Box 196650 Anchorage, Alaska 99519-6650 Ref: Proposed JB Cruz Subdivision, a subdivision of Tract 9, Iliamna Acres S/D Mr. Roth: It is our understanding that the referenced property is being subdivided into three separate lots. Attached is the list of requirements from the Short Plat Summary of Action and how we have addressed those items: A. Topographical information: Attached is a topographical site plan which shows the existing slope conditions. It should be noted that the steep slopes shown on the site plan above Test Hole #3 were artificially created by placing fill in this area. The average slope for this property was approximately 15 percent running from east to west prior to the placement of the fill. In short, it is our opinion that there are no slope concerns regarding the entire tract, and that south half of the tract could remove the fill in the addressed area so no slope exist in the septic reserve area. B. Documentation for water availability to serve water wells: As can be seen on the attached site plan, there are two wells that exist on this tract of land. The well on the north half is 96 foot deep well with a well production of 10 gallons per minute. The well on the south half is a 144 feet deep well with a well production of 4.79 gallon per minute. Attached is a well log and supporting documentation for these two wells. It is our opinion that there is little to no concern regarding water availability for the proposed subdivision. C. Documentation Identifying areas designated for the original and replacement wastewater disposal sites which meets all criteria specified in ANIC 15.65 including slope and slope setback requirements: Attached is a site plan which shows the septic reserve areas. The slope requirements have been addressed in the Topographical information section. D. New soils testing, percolation testing, groundwater monitoring to be conducted 3701 E. Attached are the soils logs which shows the soils classification, percolation test and groundwater monitoring. It should be noted that the test holes were excavated just after a heavy rainfall period. As can be seen on the logs, there is more than 9 feet of receiving soils for TH#1 and TH#3. Based upon this information, it is our opinion that fall groundwater monitoring is not required and that the soils will support on-site wastewater disposal systems. The soils investigation was conducted on August 21, 2005. Three test holes were excavated on the lot on that date and one additional hole was excavated on February 11, 2006. The attached soil logs shows that we encountered a variety of soils in the test pits. The soils we encountered in two these test pits appear to be acceptable for a soil absorption system (the poorly graded gravel and poorly graded sand between approximately 2 to 13 feet below ground level with a percolation rate of approximately five to six minutes per inch.) Ground water was not encountered in the test holes. We did not encounter bedrock in these test pits. The upper 12 feet of soil in Test hole 2 is not suitable for an on-site soil absorption system. I encountered organic fill to a depth of 12 feet. Below the organic fill was sand and sandy gravel. This material appears to be the native soil and is acceptable for an on-site soil absorption system. The organic fill would need to be removed to install a system in this native material, but it is possible. The Municipality of Anchorage Regulations govern for single-family homes, and require a minimum of four (4) feet vertical separation between the bottom of a soil absorption system and ground water for a conventional system, six feet (6) to bedrock or other impermeable layers (tight silts and clays) and must be located greater than 100 feet horizontally from any surface water (Creeks and ponds). Additionally, the accepting soils must have a percolation rate of less than 120 minutes per inch. A lot must have room for a primary and reserve soil absorption system. The soils encountered are good percolating soils (5-10 min/inch). I would recommend using a deep trench system. The attached site plan shows the 12,000 sf available area for on-site soil absorption systems as required by the MOA code. Based on the soils encountered and the measured percolation rate, and assuming a four-bedroom house, 1 would recommend a conventional on-site wastewater disposal system consisting of a deep trench having an effective depth (amount of gravel below the perforated pipc) five feet (51, with a total depth of eight feet, and a length of approximately 100 feet long and having a 1,250 gallon septic tank. The reserve field would be of the same size of the primary field. I highly recommend installing both the primary and reserve fields at the same time to extend the operational life of the soil absorption system. The southern half of the lot would require some revisions to the lay -out of the water and septic system. Moving the well to the west would open up the entire eastern half of the lot to development of a new soil absorption system, or removal of the organic fill. The estimated engineering cost would be approximately $3,000, (including MOA permit fees, design, inspections and record drawings) and the installation cost by a MOA certified Septic System installer would be approximately $12,000 for the conventional system. I would recommend using Beek Construction as the installers. A new well would cost approximately $40/foot of depth. The wells in this area run between 150 and 250 feet deep.
