The well on Lot 4 is nearly straight north of Lot 11 so we assume the water gradient is in a north to south direction. In addition, the groundwater surface gradient is assumed to generally parallel the ground surface. The groundwater gradient from Lot 4 to Lot 11 is computed at 6%, which generally agrees with the surface of the property. Hydraulic Conductivity, (K): Well logs from Lou 4, 10 and 11 indicate the source aquifer is generally graveled, with a high conductivity. A recent flow test on Lot 11 resulted in a yield of IS GPM with only a minor drop from the static water level of 175 feet below ground. Table 2 of Reference (1) suggests a K of 104 to more than 106 GPD/SF. Table 61 of Reference (2) suggests a range of 104 to 106 gpd/ft2. A minimum low -side value of 104 (10,000 GPD/SF) is used in the following computation. Area — (Height limes Width) of affected aquifer, A: The typical soil absorption system for the lots proposed for Eaton Park Subdivision are expected to be shallow wide trenches with dimensions 5' wide by 50' in length with an effective depth of 4 feet. The trenches are expected to be oriented in an east to west direction parallel to the ground contours. With the ground water surface gradient generally north to south, the width of the accepting soil on each lot would be 5 feet The width for the computation would be 5 feetx 1-5 — 7.5 feet The average depth of the three wells in the subdivision is 224 with the intake estimated to be placed 220 feet below ground. The depth used for computation would be 220 feet (pump intake) less 170 feet (average static water surface) or 50 feet The total area, A, would be 7.5 feet x 50, or 375 SF. Ground water monitoring must be conducted during high ground water season in either the fall (October) or spring (April -May). 2. Areas designated for the original and replacement wastewater disposal system sites must be identified and must meet all criteria specified in AMC 15.65 including slope and slope setback requirements. 3. Topographical information must be submitted. 4. An aquifer test shall be conducted within the proposed subdivision. This aquifer test shall include one pumping well and a minimum of two observation wells. The aquifer test shall show that there is an adequate water supply to support the proposed subdivision and the effects of the appropriation of water to serve this subdivision on surrounding properties. The aquifer test shall be accomplished according to procedures outlined by this department. 5. This test was completed to provide data to determine if the underlying aquifer would support the addition of 11 new single-family home lots and to evaluate the long-term capacity and nature of the aquifer and to determine the capacity of wells to be constructed to serve the individual lots in the subdivision and impacts to wells and property in the surrounding area. The scope of the test included a short-term aquifer test to estimate an appropriate discharge rate for the long-term test. Once the discharge rate was determined a long-term test was to be conducted to evaluate the production capabilities of wells in the proposed subdivision and impacts to surrounding wells in the area. The long-term test was conducted over a period of 48 hours and included continuous pumping and monitoring of the central production well and monitoring of drawdown in two outlying observation wells. The proposed Eaton Park Subdivision is located in Chugiak just off the Peters Creek Exit from the Glenn Highway south of Homestead Road and north of Ski Road. A location map is attached showing the location of the subdivision and the individual lots within the subdivision. Soils in the subdivision are composed primarily of silty gravel with some sand. Well logs for the area indicate the gravel with boulders extend to depths in excess of 200' with some bedrock found found in the area at varying depths. Vegetation on the surface is composed primarily of birch and spruce with some alders and other brush. Subdivision development is nearly complete with the addition of roads and the extension of power and other utilities. The subdivision to the north, Wynter Park, is served by the Dawn Water System with no individual wells on the lots. Lots to the east, west and south are served by private wells. An inventory of adjacent wells is included as an attachment to this report. ACKNOWLEDGEMENT All formulas utilized in this report unless otherwise noted are taken from the book entitled "Groundwater and Wells" written by Fletcher G. Driscoll, Ph.D. The book was copyrighted in 1986 and the referenced issue is the sixth edition completed in 1995. METHODOLOGY Sullivan Water Wells completed two new wells in the proposed subdivision for the aquifer test. An existing well was utilized as one of the outlying monitor wells. The new Lot 4 and Lot 10 and the existing well was located on Lot 11. The locations for the wells were pre -approved by Mr. Dan Roth of the Municipality of Anchorage Development Services Department On -Site Water and Wastewater Program. The location map is included as an addendum to this report, which details the location and Eaton Park Subdivision Aquifer Test Page I of 5 separation distances between the wells. Each well is constructed of 6" steel casing which is grouted full depth. The well on Lot 10 is 223' deep with 6" casing the entire depth. The static water level is 175' below the top of casing. This well is located approximately 120' east of the well on Lot 11 and 290' southeast of the well on Lot 4. This well was used as the production well and pumped continuously for 48 hours. Once pumping stopped the well recovered to its initial static level within 5 minutes. The well on Lot 4 is 203' deep with 6" casing the entire depth. The static water level is 160' below the top of casing. This well was utilized as a monitoring well and is located 290' northwest of the production well. No drawdown was noted in this well during the entire 48 hour pumping period for the production well. The production rate of the well given on the well log is 15 Gallons per Minute. The well on Lot 11 was originally drilled in 1965 by A & L Drilling Company, the predecessor to Sullivan Water Wells. It is 246' deep with 6" casing the entire depth. The static water level is 173.6' below the top of casing. This well is located 120' east of the production well. No drawdown was noted in this well during the entire pumping period for the production well. The production rate of the well given on the well log is 10 Gallons per Minute. AQUIFER TEST The well on Lot 10, the production well, was pumped at a continuous rate of 18.0 gallons per minute for 48 hours. The two outlying wells, Lots 4 and 11, were monitored during the test for draw down. The total draw down in the production well at the end of 48 hours was slightly more than 13' to a depth of 188.83. Earlier in the test the drawdown had reached a maximum depth of 193.1', but continued to recover during pumping indicating a constant recharge of the aquifer. The total depth of the well is 223'. Full recovery was noted in the well less than 5 minutes after the pump was shut down. The drawdown in the well on Lot 4 was monitored during the test and did not fluctuate more than 1" to 3" which was probably due to factors other than the pumping of the production well. This can probably be attributed to recharge of the aquifer during the test. Similarly, no drawdown was noted in the well on Lot 11 greater than 1". The aquifer test was completed by Jim Sullivan of Arctic Well and Pump. Based on his data he has concluded the aquifer is confined by a limiting layer somewhere near 190' below the surface. This conclusion is based on the static water levels in the wells and the limited amount of drawdown experienced in the wells during the production test. It is further confirmed by the immediate drawdown in the production well to the 190' levet where the static water level held for the ensuing 24 hours before the level started to recover back to the level prior to the beginning of the test. A production rate of 18 Gallons per Minute for 48 continuous hours indicates more than sufficient amounts of water are available for the new subdivision. The lack of any Eaton Park Subdivision Aquifer Test Page 2 of 5 measurable drawdown in the outlying wells further indicates little or no impact to surrounding wells due to the additional demand on the aquifer. The typical design demand of 150 gallons of water per day per bedroom would equate to more than 166 bedrooms, which would mean each lot in the subdivision could support a house with 15 bedrooms. It is more likely the houses will be constructed with only 4 bedrooms with a total design demand of 4.75 Gallons per Minute. Based on our test it is reasonable to assume the design demand can be met with little or no impact to the wells in the surrounding area. DATA INTERPRETATION Transmissivity (T) of an aquifer is defined as the rate at which water flows through a vertical strip of the aquifer 1' wide and extending through the full saturated thickness, under a hydraulic gradient of 1 (100%). During the aquifer test on the production well on Lot 10 it was noted the draw down in the well on Lots 4 and 11 were negligible or zero. Transmissivity formulas typically utilize the amount of drawdown to determine the flow through the aquifer. In this case the transmissivity value would be infinite because the formula would include division by zero drawdown The coefficient of transmissivity is therefore calculated from the pumping rate of the production well and the slope of the time -draw down graph. The majority of the drawdown was measured during the first minute of the test when the water level dropped 10'. It then dropped another 5' during the next 5 minutes before stabilizing for the remainder of the test. It is difficult to impossible based on this information to achieve an accurate transmissivity coefficient. Transmissivity was determined utilizing the production well on Lot 10 by multiplying the average production rate of 18.0 gallons (Q) per minute by 264 and dividing by the slope of the time -drawdown graph expressed as the change in drawdown between any two times on the log scale whose ratio is 10. In this case the total drawdown over the test was 18' (AS). This value was used to determine the transmissivity between the production well and the observation well. T = 2640 AS T= 264 (18.0 GPM) 18' T = 264 Gallons/Day/Foot Storativity represents the volume of water released from storage, or taken into storage, per unit of aquifer storage area per unit change in head. Calculated storativity values from observation well data give the best approximation for the area between production and observation well. This value is again skewed because no drawdown could be achieved in either monitor well during the pumping of the production well. It is also flawed because the production well was fully recovered 2 minutes after pumping stopped. Eaton Park Subdivision Aquifer Test Page 3 of 5 S = .3Tt R S = .3(264)(.0007) (120) S = .000004 The storativity determined from the production well was found to be .000004 based on the recovery of the well verses time after the aquifer test had been completed. The formula for storativity for our report is found in "Groundwater and Well" by Fletcher G. Driscoll, Ph.D. in Chapter 9, Well Hydraulics. Based on the transmissivity and storativity values calculated from data collected during the aquifer test we are confident that each well should be able to support a minimum pumping rate of 1.0 gallon per minute for 10 years of continuous pumping. SPECIFIC CAPACITY AND LONG TERM YIELDS The effects of long term pumping for a single family home are calculated using a typical domestic use rate of 450 gallons per day (Q), the value of T obtained from the data obtained from the production well (264 gallons per day per foot) as an estimate of the aquifer capability and a storativity value of S=.000004. After 30 years of pumping negligible draw down is calculated a distance of 100' away from the pumping well. This assumes no recharge, which is very conservative. The expected impacts from any single domestic well are therefore expected to be extremely minor. Each well should be able to support a pumping rate capable of producing 450 gallons per day or .3125 Gallons per Minute. CONCLUSIONS The groundwater conditions at the proposed subdivision have been studied and tested on site with two newly constructed wells and an existing well. These wells have been found to be capable of yielding far in excess of the minimum required supply for a single family home as mandated by the Municipality. Existing aquifer testing, water level, well yield and water budget data all indicate that sufficient water supplies are available from wells to be constructed in Eaton Park Subdivision without affecting neighboring wells. All new wells are expected to exceed Municipal requirements for single-family homes. The three wells on this property were found to have production rates of 10.0, 15.0 and 18.0 gallons per minute. These rates far exceed the Municipal requirement for single- family homes. In addition, these rates are much greater than the average well production rates for wells in the Anchorage and Chugiak area. Data collected during the aquifer test indicates that little or no impact was seen in the observation wells during Eaton Park Subdivision Aquifer Test Page 4 of 5 the 48 hours of continuous pumping of the production well. This data would suggest that the wells operating independently would have little affect on each other. Recovery of the production well after 48 hours of constant pumping required only 2 minutes indicating recharge of the aquifer is excellent and a substantial amount of water is available to support this subdivision. Data obtained during the aquifer testing and presented herein are representative of conditions at the time of testing and should be considered representative only of that particular period in time. Changes will occur to the property over time, which will affect subsurface conditions and may impact conclusions drawn in this report. Michael E. Anderson, P.E. The depths of the wells ranged from 224' to 460' with static water levels ranging from 100' to 350'. Bedrock was encountered in several of the wells at varying depths. Production rates of the wells ranged from 6 Gallons per Minute to 35 Gallons per Minute. From this data we conclude that sufficient water is available in the area to serve the additional 11 lots in Eaton Park Subdivision. Production rates in all of the wells is substantial and significantly exceeds the minimum requirements of the Municipality for water wells. Tudor road Anchorage, AK 99507 Attention: Mr. Dan Bolles Land Use Enforcement Officer Subject: Tract 6, Whaley Subdivision, Addition No. 3 Tract 1, Our Mountain Subdivision Grading Permit Dear Mr. Bolles: $1108uMAY 7?= Thomas Development, Inc. is purchasing Tract 6, Whaley Subdivision, Addition No. 3 and Tract 1, Our Mountain Subdivision from its current owner, Delores Whaley. Their intention is to subdivide the property into a new 14 -lot subdivision. All new lots in the subdivision will meet the requirements for R-6 zoning and will be served by onsite well and septic systems. Access roads will be constructed,to serve the new subdivision. The existing topography of the property includes a 30' high knoll near the center of the property. The removal of this note will improve the drainage of the area and provide more usable area for the subdivision. A house is currently in place atop this knoll. The intention of Thomas Development is to remove the house from the property and regrade the knoll to increase the usable surface area of the property and enhance the property for sale. We are therefore applying for a grading permit to begin the site work on the property. Approximately 3,000 cubic yards of organic material will be removed from the surface of the affected area. This material will be reused as topsoil to revegetate the area once the grading is complete. Trees and brush will be buried near the landscaping buffer at the south property line of the property. Another 30,000 cubic yards of clean poorly graded gravel and sand will be removed from the knoll area and utilized to fill low areas on the property. Excess material will be hauled from the site and placed at several locations in the Anchorage areas. The majority of the excess material will be placed at Alaska Metal Recycling (AMR) located at 9705 King Street or Tract A, Newell Subdivision. This material will be reused for remediation purposes to replace contaminated fill removed from that location. Materials removed from the site will be hauled via Ski Road to the Glenn Highway and then into Anchorage. Truck spillage will be immediately removed from paved roads. Dust control measures including sprinkling will be performed as necessary during hauling operations. Work will begin in early spring and be completed during daylight hours and more specifically between 6:00 A.M. and 6:00 P.M. Thomas Development, Inc. will comply with Municipal Noise and Hours of Operation requirements. Once the grading operation is completed additional subsurface soils investigation will be completed to identify suitable locations for wells and septic systems to serve the new subdivision. No impact to wells and septic systems on adjacent properties will occur as a result of this grading operation. No water bodies currently exist within 1,000' of this project. The closest appears to be Cook Inlet and the Knik Arm to the west. There will be no impacts to surface water as a result of this grading operation. The current drainage pattern on the property will be improved as a result of the removal of this knoll. Enclosed are several drawings showing the location of the property along contours.
