Development Services Department On-Site Water & Wastewater Program 4700 Elmore Road Anchorage, AK 99507 Subject: Gold Pan Estates, Lot 3 – NHN Old Seward Highway Septic System Design Dear On-Site Services Engineer: The owner of Lot 3, Gold Pan Estates Subdivision intends to construct a new four-bedroom home on the lot. We are therefore requesting a permit be issued for the construction of a new septic system to accommodate the home. Water to the home will be provided from the Class A Well and Water System on the adjacent lot. The attached Site Plan and backup documentation identify the location and configuration of the proposed septic system along with the alternate site. Also identified on the plans are the existing wells and septic systems on surrounding lots. No conflicts exist between the proposed septic system and well or septic systems and wells on adjacent lots. The ground surface on the lot in the area of the septic system slopes to the southwest. The new trench will be constructed parallel with the contours of the slope as much as possible in conformance with Municipal requirements. The new septic system will be constructed a minimum of 200’ from the Class A well and 100’ from all private wells and any surface water and 10’ from the proposed and existing water services in the area. Ground surface contours are shown on the Site Plan. Storm water drainage will not affect the proposed septic system. Groundwater was recently found at 7.5’ below the surface. No groundwater was found during placement of the test hole in late June of 2013 to a depth of 18’. It is thought that much of the year the area is free of groundwater to depths of at least 18’. The lot immediately to the south with a test hole approximately 200’ away indicated no groundwater to 14’ on 10/22/19. Similarly, the lot directly to the southwest and approximately 250’ away indicated no groundwater to 20’ on 8/13/2018. The ground surface approximately 500’ to the south ends in a steep slope which drops rapidly toward Cook Inlet. We can logically assume the groundwater found recently on Lot 3 is at or near its highest level of the year and should start to drop immediately as the fall rains have now ceased. The absorption trench for the proposed septic system on this lot is designed for a CO#1 groundwater elevation of 7’ which is .5’ higher than the elevation of the water recently encountered on site. We are confident this is more than acceptable to meet current Municipal Code. Please refer to the attached test hole log and plan and profile sheets for the septic design. If this design is followed, there will be no adverse impacts to adjacent properties. Sincerely, Michael E. We are therefore requesting a permit be issued for the construction of a new well and septic system to accommodate the home. The attached Site Plan and backup documentation identify the location and configuration of the proposed well and septic system along with the alternate site. Also identified on the plans are the existing wells and septic systems on surrounding lots. No conflicts exist between the proposed septic system and well or septic systems and wells on adjacent lots. Drainage arrows are shown on the site plan showing the grade and direction of flow on the lot. The drainage pattern will not be changed as a result of this project. A test hole was placed on the lot in the area of the absorption trench and alternate site. The log indicates well graded to silty gravel (GW/GM) in the zone specified for the absorption trench. The percolation rate of the soil was determined to be 1.4 minutes per inch. No groundwater was found during the placement of the test hole and none was noted during the monitoring period. An application rate of 1.2 gallons per day per square foot was used in the design of the absorption system. We are proposing to place a new 1,000-gallon septic tank and a 38' long by 5' wide by 4' effective depth absorption trench to treat and dispose of the effluent generated in the house. The elevation of the distribution line in the absorption trench will be 4' below the surface and the total depth will be 8'. A minimum of 3' of fill or 2" of insulation and 2' of fill will be placed over the absorption trench and 4' over the septic tank. The ground surface on the lot in the area of the septic system slopes to the southwest.
