We returned to the property to inspect for surface water. We discovered the 6' in diameter shallow pond & one other 2' in diameter minor wet area; Sheet 1. It appears that the larger wet area is due to the excavated soil damming the water behind it. The curtain drain will be extended to this area. The other minor wet area is over 100' from the wastewater system. 2. On 8/8/061 checked MT/ I13 & found no standing water present. The monitor tube was originally 4' deep in early June & found to be dry. We later deepened it to 5' depth. We are officially requesting a groundwater waiver due to the Advantex Category III System. Our early June reading demonstrated 3' of useable unsaturated soil. 3. A cross-section note has been included for 6" of topsoil & seeding. The owner is in a hardship position with crews waiting to work. We would appreciate your expediting this permit. I believe we have answered the design questions. • A COE wetlands permit is attached. This was applied for last January. An approval was issued in March. After the approval was questioned by the MOA, the COE once again reviewed the permit and issued approval. • The best site for the Advantex drain -field appears to be the front portion of the lot. I do not believe that the nearby road drainage ditch can be classified as surface water. It has been wet during the spring ground thaw- ice was present in the ground until July 1. No measureable flow has been observed. • The MT has been deepened to 5' following our conversation last week. Perforations were added to the PVC pipe. No groundwater has been encountered to 5'. • The curtain drain has been excavated to 4'. It will be deepened to 6' and graded to promote flow. It will be wrapped with typar geotextile or equal, filled with bone rock/drain rock, and terminated in the location on sheet 1. • This Advantex Category III system allows the best treatment available. The closest neighboring septic system is a conventional system. • A small drain was discovered under the driveway and noted on the plan. This is upgradient of the drain field. The drain had a small weep during spring thaw. No flow was recently observed. • The owner will be happy to come in & sign a AW WTS Maintenance Agreement. We are planning on a curtain drain upslope of the absorption field. This should considerably drop the water table in this vicinity. The road drainage ditch has normally had no flowing water until farther downslope as indicated on sheet 1. Both added monitor tubes are included on sheet 1. Monitor tubes were completed by driving a steel pipe into the ground. A smaller diameter steel pipe was then driven through the larger pipe. We were able to get soil samples to a 6' depth with this method. This method is not unlike that obtained with a hollow stem auger. The steel pipes were then removed and replaced by pvc monitor tubes. The monitor tubes did not go the full 6' distance, but far enough to monitor the unsaturated depth for design. The owner is very anxious to begin. We appreciate if your assistance. A COE Wetlands Permit was received for construction. Groundwater was not present to 5' below the surface @ MT/T113. The Category III absorption system will be located at this site. The Orenco Systems, AdvanTex Treatment System will be utilized. This system requires a 2000 gallon processing tank and 2-AX20 filter pods. A Category III System drain field will be utilized, which will allow an application rate of 4 GPD/FP; This allows a 5' x 37.5' bed; the size will be increased to 5' x 40'. We have not encountered groundwater within 5' of the surface at this site. A 1' thick effective layer will be utilized. No adverse impacts are expected from development. Most of the neighboring lots are developed. No water wells are impacted by this construction. Soil tests found typical soil for this area; a silty gravel, with relatively high groundwater table. Easements will not be encroached upon. A curtain drain has been partially excavated: it will be deepened to 6' depth, typar or equal geotextile wrapping the trench bottom & sidewalls, and drain rock/bone-rock placed in the trench. This revision follows meetings and design changes. Specification Requirements: All components and work must comply with the Municipality of Anchorage Specifications (AMC) & State of Alaska Drinking Water Regulations and Wastewater Regulations, Orenco Systems AdvanTex Treatment System Design/Installation Manuals, Anchorage Tank & Welding requirements. • Installation by an Authorized AdvanTex Installer only; approval issued by Orenco Systems & Anchorage Tank & Welding, Inc. • 2000 gallon, two compartment AdvanTex processing tank, 2-AX20 filter, VeriComm Monitoring System & Mode 1 b package requiring a discharge basin to pump to the elevated absorption field, per AdvanTex Treatment System Manual. • Watertight couplings on inlet & outlet. • 5' minimum between the tank and bed. 10' minimum to property lines. • 3' of cover or insulation is required for trench; an equivalent of I" insulation for each foot soil cover. • Tank & solid pipe must be set on well compacted, stable soil. • 4 inch diameter cleanouts with airtight caps are required I to 4' from foundation wall, prior to any 90 degree bend in 4 inch line, prior to the processing tank compartment, and two opposing cleanouts at either end of the absorption bed. • All cleanouts must extend to at least ground level • In solid pipe runs, ASTM D-3034 may be used in lieu of cast iron • Trench to be placed level, minimum of 3' to groundwater, 6 feet to bedrock from drain -rock • Drain rock to be 1/2 inch to 2 %: inch screened. Definitions. A. Alteration. B. Certificate of On -Site Systems Approval. An approval by the Municipality of existing water and wastewater disposal systems given at the time of property sale and title transfer in accordance with AMC 15.65. These approvals certify that the systems are adequate for the homes that they support and meet the codes that were in place at the time of system construction. C. Damage. Any man-made or natural change in a system that would inhibit the system from performing as designed. D. Maintenance and Repair. The scheduled and as needed replacement of existing parts, components and pieces of an AWWTS that were included in the original design which would allow the AWWTS to continue to perform as designed. E. Permit (Construction) An On -Site Wastewater Disposal System Construction Permit as defined by AMC 15.65. F. Permit (Operating) An Advanced Wastewater Treatment System Operating Permit. An annual permit, issued by the Municipality, that allows the Owner to operate an AWWTS, upon meeting all the requirements of this agreement, the conditions of Operating Permit, the requirements of the On -Site Wastewater System Construction Permit and all relevant provisions of AMC 15.65 3. Fee. Owner shall pay to Municipality an annual fee of �Z r' R O payable on or before the issuance of the operating permit and annually thereafter. The annual fee is due on or before the anniversary date of the approval by the Municipality of installed system. 4. Term. The term of this Memorandum of Understanding shall be for the life of the AWWTS. The term begins on the date of approval by the Municipality of the installed system and shall continue while the ANVWTS system is in use or operational or until the property is sold or title is transferred by owner and a new certificate of On -Site approval is issued to the new owner or transferee of the property. 5. Alterations Installation and Removal of Additional Equipment. Owner agrees not to make any alterations, removal of parts or additions to the AWWTS without a Construction Permit from the Municipality. 6. )Maintenance and Repairs. A. Throughout the term of this Memorandum of Understanding, the Owner shall maintain AWWTS in good repair. In addition, it shall be the responsibility of the Owner during the term of this Memorandum of Understanding, and any extensions or renewals thereof, at the owner's sole expense, to pay for any and all: (1) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs. Further, Owner agrees to comply will all applicable ordinance, laws, regulations, rules and orders for the AWWTS. B. Owner agrees to provide the Municipality a written schedule of routine maintenance and repairs which have been performed on the system pursuant to the terms and conditions contained in the Owner's AWWTS Operating Permit. This schedule shall be submitted to the Municipality annually upon the renewal of the permit. The schedule of maintenance and repair contained in the Owner's AWWTS Operating Permit is: C. Owner acknowledges that the fine schedule for failing to maintain and repair an AWWTS are codified in AMC 14.60. D. Owner agrees that only maintenance, repair personnel certified by the Municipality will inspect and make any necessary maintenance, repairs or permitted alterations to the system. E. Owner agrees to grant the Municipality reasonable access to test and inspect the AWWTS upon 24 hours written notice. F. Owner agrees that any sale or transfer of title of the property will not occur without a new Certificate of On -Site Systems Approval. G. Owner agrees that the relevant provisions of the standard specification guidebook for AWWTS is the governing professional guidelines for the construction, maintenance and repair of the Owner's AWWTS. 7. Nonwaiver. The failure of either party at any time to enforce a provision of this Memorandum of Understanding shall in no way constitute a waiver of the provisions, nor in any way effect the validity of the Memorandum of Understanding or any part hereof, or the right of such party thereafter to enforce each and every provision hereof. 8. Amendment. A. This Memorandum of Understanding shall only be amended, modified or changed by a writing, executed by authorized representatives of the parties, with the same formality of this Memorandum of Understanding was executed and such writing shall be attached to this Mem'amndum of Understanding as an amendment. B. Muni Onsite Septic permit folks have a request to Install septic on the lot and since it was mapped as B wetlands, they requested clarification. The applicant provided the JD letter which stated no permit was required however, the rear portion of the lot was possibly wetlands. Given that the JD was done out of the growing season, and we have this request for a septic system, would it be possible to give this site another look at this time to make a definitive determination. We have inspected the drainage ditch periodically for over a year. It appears to generally drain surface water following a precipitation event. This past winter there was record frost penetration which resulted in extensive underground ice. This was evidenced by the numerous water line breaks in the Anchorage area at 10 foot depths. Also, road restrictions were extended much past the usual dates; road restrictions are still in effect for areas in Southcentral Alaska. Underground melting ice has been seeping into the road drain ditch this spring- this can be considered a melting precipitation event. In addtion, Alaska Road Boring was attempting to bore under the road at the site where you may have observed water in the ditch. They had to abort the attempt due to frozen ground. 2. A perforated drainage pipe is in place to direct surface water around the gravel house pad. The function of this drain is much the same as that of a perforated pipe house drain. This promotes drainage away from the water well as required by state statute. The State Department of Environmental Conservation was contacted and they did not consider this drain to be a contamination source. 3. The mound has been seeded & topsoiled. 4. The electrical report is attached. 5. Water sample results are included. 6. The water well location was located by the surveyor, but not labeled.
