Preliminary Proposal to Extend Near Point Knoll Water Sysum
Dear Mr. Anderson:
On February 3, 2005 this office received your submittal requesting preliminary approval of the
extension of the water distribution system for the "Near Point Knoll Water System". This system was
reviewed and approved for construction by this office as a Class A water system. however, since the
homes utilizing this facility were going to be built in phases, it was approved for operation as a Class
C system on September 7, 2001. This operational approval was based on serving less than 25 people
on a daily basis.
You have indicated that this system is now planning on adding additional service connections. This
falls within the original construction approval. If the total number of bedroom serves exceeds 12,
then the system will need to fulfill the operational and compliance requirements of a Class A system.
Therefore, usurping that the newly proposed extension meets minimum, regulatory standards, the
minimum pressure in all parts of the distribution system will be at least 20 psi, and the existing water
source is not adversely impacted, then the ADEC drinking water program has no objections to this
preliminary proposal to extend the system. This non -objection does not imply or grant any new
construction or operational approval of any portions of this system. It is my understanding that you
will be submitting an engineering submittal with a request for departmental construction and
operational approval of the new system. ,

Test holes were placed on Lots 1 through 6 of the proposed Campbell Canyon
Subdivision on Sunday, May 9, 2004. The purpose of the test holes was to assess the
underlying soil conditions and to determine whether septic systems could be placed on
the lots to serve single-family homes. The test holes were placed to depths of 19'
utilizing a tracked backhoe. An experienced soils technician under my supervision was
onsite during the excavation to log the soils encountered and to perform percolation
tests to determine the absorption characteristics of the materials encountered. A
monitor tube was placed in each hole to determine the groundwater elevation over a
period of time. No groundwater was found in any of the holes during excavation and
none has been noted to date.
The surface of the proposed subdivision slopes from north to south at varying grades.
None of the grades in the subdivision exceeds 15% in the area of the proposed septic
systems and is usually much flatter. The slopes to the north on Lots 1, 2 and 3 exceed
25% and the systems must be a minimum of 50' from the edge of the slope. The
subdivision is scheduled to be served by the existing Class A well and water system
located on Lot 17 immediately west of Lot 6. A 200' protective radius from the well is
shown on the Test Hole Location Plan attached to this report. The property is currently
heavily treed with both spruce and birch and some areas are thick with underbrush.
During the exploration period the ground was covered with up to 3' of snow.
A total of 10 test holes were placed throughout the 6 lots. Soils encountered were
similar in all the holes with the upper 1' to 3' composed of organics with some peat and
organic silt. This layer was underlain by poorly graded to well graded gravel with
varying degrees of sand and silt. The majority of the material was found to be clean
and fairly dry. Percolation rates were usually less than 2 minutes per inch. These

findings compare closely with soils found in Near Point Knoll Subdivision immediately to
the west. This type of material is excellent for the treatment and disposal of septic
effluent. As mentioned earlier, no groundwater was found in any of the holes during
excavation and none is expected to accumulate during the ensuing heavy runoff period.
Further monitoring will be required to determine if any groundwater accumulates in any
of the monitor tubes.
The Municipal ordinance governing septic systems requires either a reserve area on
each lot for septic systems or a minimum of three septic system sites designated on the
final plat. Based on our field exploration it appears a minimum of 10,000 square feet of
reserve area cannot be found on each lot for septic system development. Since the
lots will be served by a community water system no wells with their respective 100'
protective radii will be required for each lot.
Copies of the test hole logs and percolation test along with a Test Hole Location Plan
with the locations for the septic system absorption trenches are attached for your
review.

Dear Mr. Anderson:
Oa April l3, 2005 this office received your submittal requesting construction approval of the
distribution line servIdt the "Near Point Knopf water system. This system was originally torsstructed
as a Class A system and has been oponting as a Class C system, because the system has been serving
less than 25 people per day. The submitted plans address a 500 fact water distribution extension of s
Inch ductile iron pipe to serve newly Combuctcd homes. Based on the following this system U
granted construction approval:
1. Calculations are submitted which Show that the "am is Capable of meeting a minimnnt of
20 psi in oil parts of the water system (existing and new), at the new peak flow.
2. The end of the water lines in the cud -de -Sae and along Athena's Way (STA 5_S8.63 WL and
STA 1+60.0 WL) must pmlde access for be Rushing and sampling.
3. If the existing distribution system will be Impacted during the construction of this now
extension, plans must be submitted for any needed temporary water distribution Services.
4. Following construction, the system must be disinfected as per the current AW WA standard
(C-651-99). The
locatiationassociated total eolifomt bacteria sample results, including sampling
s and dates, should be submitted with the system u -bunts, in order to receive ftnol
operstional approval.
S. The new system will have to meet all monitoring and compliance requirements for a Class A

Attached is a letter recently submitted to ADEC concerning the Near Point Knoll Water
System which will serve the six lots in the proposed Campbell Canyon Subdivision. The
water system has sufficient capacity to serve the additional six lots without additional
storage. Condition to Plat No. 5a (attached) requires submission of a copy of the
Certificate to Operate a Community Well. We are unsure as to what this requirement
actually means. The attached documentation includes the Certificate to Operate the
Near Point Knoll well and water system, which will hopefully resolve this requirement.
Please review the attached documentation and advise if further information is required
prior to the resolution of this requirement.

Preliminary Certificate to Construct
Dear Ms. Blevins:
The developer of Near Point Knoll Subdivision is currently developing Campbell Canyon
Subdivision immediately to the east of Near Point Knoll. Campbell Canyon consists of 6 single
family home lots which are proposed for water service from the Near Point Knoll Class A Water
System. A new 8" DIP water main will be extended from the existing water main near the pump
house approximately 500'. Six 1" water services will be extended from the main to serve the
individual lots. The addition of the new lots will increase the peak demand on the water system
by 54 gallons per minute for 20 minutes or 1,080 gallons. The total demand on the water system
then becomes 4,500 gallons as it will eventually serve 25 households.
The water system currently has a capacity of 10,000 gallons of static storage in the well house in
the form of 2 — 5,000 gallon tanks. In addition, the 8" water main provides approximately 6,000
gallons of storage. The total storage is far in excess of that demanded by the water system. The
well charging the system has a rated capacity of 50 gallons per minute.
A complete design of the water main expansion will be provided in the near future. The attached
drawings show the alignment of the new main and the location of the new services. We hereby
request confirmation from you that based on the aforementioned information it is possible to
expand the Near Point Knoll Water System to serve the additional six lots.
