septic tank to the new line. This test hole was dug to a depth of approximately 6 feet and intercepted the side of the gravel trench, at this point we determined that the trench did not have any water in it. Several small test holes were dug in a area between the existing system and the lot line to determine the condition of the soils. From this information it was determined that the top part of the soils are extremely heavy. It appears it be a blue to yellow clay like material with wet peat on top of it. Immediately under this is a layer of silty sand that is moist and below that is dry GM type material. Although one of the prior owners had ditched water around the lot, glaciation has allowed water to spill over into the peat and saturate the area. The system was tested again on May 6, 1981 and after approximately 700 gallons of water was introduced in an attempt to fill the seepage pit we found the again water was bubbling up by the drive way. It appears that it will be quite difficult to rehabilitate the existing sewage system so, the alternative plan was developed to build an additional bed to the immediate east of the 1220 West 25th Auenue • Anchorage, Alaska 99503 • (907) 276-1361 existing system and to use a diversion valve so that once the trench is repaired it can be used or the bed can be used. In order to cut off the water from the bed a curtain drain (see sheet 1 of 3) has been proposed to originate near the house and cut across a drainage area between 2 clumps of trees and connect to the existing drain and run down to the ditch at Upper Dearmon Road. The plan would be first to cut in the curtain drain and then repair the existing system. Then we plan to observe the peat and SM material to see if it will dry out within a short period of time. If the material is as well drained as it appears to be, a bed will be installed according to the plan on sheet 2 of 3. We propose to excavate down to the silty sand and place enough sand on top of this to level the bed and then make a conventional seepage bed, covering it with 3 inches of insulation then pit run dirt.
