We are submitting this permit application for the construction of a new well and septic system. The attached site plan identifies the location of the home and the proposed well, septic location and alternate site. No conflicts exist between this proposed system and any other well or septic system on this lot or adjacent lots. The ground surface on the lot slopes to the northeast at grades approximating 10% to 20% in the area of the new trenches. There are no slopes greater than 25% within 50 feet downslope of either the primary or alternate site. Ground contours are shown on the site plan indicating the grade and direction of flow. Stormwater drainage will not impact this septic system. The new trench will be constructed parallel to the slope as much as possible. Test holes placed near the proposed absorption trenches indicated groundwater at 2’ and 3’ below the surface. These levels were confirmed on September 15, 2020 with groundwater at 3’ below the surface in Test Hole No. 2. The groundwater level in Test Hole No. 3 was estimated at 3’ but could not be accurately measured due to damage to the monitor tube. These readings were taken after heavy rainfall in the Anchorage area and are representative of the high groundwater reading for the year. Extensive grading has occurred on this lot since the test holes were placed in 2017 and much of the organic layer in the area has been removed. This will aid in drying the lot and controlling the groundwater levels. Our design includes the use of Engineered Receiving Soils to compensate for what may be less than 2’ of in situ receiving soils. We are requesting a waiver allowing the use of ERS without a Category III Nitrogen Reducing System. The soils underlying the absorption trenches consists of silty sand with an absorption rate of 14 minutes per inch. Septic effluent will pass through 3’ of MOA approved sand before discharging into the underlying in situ material. The effluent will then pass through 1’ to 2’ of receiving soils before discharge into the groundwater. The result will be 4’ to 5’ of treatment prior to discharge, which would meet Municipality of Anchorage On-site Water and Wastewater REVIEWED FOR CODE COMPLIANCE OSP201312, Rebecca Carroll, 09/16/20 Municipal Code. The only difference being the quality of the in-situ sand as opposed to the MOA approved sand. The top of the trenches will be 6’ above ground. We have designed the fill slope on the downhill side at a 2:1 angle to reduce the amount of backfill required and to not encroach on the driveway serving the lot. The slope will be stabilized with landscaping fabric, topsoil and grass seed after construction. Wells on this and adjacent lots are shown. The new system will be a minimum of 100’ from all wells and surface water, and more than 5’ away from the septic tank. Please refer to the attached test hole logs and plan and profile sheets for the septic design. If this design is followed, there will be no adverse impacts to adjacent properties. He then plans to construct a three-bedroom home in the future. We are therefore requesting a permit be issued for the construction of a new well and septic system to accommodate the two structures. The attached Site Plan and backup documentation identify the location and configuration of the proposed well and septic system along with the alternate site. Also identified on the plans are the existing wells and septic systems on surrounding lots. No conflicts exist between the proposed septic system and well or septic systems and wells on adjacent lots. Drainage arrows and ground surface contours are shown on the site plan showing the grade and direction of flow on the lot. The drainage pattern will not be changed as a result of this project. Test holes were placed on the lot in the area of the absorption trench and alternate site. The logs indicate silty sand with gravel (SM/ML) in the zone specified for the absorption trench. The percolation rate of the soil was determined to be 13-15 minutes per inch. No groundwater was found during the placement of the test holes and none developed during the monitoring period. An application rate of .8 gallons per day per square foot was used in the design of the absorption system. We are proposing to place a new 1,250 -gallon septic tank and 2-38' long by 5' wide by 4' effective depth absorption trenches to treat and dispose of the effluent generated in the house. The elevation of the distribution line in the absorption trenches will be 1' below the surface and the total depth will be 5' A flow splitter valve must be placed to insure even flow to each trench. A minimum of 3' of fill or 2" of insulation and 2' of fill will be placed over the absorption trench and 4' over the septic tank. Lot 1, King Heights Subdivision August 26, 2015 Page Two The ground surface on the lot in the area of the septic system is fairly flat with slopes to the northeast. The new trench will be constructed parallel with the contours of the slope as much as possible in conformance with Municipal requirements. The new septic system will be constructed a minimum of 100' from all wells and any surface water and 10' the proposed and existing water services in the area. If the system is constructed in accordance with our design the following statements apply: 1. The system, if constructed as designed, will have no adverse impact on the wells in the area or those to be constructed in the future. 2. The system, if constructed as designed, will have no adverse impact on existing septic systems in the area or those to be constructed in the future. 3. The system, if constructed as designed, will have no adverse impact on reserve space, either surface or subsurface, on any lots located in the area. 4. When we recently measured the amou ter in the newer test holes, it was higher than previously recorded. The new a� 3� measurement was on -�—' below surface. The location of the septic system has been revised to that shown on the attached Site Plan. The test hole placed by S&S Engineers in July of 2006 was found to have groundwater at 7' below the surface on October 8, 2017. Further groundwater monitoring indicates a highest groundwater reading of 6' below the surface. We have designed new trenches with a .5' effective depth and a total depth of 2'. The trenches will be mounded to provide a minimum of 3' of cover over the distribution line. The new trenches are each 57' in length with a flow 4iJWVarve to insure even flow to each trench. We hereby request a waiver to allow the trenches to be entered at the end rather than the middle. It will be difficult to impossible to get gravity flow by entering the trenches in the middle. Accepting soils are very porous and the trenches will function adequately with the distribution line entering at the end of each trench. The owner of the lot has changed the plan for his home, deciding not to build the ADU. The house will be reduced to three bedrooms. The proposed well has been relocated to the northwest corner to accommodate the revised septic system location. The owner of the lot to the north has stated no well or septic system is located on his property. The trenches will be placed on slopes which exceed 25%. We are therefore applying for a waiver allowing placement of the absorption trenches at the designated locations. The attached drawing shows the absorption trenches in relation to the slope. Fill material will be required to prevent the imaginary 25% slope when extended downward from 2.5' above the flow line to not daylight less than 35' from the edge of the alternate absorption trench site. The fill material will be placed in conformance with the specifications noted on the drawing.
